VIOLENT RADICALIZATION AND HOMEGROWN TERRORISM PREVENTION ACT OF 20072007-10-23
Mr. PERLMUTTER
Mr. PERLMUTTER. Madam Speaker, I thank Chairman Thompson and I want to thank Ms. Harman and Mr. Reichert for conducting a number of hearings across the country to really focus our attention on what could be a very big problem if we don't get in touch with it right now. As the global war on terror continues, America dedicates much of its resources to tracking foreign terrorists at home and abroad. But in recent years, we have seen a rise in the number of U.S.-born criminals inspired by, but not necessarily affiliated with, groups like al Qaeda. And we have had, from Ms. Harman and Mr. Reichert and Mr. Lungren as well, a list of a number of incidents that we have seen recently. It is vital that our Nation do what it can to understand the growing threat of homegrown terrorists and what we can do to prevent it. The Homegrown Terrorism and Violent Radicalization Act finally focuses attention on this matter. The bill establishes a national center of excellence to bring in the top minds in the world to explore the causes of radicalization. The legislation also enhances our international cooperation so we may learn from our allies who have extensive experience with homegrown terrorism. But the centerpiece of this legislation is the establishment of a national commission to report to Congress the causes and preventive measures that we can take. The commission consists of academics, religious experts, counterintelligence officials, prison administrators, and many others with the experience provided for this input. And I must make it clear this bill has strict oversight of the privacy officers within the Department of Homeland Security to ensure it respects personal and religious freedom. As Americans, it is very difficult to understand why one of our citizens would want to terrorize his neighbors and countrymen. But it is a question we must face in order to protect our security. This bill tackles this head on, and I would like to thank our chairman and ranking member for bringing this bill forward.
SECURE HANDLING OF AMMONIUM NITRATE ACT OF 20072007-10-23
Mr. PERLMUTTER
Mr. PERLMUTTER. Thank you, Mr. Chairman. Mr. Speaker, I rise today in strong support of House bill 1680, the Secure Handling of Ammonium Nitrate Act. On many of the 728 farms in my district and those throughout the country, hardworking farmers rely on ammonium nitrate as a trusted fertilizer that can produce more nutrients than natural fertilizers, but by its very chemical nature, ammonium nitrate is also a substance that, if mixed with certain fuels, can be used as a powerful explosive. The Oklahoma City bombing of 1995 is perhaps the most notable and frightening example of ammonium nitrate's potential. Therefore, we must do all we can to prevent criminals and murderers from obtaining this legal substance while maintaining easy access for our Nation's farmers. The Secure Handling of Ammonium Nitrate Act creates a national registry to monitor the purchase and sale of ammonium nitrate. It further matches the names of applying farmers against the terrorist screening database so we can keep ammonium nitrate out of terrorists' hands. In particular, I am pleased to have worked with Mr. Lungren and with others throughout the committee to craft an expedited appeals process for farmers who have been adversely affected by the name check process. The Department of Homeland Security must either approve or deny an application within 3 days. If someone is denied a registration number under the program, they may appeal and get a resolution from the government within 3 days. The provision ensures that farmers who are misidentified do not jeopardize their livelihoods due to a governmental mistake. This is a commonsense bill that guaranties that ammonium nitrate in our country is being used for legitimate agricultural purposes and not for harm. Mr. Speaker, I urge my colleagues to adopt this bill.
HONORING THE MEMORY OF BRIGADIER GENERAL FELIX SPARKS2007-10-17
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, I rise today to honor the memory of an American hero, retired Army Reserve Brigadier General Felix Sparks, who recently passed away at the age of 90. Felix Sparks lived a remarkable life. A Texas native raised in Arizona, he answered our Nation's call to duty in 1940 with his service in the 157th Infantry Regiment of the 45th Division during the Second World War. He fought in the battle of Reipertswiller, the Battle at the Caves of Anzio and also for the liberation of 30,000 prisoners in the Dachau concentration camp. For his service, he was awarded a Silver Star and two Purple Hearts after being severely wounded on the battlefield. He continued his service in the National Guard until his retirement as a brigadier general in 1977. Upon his return from the war, Felix and his wife settled in Colorado. Felix went on to become the youngest Supreme Court Justice in Colorado's history at 38 years of age. An expert in water law, he also served for over two decades as the director of the Colorado Water Conservation Board. In closing, Felix Sparks was an extraordinary public servant who embodied the best of America.

