JOCELYN NUNGARAY NATIONAL WILDLIFE REFUGE ACT2025-07-14
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I was unable to be present for the following floor votes today. Had I been present, I would have voted: YEA on Roll Call No. 191, H.R. 1709; YEA on Roll Call No. 192, H.R. 1770; and YEA on Roll Call No. 193, S. 1596.
HONORING THE LIFE AND LEGACY OF FRANK ROYCE BROWNELL, III2025-07-02
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to honor a true Iowa original, Frank Royce Brownell, III. Frank was not only a towering figure in the American 2nd Amendment and firearms community, but a servant-leader whose legacy reaches far beyond the walls of his family's business in Montezuma. Born in 1939, Frank graduated from Montezuma High School in 1957 and earned his degree in Advertising from the University of Iowa, magna cum laude, in 1961. He married his college sweetheart, Nancy Denton, before commissioning as an officer in the United States Navy. He served aboard the USS Caliente, a fleet oiler stationed out of Long Beach, California, where he served with the same sense of duty that would later define his business career. Frank joined Brownells full-time in 1965. What began with catalog layout and product marketing soon grew into full operational leadership. Over the decades, he helped build Brownells into one of the Nation's most respected names in gunsmithing and firearms tools, establishing a national standard for quality and service. His stewardship as President, CEO, and later Chairman of the Board turned a small-town company into an all-American brand. Frank was at once a marketer, a mentor, and a modern-day pioneer. He welcomed generations of shooters and builders into the Brownells family, always guided by a steadfast commitment to excellence in every part machined and every cartridge sold. But Frank's greatest title wasn't CEO or Chairman--it was Dad, Grandpa, and neighbor. For more than 50 years, he served on the Montezuma City Council, serving with quiet dedication and the same unwavering sense of duty he brought to Brownells. Frank is survived by his sons Bob, Pete, and Matt, and six grandchildren. I offer them my sincerest condolences and wish them peace as they carry forward his remarkable legacy. Mr. Speaker, Iowa may have lost a legend, but his example endures. I ask my colleagues to join me in honoring the life of Frank Royce Brownell, III.
ENCOURAGING LOCAL EMERGING VENTURES AND ECONOMIC GROWTH ACT OF 20252025-06-23
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I thank Chairwoman Wagner for leading this charge on a bipartisan effort. I rise today to support our bipartisan ELEVATE Act. I helped lead this Small Business effort to help not only the heartland but also our entrepreneurs and innovators across the country. Let me start by saying we all know this to be true: The American capital markets are the envy of the world. Part of that strength comes from the bipartisan work of this very Chamber, particularly with the passage of the JOBS Act 13 years ago. One of the biggest successes of that law was the creation of the emerging growth companies, or EGCs, to encourage smaller companies to go public here right in the United States. The JOBS Act didn't expand just that opportunity, it created new jobs. In the 4 years after that change, EGCs made up 90 percent of our initial public offerings. Moreover, it created 82,000 new jobs, new careers, right here in the U.S. I believe we can't stop there. Across Iowa's Third District, my home district, I hear from small business owners who want to reinvest in new equipment, help expand their workforce, and give back to their communities through new innovation. The question remains: What is holding them back? Well, Mr. Speaker, it is quite simply a deck that has been stacked against them by SEC rules that make accessing investment capital complex, more expensive, and harder for those who don't live on the East or West Coast who snap up the lion's share of investment dollars before it can even get to the heart of the heartland. Iowa's businesses, America's businesses, deserve an equal opportunity to access the capital they need to grow right on Main Street. These businesses are not backed by billion-dollar valuations or teams of high-powered lawyers. What they do have is grit, innovation, and the drive to succeed. They are not asking for special treatment, Mr. Speaker, just a fair chance to compete. Imagine the economic momentum we could unleash right here if we made it easier for those businesses to connect with investors and bring them to the rest of America. That is why I introduced the ELEVATE Act. This bill makes a simple, commonsense fix to help level the playing