Mr. PALLONE. Mr. Speaker, I yield 1 minute to the gentleman from California (Mr. Takano).

Mr. PALLONE. Mr. Speaker, I yield 1 minute to the gentleman from California (Mr. DeSaulnier).

Mr. PALLONE. Mr. Speaker, I yield 1 minute to the gentlewoman from Virginia (Ms. McClellan).

Mr. PALLONE. Mr. Speaker, may I inquire as to the time remaining.

Mr. PALLONE. Mr. Speaker, I reserve the balance of my time.

Mr. PALLONE. Mr. Speaker, I reserve the balance of my time.

Mr. PALLONE. Mr. Speaker, I reserve the balance of my time.

Mr. PALLONE. Mr. Speaker, I reserve the balance of my time.

Mr. PALLONE. Mr. Speaker, I yield myself the balance of my time to close. The amazing thing to me is that today during the debate, I heard very few statements on the part of the Republicans about clean air. This is all about the Clean Air Act and the fact that the EPA is trying to set standards that will eliminate pollution and make it easier for people to breathe and not be negatively impacted by pollution that is in the air. What the Republicans want to do is gut the Clean Air Act so those standards cannot be put in place. Now, they also mentioned China constantly, over and over again. The fact of the matter is that with this bill, they would be putting China in charge. China is the country--Beijing--that imposes the mandates. What the EPA does is basically say in order to achieve cleaner air, we are saying to the car manufacturers, they have to do certain things, but they still have the choice of what kind of vehicles to produce, whether it be a hybrid, an electric, or a gasoline-combustion vehicle. All those vehicles are still going to be available, are still going to be manufactured. It is just that they are going to have fewer or no emissions, and the air will be cleaner for Americans to breathe. Now, the ultimate thing is when the Republicans talk about the workers and the jobs. The fact of the matter is, the United Auto Workers--which represents most of the car makers, or all of them as far as I know--are opposed to this bill. The reason for their opposition is because they want to continue to manufacture cars. They don't want China to continue to innovate and essentially start to corner the world market on electric vehicles or even other vehicles. If that happens, the number of jobs here in the United States will be diminished. They are saying we oppose this bill because we want to create more cars and create more jobs, and we want the United States to continue to be the leader. For all these reasons--for cleaner air, to keep American leadership above any competition with China, to make sure there continue to be choices with the cars that you buy through your manufacturers--I urge my colleagues to strongly oppose this bill, which I think is going to take away the American leadership in car manufacturing and innovation and so many other things. Mr. Speaker, I yield back the balance of my time.

Mr. PALLONE. Mr. Speaker, I rise in opposition to the amendment.

Mr. PALLONE. Mr. Speaker, this amendment would revise the look-back portion of the bill that requires EPA to revise all previous regulations to conform with the bill's vague metrics on limiting availability of vehicles. This amendment would shorten this period to only apply to rules finalized under the Biden administration, so please understand what they are doing here is saying that the only thing we are going to revoke, essentially, are the rules that were finalized under President Biden. I mean, nothing could be clearer that this amendment is based on politics and not policy by limiting the revocation to the Biden administration. This amendment does not improve the legislation in any way. It fails to address the fundamental problems with the underlying bill. The amendment is essentially trying to go back in time to the failed policies of the Trump EPA. We would literally be moving backwards in our efforts to address the climate crisis and decarbonize the transportation sector and trying to eliminate pollution that affects Americans. The amendment doesn't address any of the concerns that my Republican colleagues claim to have about electric vehicles. This amendment simply doubles down on Republicans' attacks on EPA's authority, public health, and regulatory certainty. It does absolutely nothing to support our domestic vehicle manufacturing industry, like boost American competitiveness, counter China, or strengthen our economy. This is just blatantly political, and I urge my colleagues to oppose the amendment as well as the underlying bill. Mr. Speaker, I yield back the balance of my time.

RECOGNIZING THE 35TH ANNIVERSARY OF ST. STEPANOS ARMENIAN CHURCH2023-11-30

Mr. PALLONE

Mr. PALLONE. Mr. Speaker, it is my honor to rise today to recognize the 35th anniversary of the consecration of St. Stepanos Armenian Church in Long Branch, New Jersey and the 65th anniversary of the formation of the Armenian parish in the Elberon section of Long Branch. I would also like to join with the church community in welcoming His Grace Bishop Mesrop Parsamyan, Primate of the Eastern Diocese, to New Jersey for this auspicious occasion. The Armenian parish began in Elberon in 1956, with 25 members worshiping during summer services as St. Mary Armenian Church. Seeing the growing Armenian population in the area and their aging worship building, Mr. and Mrs. Kevork and Sirvart Hovnanian proposed construction of a new church. The new sanctuary, parish hall, and school was constructed on the site of the former St. Mary Church and consecrated in 1987. Its architecture mirrors that of ancient Armenian churches, paying homage to its history. The 12-sided pyramid-shaped dome represents the twelve apostles and its patron saint is depicted in a stained-glass mural at the entrance of the nave. Today, the church is led by Rev. Fr. Daniel Karadjian, who has served as Pastor at St. Stepanos since 2013. Rev. Fr. Karadjian is supported by the Parish Council who together oversee a community of approximately 500 members. The clergy, staff, and members of St. Stepanos Armenian Church endeavor to carry on its mission and ensure a viable future. St. Stepanos provides a welcoming place for the Armenian community to learn, pray, and connect with others. Committed to supporting and enriching the lives of its members St. Stepanos offers several organizations, as well as social and cultural activities, including the Women's Guild, Sunday School, holiday celebrations, and bake sales. Mr. Speaker, once again, it is my privilege to pay tribute to St. Stepanos Armenian Church. St. Stepanos continues to serve as a place of worship and inspiration and its commitment to faith and service to the Armenian community is truly deserving of this body's recognition.