TIME FOR A REAL CHANGE AND DIRECTION IN IRAQ2007-09-20
Mr. PERLMUTTER
Mr. PERLMUTTER. Madam Speaker, I rise today to encourage all of my colleagues in the House and the Senate to exercise the courage to begin a true new direction in Iraq. Our brave men and women serving in our military are completing every mission they have been asked; and for that I thank them and America thanks them. But the President keeps moving the goalposts and redefining the mission. Last week, the President announced a potential drawdown of troops from Iraq by July of 2008, leaving approximately 130,000 troops in Iraq. This is no change, and it is unacceptable. The American people will not be fooled by these smoke-and-mirror tactics. The President said the surge was intended to provide time for the Iraqis to make political progress; yet, there has been no political progress and no improvement in the situation in Iraq. The Iraqis have only met 3 of 18 benchmarks for success, all the while they are mired in a religious civil war. Enough is enough. It is time for real change and direction in Iraq.
RECOGNIZING SEPTEMBER 11 AS A DAY OF REMEMBRANCE2007-09-11
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, I rise to commemorate the anniversary of September 11, 2001. It was a day that our enemies had hoped to show America's weakness, but instead showed our enormous strength and our enduring commitment to the values on which this Nation was founded. The tragedies that unfolded in New York, Virginia, and Pennsylvania on September 11 took the lives of nearly 3000 individuals, Americans and others. These men, women, and children were killed because they lived in a country where toleration, freedom, and compassion are guiding principles. Many of those lost were brave first-responders who entered burning buildings, selflessly placing the interest of strangers above their own. All those who were killed that day left voids in the hearts of their families and communities. But their memory and spirit continue to endure in us all, and reinforce our commitment to the freedoms and ideas for which they died. Moreover, everyday since September 11, tens of thousands of Americans work tirelessly in our communities to prevent terrorist attacks from happening again. Our hospitals, fire departments, and law enforcement officials all have redefined their mission to protect, prepare, and respond as part of the War on Terror. Meanwhile, overseas the brave members of the American military and intelligence community continue to pursue and destroy terrorist organizations like al-Qaeda and the Taliban. Mr. Speaker, September 11 was a defining day in the history of the United States. Although we lost many great Americans, our Nation united in a cause to honor their memory and win the long-term struggle against terrorism. And in this struggle, we will win while protecting the freedom and way of life for which our enemies fight us. We continue to honor the memory of those lost and we strive to do them justice.

The dedication demonstrated by Emily Allen is exemplary of the type of achievement that can be attained with hard work and perseverance. It is essential that students at all levels strive for their best in their education to develop a work ethic that will guide them for the rest of their lives. I extend my deepest congratulations once again to Emily Allen for winning the Curtis Garrett scholarship. I have no doubt she will exhibit the same dedication she has shown in her high school career to her athletic and academic careers at McPherson College.

The Curtis Garrett Scholarship is based on two criteria that Melissa has fulfilled, those being a demonstrated financial need and the desire to pursue a career in political science or education. Melissa has chosen special education as her future career. I encourage all students at every level of education to give their personal best to their studies and educational pursuits; that they may develop a work ethic and sense of pride in their work, characteristics that will guide and help them through every step of their lives. TRIBUTE TO THE DEVELOPMENTAL DISABILITIES RESOURCE CENTER2007-08-03

CONFERENCE REPORT ON H.R. 1, IMPLEMENTING RECOMMENDATIONS OF THE 9/11 COMMISSION ACT OF 20072007-07-27
Mr. PERLMUTTER
Mr. PERLMUTTER. Thank you, Mr. Hastings, for this time. Mr. Speaker, I rise in support of the rule and the bill. This is an important day in American history. Today the Congress will send to the President a bill that provides the framework for our homeland defense community and takes a giant leap towards that service. On intelligence, cargo scanning, transportation grants, and a host of other issues, this bill reforms and enhances our existing structure to maximize our security. In particular, I am pleased that we were able to add the Transportation Technology Center in Pueblo, Colorado, to the National Domestic Preparedness Consortium. As the Nation's premier rail security facility, adding this to the consortium will improve our Homeland Security Department's ability to train first responders. I want to note the hard work of my colleague John Salazar on this important issue, and I want to thank Chairman Thompson and the members and staffs of both sides of the aisle in crafting a bipartisan bill that will work for the American people.