field for growing businesses. In Iowa, you know baseball is big business. When you have the opportunity to build it, Mr. Speaker, they will come, just like ``Field of Dreams.'' It allows EGC spinoffs to file confidentially with the SEC, requiring 24 months of audited financials rather than the historic 36 months that had red tape and additional costs. This ensures quality while minimizing the impact. These changes align to the rules so that all EGCs, whether standalone or part of a larger spinoff, can compete. Mr. Speaker, quite simply, this is about fairness. It allows small businesses in rural America to play by the same rules as companies on Wall Street. It is about giving a startup in Pella the same shot as a company in Palo Alto. It is about jobs, real jobs right here at home. We know the JOBS Act worked. Now, we have a chance to build on that success. By passing the ELEVATE Act, we make it easier for Main Street businesses to get access to the capital they need. I thank my colleagues on the other side of the aisle, particularly Representative Bynum, for working with me to ensure that we give every American business a fair chance at success. I thank Chairman Hill for his leadership on the Financial Services Committee, and I thank subcommittee chairwoman Ann Wagner who knows capital markets probably better than anyone on this House floor. Mr. Speaker, I urge my colleagues to support the bipartisan ELEVATE Act.
HONORING THE SERVICE OF LIEUTENANT COLONEL DANIEL BLACKLEDGE2025-06-10
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to recognize Lieutenant Colonel Daniel Blackledge for his more than two decades of service in the United States Air Force. A graduate of the U.S. Air Force Academy and a proud leader within the intelligence community, Lt. Col. Blackledge has represented our Nation with distinction in uniformed service across the globe. From his early days as an intelligence officer to his most recent assignment as a Legislative Liaison to the Secretary of the Air Force, Lt. Col. Blackledge has demonstrated unwavering commitment to the security and strategic readiness of our Nation. His operational leadership has taken him from Joint Base Pearl Harbor-Hickam to RAF Molesworth, to deployments in Iraq and Afghanistan--always delivering with precision, integrity, and focus. Over the course of his career, Lt. Col. Blackledge served in pivotal roles at the Pentagon, U.S. Strategic Command, and in multiple joint environments. His work has helped shape national policy and defense priorities, particularly through his most recent role advising Air Force leadership and Congress on programs vital to our military's intelligence gathering, communications, and battlefield awareness capabilities. As he enters retirement, we also recognize the enduring support of his family. His wife, Captain Katie Blackledge, is a fellow veteran and airman in her own right, and together they have raised two exceptional daughters, Laurel and Lane Blackledge. Their shared sacrifice and steadfast support have been essential to Daniel's service, and our Nation owes them a debt of gratitude as well. Mr. Speaker, I ask my colleagues to join me in thanking Lieutenant Colonel Daniel Blackledge for his outstanding service to our country and in wishing him and his family continued success in this next chapter.

RECOGNIZING THE GRADUATION OF CARTER FORREST2025-05-21
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to congratulate Carter Forrest of Cumming, Iowa, for her achievement in graduating from Drake University Law School. This is a milestone she should be incredibly proud of, as years of determination and intellectual rigor have led to this proud moment for Carter and the entire Forrest family. Carter is a proud Iowan whose journey has exemplified both academic excellence and a spirit of civic responsibility. In addition to her legal education, she has already engaged in a range of professional roles, including legal research, legislative policy, and campaign work in both the private and public sectors. Through these experiences, Carter has distinguished herself as a thoughtful, capable, and principled leader. It has been a privilege to witness Carter's growth and academic development, and I am incredibly proud of what she has already achieved. She has approached each challenge with humility, purpose, and a strong work ethic that exemplifies the very best of Iowa's values. I am certain Carter has a bright future in the legal profession, wherever her journey might take her next. Mr. Speaker, I ask my colleagues to join me in congratulating Carter Forrest on her graduation from Drake Law School and in wishing for her continued success in the years to come.