RECOGNIZING THE 100TH ANNIVERSARY OF THE EISNER MEMORIAL RED BANK PUBLIC LIBRARY2023-11-08

Mr. PALLONE

Mr. PALLONE. Mr. Speaker, it is my honor to congratulate the Eisner Memorial Red Bank Public Library as its administration, Board of Trustees, volunteers, and community members gather to kick off the commemoration of its 100th anniversary. The Red Bank Public Library has been an integral part of the local community since its establishment and continues to uphold its mission to provide residents with an inclusive environment to learn and gather. Although the community had a library since 1878, patrons were charged a subscription fee by the institution, and were restricted to borrowing one book at a time. In 1923, residents voted to create a free public library--no longer limiting access to those who could afford it--and on January 2, 1924, the Borough took control of the assets in this endeavor. Today, the library is a member of the Libraries of Middlesex Automation Consortium, significantly expanding its circulation materials and accessibility. Throughout its history, the Eisner Memorial Red Bank Public Library has supported and been supported by the community. Sigmund Eisner was a prominent Red Bank resident and longtime benefactor of the library. The library's current location is the former Eisner residence, which was gifted to the library by his sons. The family continues to support the library today. The Eisner Memorial Red Bank Public Library maintains outstanding resources and accessibility for its patrons. Over the years, the library has expanded its collection and offerings. It has evolved with technology and the changing needs of its visitors and pivoted during the COVID-19 pandemic to still meet the needs of the community while observing health protocols and precautions. Mr. Speaker, once again, please join me in marking the 100th anniversary of the Eisner Memorial Red Bank Public Library. Its continued service to the community is truly deserving of this body's recognition.

PRESERVING CHOICE IN VEHICLE PURCHASES ACT2023-09-14

Mr. PALLONE

Mr. PALLONE. Mr. Speaker, I yield myself such time as I may consume. Mr. Speaker, I rise in opposition to H.R. 1435. Tens of millions of Americans battled extreme heat, flooding, and storms this summer, threatening their health, homes, and livelihoods. Last month, Hurricane Idalia became our Nation's 23rd billion-dollar weather disaster this year. That is a record, and it is only September. The damage caused by climate change and dangerous pollution cannot be ignored, yet that is exactly what House Republicans are doing with this bill. They are, once again, doing the bidding of their corporate polluter friends at the expense of Americans' health and security and our Nation's economy. The transportation sector is the single largest contributor of greenhouse gas emissions and other dangerous air pollution, but, once again, Republicans want to bury their heads in the sand and ignore reality, even while more than 100 million Americans are right now living in counties with unhealthy levels of air pollution. Thanks to decades of innovation in the American auto industry, spurred forward by technology-driven standards, we have a large and growing fleet of cleaner, more affordable cars that benefit all Americans. These standards have helped cement the United States as a global leader in the transportation sector. Congress carefully crafted the Clean Air Act to recognize the diverse air pollution challenges facing each State. Due to a history of severe air quality problems, the EPA can grant California waivers to set vehicle emission standards that are more protective than those at the Federal level, and other States can voluntarily adopt California's standards if they choose to do so. EPA has granted dozens of these waivers, and 17 States and the District of Columbia have followed California's lead, including my home State of New Jersey. The law ensures that any State has the freedom to choose to adopt these stronger vehicle emission standards if it works for them. H.R. 1435 would gut that freedom of choice. The bill directs the EPA to revoke all existing waivers and future waivers under the Clean Air Act for any California vehicle emission standards related to internal combustion engines. This bill would turn back the clock over 50 years of both Congress and the EPA recognizing California's statutory authority to set more protective vehicle emission standards. It infringes on the rights of States like my home State of New Jersey to voluntarily adopt those standards to protect people from dangerous air pollution. This bill would also cause chaos and uncertainty for the American automotive industry by forcing the EPA to revoke waivers going all the way back to 2013. Now, Republicans' portrayal of this bill as protecting consumer choice is completely detached from reality. This bill will discourage any manufacturing of hybrid or electric vehicles. There would be no incentives for automakers to invest in the production of hybrids and EVs, and they would simply not be available as a cleaner and cheaper choice. The bill blocks any State's ability to break free from the grip of Big Oil. Let me be clear, Mr. Speaker: Nobody is taking away your gas-powered vehicle. Republicans are fear-mongering in a deliberate effort to mislead the American people. The truth is, Republicans are trying to legislate away years of American innovation in cleaner transportation in yet another attempt to do the bidding of their Big Oil friends. They are once again putting polluters over people. Mr. Speaker, I urge my colleagues to vote ``no,'' and I reserve the balance of my time.