A SERIOUS COURSE CORRECTION NEEDED FOR IRAQ2007-06-27
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, on Monday, Senator Lugar, the former chairman and current ranking Republican on the Senate Foreign Relations Committee, went to the Senate floor and said that the President's troop escalation is not working. Then yesterday Republican Senator Voinovich said the U.S. should begin pulling troops out of Iraq so that people know we are indeed disengaging. But the President and his spokesman said, no, we need more troops and more time. It has been clear for at least a year that a serious course correction is needed in Iraq. But, unfortunately, Republicans in this House of Representatives continue to rubber stamp the Bush administration's war policies. Democrats are changing the course of this misguided war, but with a stubborn President unwilling to face reality, congressional Republicans must break ranks with the President to do what is best for our Nation and for Iraq. It is my hope that the congressional Republicans will seriously listen to their colleagues' comments and conclude, as Democrats already have, that we need to dramatically change our policy in Iraq.
ENERGY AND WATER DEVELOPMENT AND RELATED AGENCIES APPROPRIATIONS ACT, 20082007-06-19
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Chairman, I thank Mr. Visclosky for yielding me time. Mr. Chairman, this bill really, I think Mr. Wamp said it is best, is one about efficiency and it is about how we spend our money when it comes to energy independence. There is no question that the people of this country understand it very well, that this bill is good for national security, it is good for the climate and it is good for jobs, because it promotes energy efficiency, it promotes renewable energy and alternative sources of energy, and it adds sufficient funding to the Department of Energy so that it can really boost its Office of Science and its Office of Energy Efficiency. I am fortunate to have in the Seventh Congressional District of Colorado the National Renewable Energy Lab, which is the finest laboratory of its kind in the world, to promote renewable energy and energy efficiency. This bill will help the Department of Energy continue to support the National Renewable Energy Lab as it works with the private sector to come up with new ways to power America and the rest of the globe. This is a fine bill. I thank the committee for developing this. I support it, and I ask wholehearted support from the Congress, because this, as I said, is good for national security, it is good for the climate, and it is good for jobs.
PRESIDENT BLOCKING THE DEMOCRATIC NEW DIRECTION AGENDA2007-06-19
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, the new Democratic-led House has been listening to the American people and working to take our Nation in a new direction. We've passed a wide range of measures to strengthen our military, grow our economy and support working families, many with bipartisan support. For example, so far this year, we've passed legislation implementing the 9/11 Commission recommendations, approved a budget that achieves a balance in 5 years, passed sweeping congressional ethics reform, repealed big oil subsidies, invested funds in renewable energy and increased the minimum wage. But the President continues his stubborn opposition to this new direction that we are providing on Iraq and on key domestic measures. He does not support or has threatened to veto about two-thirds of the important work we've already provided. Mr. Speaker, our priorities are America's priorities. It's time the President stops obstructing our agenda and begins working with us to improve the lives of all Americans.
DEPARTMENT OF HOMELAND SECURITY APPROPRIATIONS ACT, 20082007-06-13
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Chairman, I move to strike the last word. Mr. Chairman, I rise today to support the Homeland Security appropriation, and I would just have to say the word ``irony'' has been used by both sides of the aisle quite a bit. I think the irony here is that the Republican side of the aisle is trying to do what they did last year, which is not to pass a budget, not to pass appropriations and try to bring this country to a halt by delaying, delaying, delaying. Well, that's fine and dandy for them to play those kinds of games, but this country expects a change. It voted for a change in direction. It voted for strong national security, which this bill reflects and represents. This bill reflects and represents protection on our borders, protection on our ports. We have additions to FEMA so that we have protection and response to natural disasters. Instead, our friends would like to stall and hold this Chamber hostage because they can't get the pork they want. They want their pork, and they want to eat it too. Ladies and gentlemen, this is wrong. This stalling tactic has got to stop. This Nation deserves much better than what we are seeing from the Republican side of the aisle. They would like us to ignore the fact that billions of dollars are missing in Iraq under their administration and under their leadership. They would like us to forget the fact that there were sweetheart deals to Halliburton and to many others where there was no bid and no contracts. They would like the country to forget history, which has brought this country into the biggest debt that we have ever seen. They would rather talk about earmarks, which they really mean to be pork, because they aren't going to get their pork. They aren't going to get their bridge to nowhere because we are not going to let them have that. We will fight for the American people every day, as long as it takes. We are here because of guys like Jack Abramoff, Duke Cunningham, Bob Ney, Mark Foley. Those are the individuals that helped create a Democratic majority because people were tired of it, and they wanted a change in direction. We're going to change the focus of this Congress and this Nation from what the Republicans did, which was the wealthiest 1 percent to the hardworking people in the middle. We passed a minimum wage law. We passed bills out of here to reduce the cost of prescription drugs under Medicare part D. We are focused, ladies and gentlemen, under this bill on the national security of the United States of America. Instead, our friends on the other side are focused on pork and their bridges to nowhere. This is a travesty; this is a delaying tactic. This is not in the interests of the United States of America. I support this bill and ask for an ``aye'' vote.