RECOGNIZING PRESIDENT WENDY WINTERSTEEN FOR HER SERVICE TO IOWA STATE UNIVERSITY2025-05-21
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to recognize President Wendy Wintersteen, a longtime champion for Iowa's students and a nationally respected leader in higher education, as she moves on from her role as the 16th President of Iowa State University. Wendy's leadership has shaped the future of Iowa State and made a meaningful difference across our state. She has led with vision, investing in entrepreneurial learning, strengthening research programs, and opening up new resources for hands-on learning in agricultural sciences and beyond. As the first woman to serve as president in the university's history, she has inspired not only students and faculty, but future leaders across Iowa. Her commitment to innovation has helped position Iowa State as a national leader in preparing students to solve real-world challenges, grow our economy, and serve our communities. It was always a pleasure to run into Wendy on the early morning flight from Des Moines to D.C., where she has been a tireless advocate for the Cyclones and for our state's land-grant mission. It's been an honor to work alongside her and an even greater honor to call her a friend. Mr. Speaker, I ask my colleagues to join me in thanking President Wendy Wintersteen for her years of distinguished service to Iowa and Iowa State University. We are excited for all that lies ahead and confident that her next chapter will be just as impactful as the last.
PROVIDING FOR CONSIDERATION OF H.R. 1, ONE BIG BEAUTIFUL BILL ACT2025-05-21
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, tonight we have the opportunity to deliver on a promise made to the American people on border security, energy independence, and tax cuts for working-class families. Now, my colleagues on the other side of the aisle, many of them millionaires themselves, may bemoan what it may do. I promise them this. For folks back home in Iowa, this is a working-class tax cut. I spoke to an Iowa mom, Sarah Curry, who used her child tax credit to help buy a new water heater for her family when it went out last winter. Sarah was also able to get speech therapy lessons for her son. I talked to Jolene Riessen, an Iowa farmer, whose sons were able to continue her family's legacy of a family farm because she didn't have a death tax cut that would have allowed a foreign country to buy their family's centuries-old farm. In fact, the average household will see an increase of $5,000 in real income that goes straight back into our economy. That, my friends, is how we not only grow the economy but pay down the national deficit. This mechanism is something the CBO apparently doesn't understand with over $1 trillion in growth. Mr. Speaker, I support this bill. The American people demand this bill.
CONGRESSIONAL STOCK TRADING BAN2025-05-15
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, in 2023, dozens of Members of Congress beat the S&P 500, while only 40 percent of Wall Street pros were able to pull that off. I think that has got Americans asking: What does Congress have, a secret strategy? The sad part is, they did. It is called insider trading. Members of this body are so good at investing that apps like the Pelosi Tracker exist as a stock tip machine. It has given investors a 45 percent return in the last year alone simply by copying the former Speaker's stock trades. Now, this isn't a partisan issue. Republicans and Democrats together have made over $200 million in the market last year, while Americans got hammered by inflation and rising interest rates. Mr. Speaker, I am a farm kid from Iowa. When I came to Washington, I didn't have many stocks to sell, but I sold them all because it is the right thing to do. It is ridiculous that anyone would commit insider trading while being here. President Trump agrees and Speaker Johnson agrees that now is the time to pass my bill, the No Corruption in Government Act to finally ban Members of Congress from stock trading, stop government pay raises, and extend the lobbying ban. Mr. Speaker, let's pass this bill and get it to the President's desk. Let's give the American people back their faith in democracy.
