FEDERAL LAND GRAB2010-03-03

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, where will it all end? First the EPA decides to regulate breathing, and now we learn that the Department of the Interior is planning a land grab that is so brazen that it is difficult to believe. By misusing the Antiquities Act, the White House is planning to lock up more than 13 million acres of land in 11 Western States, including more than 2.5 million in Montana alone, much of which is privately owned. And they can do it without so much as one single public hearing or a vote in Congress. Some of that land belongs to private citizens who have no idea that the Federal Government is planning to kick them off their ranches. If the government can do this to them, what can it do to you? When policies like cap-and-trade, government-run health care, and establishment of new Federal lands are unpopular, you don't merely bypass Congress or change the rule to ram it through. Americans are sick of secret bureaucratic overreach and Washington, D.C., tricks.

OUR ECONOMIC FUTURE2010-02-23

Mr. REHBERG

Mr. REHBERG. Many in this Chamber think jobs come from the benevolence of the Federal Government. But last week I visited businesses in four Montana towns to hear what small business owners who actually create jobs had to say. They told me the Federal Government has created a lot of paralyzing uncertainty. Small businesses like Printing for Less in Livingston are eager to expand and hire, but Federal policies hold them back. Andrew Field, the owner, cited concerns such as uncertainty about health care, cap-and- trade, and expiring tax cuts. He said, for example, that he needs the threat of health care mandates defeated. I've never met someone who would buy a car made by Congress. That's because we've seen how Congress works. But after touring those small businesses and seeing firsthand the ingenuity of American entrepreneurs, I can think of no better hands in which to trust our economic future.

THE LONG VIEW ON JOB CREATION2010-01-21

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, while efforts to tax energy production have failed because of overwhelming public opposition, the Environmental Protection Agency quietly perpetrated one of the largest power grabs ever. A little-noticed decision last year expanded the definition of ``air pollutant'' in the Clean Air Act to include greenhouse gases. This means the Federal Government now has the authority to regulate everything from carbon dioxide to water vapor. As a result, every living person is now a source of pollution from exhaling CO2 and water vapor. Every breath you take, every word you utter is now subject to EPA regulations. The American people need room to breathe; so I have sponsored H.R. 391 to do just that. I hope my colleagues will join me because the hot air that comes out of this Chamber would qualify us as a Superfund site.

FISCAL RESPONSIBILITY2009-12-09

Mr. REHBERG

Mr. REHBERG. This year, for Christmas, my wife, Jan, and I took out three loans for our three children, $40,000 each. Of course, since my youngest daughter isn't old enough to get a loan, we had to sign for it, but the bank assured us she'd have to pay it all the same. Then with the $120,000 in newfound credit, Jan and I went on a spending spree, leaving our children to repay $40,000 each. Great, huh? Of course this story isn't literally true. No parent would dream of saddling their children with $40,000 in debt. No parent would do that, but right now the estimated share of the national debt is $40,000 per American man, woman, and child; and that debt is just as real. That's why I've cosponsored a resolution to require any increase in the statutory debt limit be considered as a stand-alone bill and passed by a supermajority of Congress. If we're not going to cut up the government's credit card, then let's make it harder to get new cards when we max the old one out.

