IN RECOGNITION OF THE 103RD BIRTHDAY OF MRS. PAULINE M. ELLIOTT2009-07-31

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. Madam Speaker, I would like to request the House's attention today to pay recognition to the special life of Mrs. Pauline Elliott of Anniston, Alabama. The daughter of Lena Geneva Rosamond Morrison and James Edward Morrison, Pauline Morrison Elliott was born on August 13th, 1906. Pauline is the first of six children, and today is the sole survivor of her siblings. Mrs. Pauline Morrison Elliott was married to Mr. William Hoyt Elliott of Rome, Georgia for sixty-seven years. Mrs. Elliott was an active member in the Broadmoor Church of God serving as the clerk, a Sunday school teacher, and a member of the choir. Because of the Elliotts' dedicated service, Broadmoor Church of God added a new wing to the church in honor of Hoyt and Pauline Elliott. Since joining Harvest Church of God, this past Mother's Day Mrs. Elliott was honored with an award for being the eldest mother in their congregation. She resides with one of her three nieces, Ms. Helen Chastain Bennett, in Anniston, Alabama. Today I would like to wish Mrs. Pauline Elliott a very Happy 103rd Birthday.

AMERICAN PEOPLE WANT REAL HEALTH CARE REFORM2009-07-28

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. Mr. Speaker, I rise in strong opposition to the Democrat majority's government-run health care plan. That is a phrase that the Speaker of the House does not want us to use. She's told us we can't use it in our mail. We're supposed to use the ``public option.'' Well, to use the word that the President apparently likes, the American people aren't stupid. They know it's government-run health insurance, and they don't want it. They know the Democrat majority proposes to cut costs by rationing care by deciding whether or not you get to go to the doctor, which doctor you get to go to; if you need a specialist, which specialist you need to go to, when you need to go; if you need surgery, when you get to go, if you get to go. And most importantly, end-of-life care for our seniors. The government wants to decide whether or not certain seniors will get procedures they need to enhance their quality of life and whether or not the computer model determines that that's not the highest and best use of their health care dollars. American people don't want that. They want real reform just like the Republicans do. We want to have cost control, we want quality, we want access with real reform like tort reform.

THE FAILED POLICIES OF THE PAST 6 MONTHS SHOULD NOT BE REPEATED2009-07-21

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. Mr. Speaker, where are the jobs? The President and Speaker Pelosi came to this House early this year and said, if you'll borrow and spend $1.1 trillion, which is the largest spending bill in American history, it's going to save existing jobs and create another 3 million jobs. Well, where are those jobs? They say, Well, you know, we had to spend that money because we couldn't go to the failed policies of the past and repeat those. Well, they would like to rewrite history. But the fact is, in 2003, this Congress passed one of the largest tax cuts on small businesses in America in our history, and it was followed by over 50 months of consecutive job growth, the largest consecutive period of time of expansion of jobs in American history. I would suggest to you, the only failed policies of the past that we shouldn't repeat are the failed policies of the past 6 months.

CONGRESS' NEVER-ENDING SPENDING SPREE2009-07-16

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. Mr. Speaker, I rise today to discuss my strong concerns over this never-ending spending by this Congress. In tough economic times when folks across Alabama and our Nation are tightening their belts, Congress is doing the exact opposite. Just this week, House Democrats unveiled their new health reform plan which rings up a mind-boggling $1 trillion in spending over 10 years. While I agree that health insurance reform is important and Congress should pay close attention to affordable, accessible health care, spending another trillion dollars of taxpayer dollars on a possible government takeover is not the answer. Folks in my home State of Alabama tell me Congress is spending like drunken sailors, and I agree. It's time for Congress to sober up and stop borrowing and spending money we don't have.