STEM CELL RESEARCH ENHANCEMENT ACT OF 20072007-06-07
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, this is a bill that holds promise for millions and millions of people across the country. We have heard from some of our friends who oppose this, and they have been very clinical in their descriptions. I am a father of a daughter with a chronic illness of epilepsy, and this is the kind of research that will help my daughter not to have any more seizures. It is a potential. It is a possibility. And every father, every brother, every mother, every sister, every friend in this room wants to have hope for their friends and their family. I want to compliment Ms. DeGette from Colorado, Mr. Castle from Delaware for giving my family hope, for providing this kind of promise. This legislature, this Congress can make a difference in millions of people's lives. I ask that you all vote for this bill. This is a great bill, and I call on the President to show that he is a compassionate conservative and that he sign this bill.
DIRECTING THE COMMITTEE ON STANDARDS OF OFFICIAL CONDUCT TO RESPOND TO THE INDICTMENT OF ANY MEMBER OF THE HOUSE2007-06-05
Mr. PERLMUTTER
Mr. PERLMUTTER. Mr. Speaker, my position is similar to that of the gentleman from Pennsylvania. I had the opportunity the last 2 days to be down in the gulf coast, to be in New Orleans today, and quite frankly, Mr. Jefferson is entitled to a presumption of innocence. That is the way of our judicial system and our code in this country. Mr. Speaker, first, I rise in support of this resolution. An investigation needs to be conducted. We need to have the Ethics Committee take a look at this. But I would also suggest to this House that when someone, anyone, is under indictment, it's a difficult position for him to do justice to himself or herself and to also do justice for their particular district, and those concerns were raised by people in New Orleans today, as well as in the newspaper. So, as with Mr. Carney, I would suggest that the Ethics Committee take a good long look at this, that Mr. Jefferson obviously is going to take a good long look. I would suggest that he do justice to himself, prepare his defense, and that his district have someone else.
TRIBUTE TO PHILIP M. KAISER2007-06-05
Mr. PERLMUTTER
Mr. PERLMUTTER. Madam Speaker, I rise today to recognize the late Philip M. Kaiser, an extraordinary public servant, diplomat, husband, father, grandfather, and a friend of mine. Mr. Kaiser was born in Brooklyn on July 12th, 1913. He attended the University of Wisconsin and was awarded a Rhodes Scholarship to study at Oxford University upon graduation. Mr. Kaiser first served his country under President Truman as Assistant Secretary of Labor. He went on to represent the United States as Ambassador to Senegal, Austria, and Hungary under Presidents Kennedy, Johnson, and Carter. During this period, Mr. Kaiser became well-known for his diplomatic abilities, successfully fostering U.S. relations with Hungary and Senegal at a time when communism was on the rise across the globe. More recently, Mr. Kaiser contributed to the new Democratic majority through his support of 4 successful Democratic congressional candidates, including myself, in 2006. Phil Kaiser was the type of man who held strong convictions and followed through on his beliefs. He made the most of any position he accepted, and always stayed true to himself and his values. Mr. Kaiser's life is a model of patriotism and dedication. Phil Kaiser was the patriarch of a beautiful family. He is survived by his wife of 67 years, Hannah, his sons Charles, Robert, and David, and his 4 grandchildren. I am honored to have known such an incredible, dedicated, passionate, and patriotic man. His contributions to his country, his love for his family, and his spirit will remain an inspiration.
PRICE OF GASOLINE2007-05-23
Mr. PERLMUTTER
Mr. PERLMUTTER. If the gentleman would yield, following your lead on this carbon-neutral office, we actually next week are going to have a press conference on a carbon-neutral office. We are buying power from a wind energy farm in Lamar, Colorado. We have talked our landlord into putting solar on top of the office building. We use the stairs and not the elevators, and we are working with the National Renewable Energy Lab, which is the lab Mr. Klein was referring to, to assist us in coming up with a carbon-neutral, energy-efficient, sustainable type of office. In Colorado, we don't have the moisture or quite the fertile ground as it is in Iowa, so there is a lot of dry-land farming. One of the other ways for farmers to derive an income is going to be through wind energy. We have a number of wind energy types of plants developing in Colorado as well as solar farms.