EARMARK DECLARATION2009-12-01

Mr. REHBERG

Mr. REHBERG. Madam Speaker, pursuant to the Republican leadership standards on earmarks, I am submitting the following information for publication regarding earmarks I received as part of H.R. 2996-- Department of the Interior, Environment, and Related Agencies Appropriations Act of 2010. Requesting Member: Representative Denny Rehberg Bill Number: H.R. 2996 Account: STAG Water and Wastewater Infrastructure Project Name and Address: Butte-Silver Bow Consolidated Government, 126 West Granite Street, Butte, Montana 59701 Description: Funding will be used to repair, restore and replace the City of Butte's drinking water system--a complex infrastructure to import water from across the Continental Divide and from the mountain creeks surrounding the city. This work is being done to accomplish an overall project goal of providing a safe, reliable and affordable drinking water to Butte citizens. Requesting Member: Representative Denny Rehberg Bill Number: H.R. 2996 Account: STAG Water and Wastewater Infrastructure Project Name and Address: City of Bozeman, 121 North Rouse Avenue, Bozeman, Montana 59771 Description: Funding will be used to replace the City's existing Water Treatment Plant, WTP, which is over 20 years old with a new larger capacity plant. The mechanized equipment and building structure will soon expire. In addition, rapid population growth has resulted in water demands that are already at the current WTP capacity during peak day use. To meet Bozeman's increasing water demand, the City will construct a 22 Million Gallon per Day, MGD, membrane water filtration plant. Requesting Member: Representative Denny Rehberg Bill Number: H.R. 2996 Account: STAG Water and Wastewater Infrastructure Project Name and Address: The City of Missoula, 435 Ryman Street, Missoula, Montana 59802. Description: Funding will be used to upgrade the City of Missoula's Waste Water Treatment Facility for improved liquid waste treatment and disposal. The VVWTF is one of the primary methods of protecting Missoula's sole source water aquifer that provides clean drinking water for the greater Missoula area, and surface waters such as the Clark Fork River. This upgrade needs to be completed within the next two to five years to allow Missoula to continue meeting its Montana Pollution Discharge Elimination System permit. Requesting Member: Representative Denny Rehberg Bill Number: H.R. 2996 Account: US Forest Service--Land Acquisition Name and Address: The Rocky Mountain Elk Foundation, 2541 Stuart Street, Helena, Montana 59601. Description: This funding would be used for the U.S. Forest Service to acquire lands critical for providing access to Tenderfoot Creek and to several Forest service trails. In addition, trout from the Smith River use Tenderfoot Creek for spawning. The volume of flow and cold water from the Tenderfoot are critical to the Smith River, particularly in the low flow summer months. Several hundred elk use the Tenderfoot country and it provides winter range for mule deer. Many other wildlife use this drainage which has an elevation drop of 3200 feet from sub- alpine mountains to grass meadows to riparian areas. There is habitat restoration potential if these lands are acquired. Forest Service Management efficiency would also be enhanced.efficiency would also be enhanced.

WHERE ARE THE JOBS?2009-11-17

Mr. REHBERG

Mr. REHBERG. When Congress passed the trillion-dollar so-called stimulus, the national unemployment rate was 7.6 percent. Some politicians warned that without the stimulus, unemployment could pass 8 percent. This month, unemployment blew past 10 percent; and like you, I am wondering where the jobs are. In the infinite wisdom of the government, $18 million was spent on a Web site to track jobs. The just-released job figures for Montana are listed by congressional district. Montana, of course, has only one district. Yet the Federal Government spent $372,000 to create one single job in Montana's nonexistent 8th Congressional District. Our imaginary 16th Congressional District did better, with 32.5 jobs. Only a bureaucrat would count half a job in a district that does not exist. The government spent $1 trillion to save and create jobs, and the opposite has happened. Millions more Americans have lost their jobs, and now they want to fix health care like they've fixed the economy.

HEALTH CARE2009-11-03

Mr. REHBERG

Mr. REHBERG. Supporters of Speaker Pelosi's 2,000-page government takeover of health care are fast to cite opinion polls in their favor and dismiss anyone who objects if they have legitimate concerns. However, they are much slower to demonstrate the coverage of their convictions by holding public town hall meetings. Americans have a right to be heard, so I have hosted 17 town hall meetings in Montana since August. This weekend in Billings, more than 500 people came to voice their concerns. They weren't there at the request of the insurance industry. Out in rural America, people are speaking out against this bill. I heard them loud and clear at my listening sessions. It is time for the rest of Congress to listen, too. Our authority comes from the people, and we must not ignore them.