HONORING THE LIFE AND SERVICE OF JAY BYERS2025-04-30
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to honor the life and legacy of President Jay Byers, a true servant leader, devoted father and husband, and proud Iowan whose lifelong commitment to our state inspired all who had the privilege of working with him. President Byers was a graduate of Manson High School and a proud member of the Simpson College Class of 1993. He earned his law degree from the University of Iowa College of Law before beginning his career serving the people of Iowa's 3rd district as a staff member for former Congressman Leonard Boswell. I came to know Jay during his time at the helm of the Greater Des Moines Partnership, where he spent more than a decade building one of the most respected economic development organizations in the country. Under his leadership, the Partnership gained national recognition, growing to include 24 affiliate chambers, more than 6,500 members, and thousands of businesses across central Iowa. I saw President Byers' leadership and commitment firsthand while I served in the Iowa Statehouse. He understood intuitively how to unite business leaders, educators, and policymakers around a common vision, always driven by our shared goal to make Iowa a better place to live, work, and raise a family. Although Jay spent much of his professional life expanding opportunities for Iowa businesses, he never left the Simpson College community. He served on the Board of Trustees for 11 years before returning to education full-time in 2023 as the 25th president of Simpson College, where he kindled a sense of pride and community that led the college to its largest freshman class in more than a decade. Mr. Speaker, President Byers' passion was building a stronger, more connected, and brighter Iowa and that legacy will endure far beyond his years of committed service. He is survived by his wife Katie, and their daughters, Sophie and Charlotte, who remain in our thoughts and our prayers. I ask my colleagues to join me in honoring President Jay Byers.
HONORING THE LIFE AND SERVICE OF ROLLAND WADE "R.W." NELSON2025-04-14
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to honor the incredible life and distinguished service of Rolland Wade ``R.W.'' Nelson, who passed away at the age of 98 on April 8, 2025. Mr. Nelson is part of the Greatest co-founded Kemin Industries, a Des Moines-based human and animal health and nutrition company that employs more than 3,700 people worldwide. Mr. Johnson deserves recognition for his service to not only our district but also the billions of lives he has around the world his generosity touched. Born in Kansas City, Missouri, in 1927, Nelson moved to Des Moines at the age of seven. He graduated from Dowling Catholic High School in 1944 and began studies at Drake University on a football scholarship, before being drafted into military service during World War II. Nelson served in the United States Army Air Corps from 1945 to 1947, attaining the rank of Corporal. He was deployed to the Philippines as a crew chief for B-29 bombers, earning several service ribbons. After his honorable discharge, Nelson returned to Drake University, earning Bachelor of Arts degrees in biology and chemistry. In 1953, he married Mary Kelleher, and together they raised five children. In 1961, with $10,000 in savings, they founded Kemin Industries, operating initially from their living room. Under Nelson's leadership, Kemin expanded into a global company offering over 500 specialty ingredients across various industries, with a presence in more than 120 countries. Nelson held four patents and received numerous accolades, including the President's ``E'' Certificate for Exports from President Nixon in 1971 and the President's ``E'' Star Award for Excellence in Export from President Carter in 1978. He was inducted into the Iowa Business Hall of Fame in 2006. Beyond his professional achievements Mr. Nelson leaves behind a beautiful family, his wife Mary; daughters Elizabeth ``Libby,'' Janet and Molly and another son, David; 13 grandchildren and seven great- grandchildren. Mr. Speaker, I invite my colleagues to join me in remembering Edward Johnson. His dedication to improving the lives of his fellow Iowans, particularly fellow veterans, will leave a legacy. May his memory inspire us all.

His efforts also helped secure Des Moines as a recurring host for NCAA Division I events, including the first and second rounds of the Men's Basketball Tournament in 2016 and 2019, with another round secured for 2028. Additionally, he played a key role in reorganizing the Des Moines Area Sports & Tourism Commission and served as chair of Destinations International. Beyond tourism, Greg was vital in revitalizing the city post-COVID and recently helped break ground on 515 Walnut, a 33-story skyscraper set to reshape the downtown skyline. His leadership has left a lasting impact on Des Moines, and we thank him for his service. We wish him success in his next endeavors and are confident he will continue making a difference.