KENNY CALLAHAN ACT2009-07-08

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. Mr. Speaker, I rise today to discuss H.R. 2881, the Kenny Callahan Act, a bill I recently introduced. Kenny Callahan was a friend and a cameraman in a local TV station in east Alabama. Recently, he was diagnosed with pancreatic cancer in December of 2008 and died less than 2 months later. Kenny worked two jobs to support his family, but when he got sick, he couldn't work any longer. Given only a short time to live, he could not outlive the waiting period required to receive Social Security and Medicare benefits. This bill, named for Kenny, would eliminate the waiting period for Social Security and Medicare benefits for folks diagnosed with terminal illness. This legislation is about starting a compassionate conversation to help these people and their families. It's about a moral obligation to help those most vulnerable in our communities. If ending the disability waiting periods for everyone is not included in the health care reform package, at a minimum, it should be eliminated for the terminally ill. I ask my colleagues to support this bill.

Requesting Member: Congressman Mike Rogers (Alabama) Bill Number: H.R. 2647 the National Defense Authorization Act for Fiscal Year 2010 Account: RDT&E, Army Legal Name of Receiving Entity: BAE Systems Address of Receiving Entity: 1101 Wilson Blvd., Suite 2000, Arlington, VA 22209 Description of Request: Provide $9,000,000 for the Paladin Integrated Management for work to be completed in Anniston, AL. The FY 10 President's Budget contains funding for research and development Army funds to assist in making the M109A6 Paladin and its companion vehicle the Field Artillery Ammunition Support Vehicle (FAASV) sustainable through the year 2050. The changes to this vehicle will incorporate the Bradley's drive train and suspension components that will reduce the logistics footprint thereby reducing operational and support costs. This $9,000,000 in funding is needed in order to insure that this program be reinstated to its original schedule (the program was Congressionally reduced by that same amount during the FY09 budget process). Procurement funds to initiate low rate initial production are in the FY10 procurement budget. The Army intends to fund this program through completion. This is a national defense program which provides firepower to our troops engaged in combat. Requesting Member: Congressman Mike Rogers (Alabama) Bill Number: H.R. 2647 the National Defense Authorization Act for Fiscal Year 2010 Account: RDT&E, Army Legal Name of Receiving Entity: Electric Fuel Battery Corporation (Arotech Subsidiary) Address of Receiving Entity: 354 Industry Drive, Auburn, Alabama 36832 Description of Request: Provide $4,000,000 for the Novel Zinc Air Power Sources for Military. Charleston, SC 29418 Description of Request: Provide $8,200,000 in funding for the Highly Integrated Production for Expediting RESET. This funding was requested by the Calhoun County Chamber of Commerce to benefit the Anniston Army Depot, located at 7 Frankford Avenue, Anniston, AL 36201. A critical readiness issue facing the military today is repairing and restoring military equipment that has been damaged or worn out in battle. Resetting small arms and crew served weapons is particularly challenging, given their sheer numbers and the fact that, there is a growing incidence of non-conforming parts used to support reset operations there. In addition, under the current system, a lot of time and cost are required to design and apply product improvements during reset. HIPER ensure a quick and efficient RESET turn-around for weapons to the theater. The requested funding will drive downstream efficiencies in manufacturing and quality inspection by enabling the utilization of laser scanning technology to significantly shorten the time and lower the cost for resetting and modernizing the military's small arms and crew-served weapons. Box 1111, Montgomery, AL 36101 Description of Request: ``City of Montgomery and Montgomery County Interoperable Upgrades'' Taxpayer justification--It is my understanding that the funding would be used to upgrade and implement an in-car digital video and server solution for City of Montgomery police vehicles and Montgomery County sheriff vehicles. This system will replace outdated VHS systems that are currently in police and sheriff vehicles and provide new installations in vehicles that are currently without a system. The ultimate goal is to have one upgradeable digital in-car system for the entire fleet and a central depository that will provide video evidence for courtroom presentation. Requesting Member: Congressman Mike Rogers (AL) Bill Number: H.R. 2847 Account: DOJ, OJP Byrne account, $900,000 Legal Name of Requesting Entity: Alabama District Attorneys Association Address of Requesting Entity: 515 South Perry Street, Montgomery, AL Description of Request: ``Alabama Computer Forensics Labs'' Taxpayer justification--It is my understanding that the funding would be used for a continuation of the computer forensic lab program which created 3 regional computer labs to cover the entire state of Alabama. These labs were created to address all forms of computer crime such as; child pornography, fraud, murder and identity theft. Currently, we are the only law enforcement agency handling, exclusively, computer crime cases from investigation to prosecution. The computer labs utilize working relationships with federal, state and local agencies across the nation. The labs have made a tremendous impact on computer crime and are enabling local and state law enforcement personnel to utilize yet another tool in the prosecution of criminal activity. Additionally, investigators and prosecutors are also available for instruction and have been enlisted on numerous occasions to speak to the public about internet safety, as well as, train local/state law enforcement on the basics of information sharing, computer crime/digital evidence and multiple courses designed for first responders. Furthermore, since the programs inception in 2006, we have assisted more than 75 plus outside law enforcement agencies and analyzed over 2000 pieces of electronic evidence in approximately 851 criminal cases resulting in a multitude of convictions. Requesting Member: Congressman Mike Rogers (AL) Bill Number: H.R. 2847 Account: DOJ, OJP Byrne account, $900,000 Legal Name of Requesting Entity: Auburn University, Auburn, Alabama Address of Requesting Entity: 102 Samford Hall, Auburn, AL 36849 Description of Request: ``Auburn University Canine Program'' Taxpayer justification--It is my understanding that the funding would be used for continuing support of a program to provide Alabama (AL) Law Enforcement Organizations (LEO) with state-of-the-art detector-dog team (dog and handler) training for enhancing public and, especially, school safety. The detector-dog and handler team remain the most capable tool for the interdiction of explosive materials and illicit drugs. The capability of such teams is entirely dependent upon the quality of the dog, the dog's training, and instruction of its handler. This program would make available to AL LEO the highest state-of-the-art detector dogs, training, and handler instruction. AU proposes continuation and expansion of the FY09 program to provide AL LEO access to the services of CDTC in order to enhance public and, in particular, school safety in AL communities.