HEALTH CARE2009-10-27

Mr. REHBERG

Mr. REHBERG. This Saturday, as Americans celebrate Halloween, we should learn a valuable lesson from the frightening results Dr. Frankenstein's medical experimentation had. Today, Congress is debating its own dangerous health care experiment. Stitched together in hidden laboratories from parts of at least five different bills and countless special interests, the final health care monster will ultimately hurt American seniors. In Montana alone, more than 26,000 seniors choose to use Medicare Advantage. The nonpartisan Congressional Budget Office warns of $162 billion in cuts to this popular program. Those will hurt those Montana seniors. Worse, this plan will increase the cost of prescription drug premiums for seniors by 20 percent over the next 10 years. When it comes to America's health care system, the stakes are too high for reckless legislative experimentation. No one will remember how the monster was made, but they will remember the damage it did.

EARMARK DECLARATION2009-10-21

Mr. REHBERG

Mr. REHBERG. Madam Speaker, pursuant to the Republican Leadership standards on earmarks, I am submitting the following information regarding earmarks I received as part of H.R. 3183--Energy and Water Development and Related Agencies Appropriations Act, 2010. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Department of Energy--EERE Requesting Entity: Montana State University-Bozeman, 207 Montana Hall, Bozeman, MT 59717 Description: Montana Algal BioDiesel Initiative--Algae, third generation or advanced biofuels, use photosynthesis to transform carbon dioxide and sunlight into oil. Algae can grow in water and on land, even land not suitable for food production. Even CO2-rich emissions from fossil fuel (coal) burning powerplants can be used as feedstocks to support the growth of algae that produces biodiesel. The effective use of high temperature CO2-rich exhaust gases (including the geothermal environments in Yellowstone) also produce algae that can flourish at high ambient temperatures. Currently, there are both practical and economic obstacles to increased use of biofuels from algae, but early research is promising. The funds requested would be used to advance the development of biofuels from algae, especially from coal plant emissions and exhaust gases. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Department of Energy--EERE Requesting Entity: Montana State University-Bozeman, 207 Montana Hall, Bozeman, MT 59717 Description: Wind Turbine Development--The U.S. Department of Energy's Energy Efficiency and Renewable Energy (EERE) works to strengthen the United States' energy security, environmental quality and economic vitality in public-private partnerships. It supports this goal through enhancing energy efficiency and productivity; bringing clean, reliable and affordable energy technologies to the marketplace; and making a difference in the everyday lives of Americans by enhancing their energy choices and their quality of life This project addresses those issues through (a) research on durability and damage tolerance of wind turbine blades, (b) efforts to promote commercialization and manufacturing, with attention to cost reductions, and (c) site development activities. The wind turbine blade materials and manufacturing studies will help develop cost-effective wind turbine electrical power generation. This in turn will provide an electric power distribution throughout Montana to stimulate economic development. An infrastructure is already in place to immediately help the wind turbine industry.

Mr. REHBERG. Madam Speaker, pursuant to the Republican Leadership standards on earmarks, I am submitting the following information regarding earmarks I received as part of H.R. 2997--Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2010. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: National Institute of Food and Agriculture--SRG Requesting Entity: Montana State University-Bozeman, 207 Montana Hall, Bozeman, MT 59717 Description: Invasive Plant Management--Non-native invasive plants are the primary environmental threat to western wildlands. These plants quadrupled their area in the last 10 years. If they continue to spread at their current rate, they will dominate western rangelands in the future. Over 17 million acres of ``public land'' in the west are infested with noxious weeds with an additional 4,600 acres becoming infested each day. Currently Dalmatian toadflax is in an exponential growth phase in Montana, expanding at a rate of 14 percent per year. In Montana, about 8 million acres are seriously infested with noxious weeds. Previous MSU research indicates that sheep and/or goat grazing offers an additional and diversified tool in the fight against noxious weeds when used in an integrated weed management program. Noxious weeds can interfere with profitable land use, reduce production, alter ecosystems, threaten wildlife habitat and lower land value.