Like so many others, Edward answered the call to serve our Nation during one of the most pivotal times in history. He was part of the Greatest Generation--a generation of patriotic Americans who put service above self every day. Through bravery, resilience, and unwavering dedication, Edward contributed to the defense of democracy and fought for the freedoms we continue to enjoy today. For one year, three months, and sixteen days Edward operated in the European Theater of Operations during WWII. During his service to this country, Edward earned the World War II Victory Medal, the Army Occupation Medal and Germany Clasp, the Honorable Service Lapel Button WWII, and the European-African-Middle Eastern Campaign Medal. In January 2025, I had the distinct honor to present Edward with the Battle Participation Star also known as the Bronze Battle Star, which was awarded to him in May, 1945 but never received. Following his military service, Edward continued a life of service to his family, community, and country. Through a blind date, he met his wife, Mildred, who blessed him with six children. Edward lived and worked on the family farm where he enjoyed spending time with his grandchildren riding in the Case tractor and building fences, served as a founding member of the Gravity Legion where he helped build the Legion Hall, and volunteered with the Gravity Community Fire Department. We owe a profound debt of gratitude to Edward and all those of the Greatest Generation who sacrificed so much to secure the freedoms we cherish today. Let us ensure that their legacy endures, and their contributions are never forgotten. Mr. Speaker, I extend my deepest condolences to Edward's family and loved ones. PROTECT SMALL BUSINESSES FROM EXCESSIVE PAPERWORK ACT OF 20252025-02-10
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I thank my colleagues from both Arkansas and California for their support of my bill, the Protect Small Businesses from Excessive Paperwork Act. Mr. Speaker, in just the opening weeks of Congress, we have already led on bipartisan solutions to help our small businesses be successful and get a reprieve from the vast overreach that currently emanates from Washington, D.C. Small businesses, as we have noted, are the backbone of America. In my home State, they make up nearly 80 percent of our State's growth alone. Sadly, there are bureaucrats here in Washington who are focused on fines, fees, and prison time for nearly 32 million small businesses that only woke up to new regulations just showing up on the scene. Unfortunately, nearly 23 million of those small businesses have never even heard or received information about the new requirements that they must meet. In fact, some even mistook them for scams coming out of a Federal agency they have never even heard of. Small businesses should not bear the risk of fines of up to $600 per day for every violation and up to nearly 24 months in prison for failure to report on a law they weren't even familiar with. In the first year alone, it will cost a small business around $8,000 in compliance fees. That blows my mind. In fact, it compelled me to invite the Director under the Biden administration of FinCEN, Director Gacki, to come to Iowa. Yes, we were Iowa nice to her, but we were Iowa firm. She heard from Sonrisers Popcorn and Berg Electric, which told her how much these new requirements would directly impact their Main Street businesses. To make matters worse, she informed them with a straight face that over 7 million businesses had already complied. This was with only weeks before final implementation went into effect. To be clear, this meant that around 80 percent of the small businesses remained completely unaware of the new rules and regulations and risked those fines I mentioned. With 99 percent of Iowa's businesses being small businesses, those fines would add up and shutter Main Streets across my community and this country. Nationally, it would total around $160 billion in compliance costs levied upon Main Street businesses, small family farms, and communities across our country. I think we can all agree that regulators should be focused on protecting small businesses, not fining them out of existence. Keeping a small business open requires that a mom-and-pop shop put in a lot of hard work and long hours. It means that new entrepreneurs can be innovative and spend money to grow our economy, not trying to meet some arbitrary government regulation. Our government should not stifle entrepreneurs with a heavy hand when they are only doing their best to serve our communities. That is why I am committed to fighting for Main Street. I am committed to fighting for our family farms. I am committed to fighting for our hometowns. This bill would help protect small businesses from excessive paperwork. This is a simple solution that we worked on together, and it is one of the most pressing concerns that small businesses face. Whether you are a Democrat or a Republican, we all have small businesses and a hometown responsibility to fight for them today. I am grateful for everyone who helped to lead and sponsor this bill, including the National Small Business Association, the U.S. Chamber of Commerce, and our National Cattlemen's Association. Even cowboys want less regulation. I also thank our cosponsors on this bill, including our co-leads, House Majority Whip Tom Emmer, and my friends across the aisle, Representative Sharice Davids and Representative Don Davis. As a result, we have the opportunity to once again make sure that not only America is great but that our hometowns have the opportunity to prosper and hold Washington accountable.