CONSUMER ASSISTANCE TO RECYCLE AND SAVE ACT2009-06-09

Mr. ROGERS of Alabama

Mr. ROGERS of Alabama. I rise today to offer my reluctant support of the Consumer Assistance to Recycle and Save Act, also known as the Cash for Clunkers program. All of us have witnessed the devastation felt by our automotive sector. In my home State of Alabama, as in many other States, workers have lost their jobs or had their hours cut. Many hardworking dealers have simply been forced to close their doors. To help protect our jobs and stimulate the automotive sector, we must work to stimulate consumer credit markets and restore consumer confidence. That is why I recently introduced my bill, the Consumer Auto Relief Act. Unlike the bill we are considering today, my proposal would help all sectors of the automotive industry. In addition to offering tax credits to working families to help purchase new vehicles, the bill would also help incentivize lenders to finance new vehicles. The bill would also place no limitations on eligibility to participate in the program. Unfortunately, my bill is not what is on the floor today. Nonetheless, despite my reservations about H.R. 2751, I believe that passing it is better than doing nothing, but not by much. I offer my support for the bill and urge its passage.

Mr. ROGERS of Alabama. Madam Speaker, I would like to request the House's attention today to recognize the life of a heroic American citizen, Major Kevin M. Jenrette. He is survived by his wife and children in Lula and his parents in Auburn, Alabama. Like all those who have paid the ultimate sacrifice in this conflict, words cannot express the sense of sadness we have for his family, and the gratitude our country feels for his service. Major Jenrette died serving the United States and the entire cause of liberty, on a mission to bring stability to a troubled region and liberty to a formerly oppressed people. He was a true patriot indeed. We will forever hold him closely in our hearts, and remember his sacrifice and that of his family as a remembrance of his bravery and willingness to serve.