SUPPORT THE AMTRAK SECURE TRANSPORTATION OF FIREARMS ACT2009-10-15

Mr. REHBERG

Mr. REHBERG. There aren't many things that are more important to the foundation of the West than trains and guns. In Montana, both still have a profound impact on our frontier identity. But these pillars of Western culture find themselves on opposite sides of the fence because of Amtrak's ban on the transportation of legal firearms on its trains. The Second Amendment doesn't derail the right to bear arms if you happen to be on a train. We allow the transportation of firearms in cars and on commercial airlines, but Amtrak's ban on firearms remains in effect, even as it continues to receive massive Federal subsidies. The Amtrak Secure Transportation of Firearms Act would force Amtrak to end its ban on firearms once and for all. I hope my colleagues will join me in sponsoring this important legislation, because the Second Amendment protects you whether you travel by horse, plane, truck or train.

TAX DOLLARS ARE GOING UP IN SMOKE--LITERALLY2009-10-07

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, our tax dollars are going up in smoke. And this time where there's smoke, there's no fire. Literally. Bureaucrats in Washington, DC, plan to spend $2.8 million for wildland fire management right here in the District of Columbia. The trouble is there aren't any wild lands in DC, let alone wildfires. Out West fires are a serious problem that cost billions of dollars. Because of poor forest management practices, combined with the Rocky Mountain pine beetle, fires are burning hotter and larger than ever before. Spending millions on fire management in the District of Columbia is a poke in the eye to the American taxpayer and a slap in the face to the people living in danger of real wildfires in the Intermountain West like Montana. Join me in extinguishing this wasteful use of so-called ``stimulus'' funds once and for all.

THE POST-9/11 GI BILL2009-10-01

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, the most important domestic policy following World War II was the GI Bill which paid for the education of the brave men and women who served in the name of freedom. Montana has some of the best colleges and universities in the country; but for some returning soldiers, a traditional campus isn't the best fit. The post-9/11 GI Bill provided flexibility for soldiers who wanted to take advantage of distance education benefits. Currently, five of the 10 colleges with the highest veteran populations are colleges that are entirely online or have significant online course loads. While veterans may receive funds to pay for tuition, fees, and books, distance learners are ineligible for living expenses. I've introduced the Veterans Distance Education Benefits Act, which reimburses soldiers' living expenses so they can focus on their education. I encourage my colleagues to join me in sponsoring this important legislation so we can get it passed quickly.

AMERICANS DESERVE BETTER2009-09-23

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, in Montana, we often say there are only two seasons: winter and construction. This August, at the peak of the construction season, I drove almost 3,500 miles around Montana, having listening sessions. While it's not strange to see road construction in Montana in August, signs telling drivers that the funds for the construction came from the so-called ``stimulus'' were new. These signs provide no jobs or long- term investment in our economy. Instead, they represent the worst kind of political credit-taking. What's more, the signs are wrong. The dollars Congress allocates come from taxpayers. In this case, it would have been more accurate to say: ``A project funded by our children and grandchildren.'' There are better ways to fund and to spend millions of dollars. Last week, the Senate had a chance to stop wasting money on these signs, but failed to do so. We can do better in the House, and we must because Americans deserve better.

LISTEN TO WHAT REAL AMERICANS HAVE TO SAY ABOUT HEALTH REFORM2009-09-15

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, after 16 listening sessions over August, I heard from thousands of Montanans about health care reform. Today, I am here to report that away from the influence of powerful special interests and the spin of political operatives, this debate is very different. That's why it's so important to get out of Washington in order to hear Americans, our bosses, what they think. We haven't yet seen a final bill in either the House or the Senate. Once we get a final bill, but before we vote on it, Congress should adjourn this body for 30 days, not for more vacation. Far from it, we need those days to return home to listen to what real Americans have to say about the new bill. Then we can vote. Our children and grandchildren won't remember how fast we reformed health care. They will remember how well we fixed it.