DISABLED VETERANS HOUSING SUPPORT ACT2025-02-10
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I thank the gentleman for yielding, and I thank the gentlewoman from Texas (Ms. De La Cruz) for bringing this bill forward, the Disabled Veterans Housing Support Act, which I am proud to co-lead as a bipartisan sponsor on this bill. Mr. Speaker, our country is facing a housing shortage crisis, and our veterans are hit the hardest, like the Vietnam veterans I spoke to in Bloomfield, Iowa, who highlighted their lack of affordable quality housing. Nearly 22 percent of all of Iowa's disabled veterans are finding it a challenge not only to find affordable housing but are also being put in a position where they can no longer gain access. Mr. Speaker, no more. As a 20-year Air Force veteran, it pains me to see my fellow servicemen and -women literally on the streets in the heart of the heartland. I have heard directly from our veterans services officers, and this is one of their top concerns. Ms. De La Cruz' bill takes a positive step forward in helping more of our veterans access the resources they need to get into affordable housing. It ensures disability payments do not restrict their access to housing, whether they are in urban, suburban, or rural America. Mr. Speaker, I urge all of my colleagues to take up this bipartisan call and support our veterans who need help now, particularly those who have given their all and served in a disabled capacity but have still earned the respect to live in affordable housing.

Mr. NUNN of Iowa. Mr. Speaker, I rise today to recognize the incredible service of Evan Marquardt to the people of the Iowa Third District. Always the first to arrive to the office, Evan's service to the people of Iowa is reflected in his commitment to running the best constituent response program on Capitol Hill. A strong leader in our office, Evan has also proudly served as Fantasy Football Commissioner, Office Emergency Coordinator, and March Madness Tournament champion. His name shall live in glory in the Nunn office as the winner of the 2023 Fantasy Football season and in infamy as the loser of the 2024 Fantasy Football season. A champion on the dodgeball court, and a true champion for heartland values, Evan embodies the hard work and passion for putting others first that have made him a fighter for Iowa.
IN MEMORY OF SHARON PAYNE2025-01-09
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to honor the memory of Sharon Payne, a mother, grandmother, and dedicated teacher. I was one of the lucky students to have learned from Mrs. Payne. In elementary, she instructed us all in our first rendition of ``America the Beautiful.'' She gave me my first piano lessons. She taught us all how to cheer on the Iowa Hawkeyes, and most importantly, she bonded a diverse group of young people together with the fundamentals for life, working together to make something beautiful. Mrs. Payne will be greatly missed. She leaves behind a great legacy: her husband, Craig; her children; Laura and Brandt; and her entire family. On behalf of all of her friends from Southeast Polk, all of the students she taught, and all the lives she continues to inspire, may Mrs. Payne rest in peace.
CELEBRATING ABIGAIL SHEPHERD2024-12-19
Mr. NUNN of Iowa
Mr. NUNN of Iowa. Mr. Speaker, I rise today to recognize the incredible service of Abigail Shepherd to the people of the Iowa Third District. Abby's service to the people of Iowa is reflected in every family she welcomed to Washington, D.C., every constituent concern she helped address through her casework collaboration, every veteran who received the medals they earned, and the smiles on the face of every Iowan she hosted on her late-night Capitol tours. Her incredible mother, a small Iowa business owner and childcare provider, and her father, the sheriff of Union County, should be proud to know that her work in D.C. makes a real difference. Her service to Iowans made lives better, and her teamwork in our office was critical to our success. I thank Abby, and watch the lead foot when driving the Kia downtown.