EARMARK DECLARATION2009-09-14

Mr. REHBERG

Mr. 3183 Account: Bureau of Reclamation--Water and Related Resources Requesting Entity: North Central Montana Regional Water Authority, 48 Second Avenue, Suite 202, Havre, MT 59501 Description: Ultimately, the project will deliver water to roughly 30,000 Montanans living in a large, roughly rectangular region of Montana that is about 150 miles east to west and 70 miles north to south. Part of the Project includes providing infrastructure to pipe water to the Rocky Boy's Reservation. The Authority conducted public hearings for each of its member entities. In total over forty-five public hearing were held. Based on this outreach, all the member entities reaffirmed their participation in the Authority. They include: Town of Big Sandy, Brady County Water & Sewer District, Town of Chester, City of Conrad, City of Cut Bank, Devon Water Inc., Town of Dutton, Galata County Water District, Hill County Water District (includes the communities of Kremlin, Gildford, Hingham, Rudyard, Inverness, Joplin), City of Havre, Town of Kevin, Loma County Water District, North Havre County Water District, Oilmont County Water District, Sage Creek County Water District, City of Shelby, South Chester County Water District, Town of Sunburst, Sweetgrass Community Water District, Tiber County Water District. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Bureau of Reclamation--Water and Related Resources Requesting Entity: Assiniboine and Sioux Tribes and Dry Prairie Rural Water, P.O. Box 1027, Poplar, MT 59255 Description: FY 2010 funds will be used by the Assiniboine and Sioux Tribes to complete the regional water treatment plant, intake and extend the main transmission pipelines to Poplar and Wolf Point. When water reaches Poplar, it will serve the third largest community in the project and replace existing water supplies, threatened by Brine Plume contamination, with Missouri River water treated to national drinking water standards. Dry Prairie will build distribution system in Valley County pursuant to a recently completed agreement with Boeing to use its water system at St. Marie until the regional water treatment plant and main transmission line reaches Valley County. This will improve water supplies for about 200 rural users and the Town of Nashua. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Bureau of Reclamation--Water and Related Resources Requesting Entity: Saint Mary Rehabilitation Working Group, 74 Fourth Street N, Glasgow, MT 59230 Description: This project initiates the rehabilitation and construction of the St. Mary Diversion & Conveyance Works in Glacier County MT, identified in Section 5103 of the 2007 Water Resources Development Act (P.L. 110-114). This funding would be used to rehabilitate the aging St. Mary Diversion and Conveyance Works before the system suffers a catastrophic failure. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Department of Energy--Fossil Energy R&D Requesting Entity: Center for Zero Emissions Research and Technology, Montana State University-Bozeman, 207 Montana Hall, Bozeman, MT 59717 Description: The U.S.'s heavy reliance on foreign energy sources is an obvious national security issue that could be ameliorated if our ample national coal reserves could be used with a less damaging effect on the environment. U.S. coal reserves are projected to be capable of providing more than 200 years of the nation's energy needs, but current technologies do not sufficiently reduce or eliminate greenhouse gases and their impact on the environments. The Center for Zero Emissions Research and Technology focuses on developing and validating zero emission technologies for clean energy production from fossil fuels. This would provide an economic benefit in coal and power producing states, reduce reliance on foreign energy sources, and contribute to a better environment. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Department of Energy--EERE Requesting Entity: Flathead Electric Cooperative, 2510 U.S. Highway 2 East, Kalispell, MT 59901 Description: Funding would be used to extend the geothermal test well to power-generation depths to determine viability of the resource for a future renewable energy source. The Hot Springs area in Lake County, Montana is a proven source for geothermal. The hot water is used as a spa. Shallow wells indicate that the source goes deeper. Preliminary work in the 1980s drilled to 250 feet. The cognizant hydrologist believes that a hot water source which is hot enough for geothermal power production lies deeper in the earth at this spot. Flathead Electric would like to continue drilling this well to verify the potential source for development. Geothermal power is a valuable source of distributed, renewable power for this area. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Corps of Engineers--Construction Requesting Entity: Rural Montana Water Projects. Allocation of projects and activities within the Corps of Engineers Construction account. Description: The entities to receive funding for this project are various towns, cities and counties across the state of Montana. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Department of Energy--EERE Requesting Entity: The Montana Physical Sciences Foundation, 130 North Main, Butte, MT 59701 Description: Funding would be used for research that will provide an alternative means to make carbon-neutral fuel from abundant biomass waste products such as straw, wood mill waste, as well as non-food crops such as switch grass, for the production of renewable fuels. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Corps of Engineers--Investigations Requesting Entity: Yellowstone River Conservation District Council, 1371 Rimtop Drive, Billings, MT 59105 Description: The purpose of the project is to better the management of the Yellowstone River, its waters and adjacent lands. The project study products have already been used to: (1) develop best management practices to control riparian spread of Russian olive, including bringing in demonstrations of equipment and practices best suited for removing this negatively impacting invasive plant; (2) be a catalyst for fish passage projects on the Yellowstone main stem and the Tongue River. These projects have both increased habitat for warm water fish in the lower Yellowstone and improved/promised improvement of irrigation infrastructure by stabilizing diversion structures and/or helping purchase pumps and pump equipment; (3) develop a method to understand how far the Yellowstone river channel is likely to migrate through the next 50 years, allowing better planning for safe riverside development; and (4) improve conditions for the endangered pallid sturgeon while preserving and improving irrigation facilities. Requesting Member: Hon. Denny Rehberg Bill Number: H.R. 3183 Account: Corps of Engineers--Construction Requesting Entity: Yellowstone River Intake Irrigation Diversion Fish Passage (Missouri River Fish Mitigation), The Nature Conservancy, 2721 2nd Ave N, Suite 310, Billings, MT 59101 Description: The Lower Yellowstone Project at Intake is a Bureau of Reclamation irrigation project located on the Yellowstone River. The Corps of Engineers received authority to utilize Missouri River Recovery Program funds to proceed with the Lower Yellowstone Project through WRDA 2007. The Yellowstone River is the largest tributary to the Missouri River and historically served as native habitat to pallid sturgeon. Providing fish passage at Intake Diversion Dam will open up a minimum of 165 river miles of additional pallid sturgeon habitat.

WHERE ARE THE JOBS?2009-07-28

Mr. REHBERG

Mr. REHBERG. Last week, I joined my colleagues on this floor asking an important question: Where are the jobs? Well, I have found more than 1,300 of them shipped to South Africa and Russia. General Motors, the company that took millions of tax dollars to save American jobs, recently canceled its contract for domestic palladium with the Stillwater Mine in Montana. Why? Because our environmental laws and regulations are higher, our wages are higher, and our safety laws make domestic palladium a little more expensive in the United States. So GM, that is ``government motors'' these days, chose to buy its palladium from mines in South Africa and Russia, mines that pollute the environment and treat workers unfairly. Just this month, an accident in South Africa killed 61 miners. The government owns GM and could prevent this, but the President's car czar sees no problem sending U.S. jobs to Russia. Maybe that is why he is called a czar.

A SO-CALLED "STIMULUS"2009-07-21

Mr. REHBERG

Mr. REHBERG. Mr. Speaker, 5 months after this House passed the so- called ``stimulus'' that shattered spending records, the economy struggles, and unemployment is approaching 10 percent. It's important to remember that Republicans had a different plan for economic recovery. While we didn't have enough votes to pass it, our solution relied on American ingenuity and small business, not on stimulating bigger government by creating government jobs. Our plan would have produced immediate results by putting tax dollars right back in the pockets of American taxpayers and of job creators. Recently, it was reported that someone in the White House sees the need for another stimulus. Instead of doing the same thing over again and expecting a different result, perhaps it's time to give Republican alternatives a serious look. It's not too late to pass a real stimulus plan.
