LEGISLATIVE SESSION2025-07-22
Mr. SCHUMER
Mr. SCHUMER. Mr. President, later today, the Senate will take a procedural vote on the MILCON-VA funding bill. The Senate version of this legislation took some important steps to reverse a number of the awful cuts posed by DOGE and Russell Vought, particularly cuts against our Nation's veterans--people who served us, who risked their lives for us--and they want to cut their healthcare and cut what the VA does for them. That is a bad thing, and I am glad this bill undoes a lot of that. It is also, for now, a positive thing that the Senate version's funding number is significantly higher than the House's. That is thanks to the push Democrats made in committee, and I thank my colleagues for their work to date. But we will see how the floor process evolves here on the floor. Given Republicans' recent actions undermining bipartisan appropriations, nothing is guaranteed. Senate Democrats will meet today at our weekly caucus lunch to discuss today's vote. As recently as yesterday, though, I heard my friend the Republican leader come to the floor and talk about the need for bipartisanship in appropriations, and I heard him take issue with Democratic criticisms against the approach Republicans have taken over the last few months. Look, we all would like to see bipartisanship. It has been a tradition in this Senate until that evaporated over the last decade. But Leader Thune is sort of talking out of both sides of his mouth. On the one hand, Thune says he wants bipartisanship. On the other, he is pushing rescissions packages here on the floor. He is allowing party- line votes to reverse bipartisan funding agreements. Well, you can't have it both ways. What he is doing with rescissions is the opposite of bipartisanship because rescissions packages totally renege on agreements both sides reached on funding. When Donald Trump and Russell Vought insist on rescissions, and an obeisant Republican Congress goes along, even though many of them knows it is wrong, it makes the spending process totally partisan. So the leader's words and his actions are a complete contradiction. He can't have it both ways. If Leader Thune hopes to see bipartisanship, he should tend to his own garden first and convince his Republican colleagues and the White House that bipartisanship is the way to go to do what is best for the American people. Republicans sold their rescissions package as cutting wasteful spending, but we all know that it is not that at all; that it was about giving Donald Trump what he wanted and using partisan means to get it all done. Meanwhile, we know that Russell Vought and Donald Trump want Congress to green-light yet another rescissions package for the near future. Russell Vought even says--openly--that the appropriation process should be ``less bipartisan.'' Frankly, right now, the biggest obstacle to a good-faith, bipartisan funding process is coming from the other end of Pennsylvania Avenue and from Republicans all too eager to give Donald Trump and Russell Vought whatever they want. And, of course, Republicans, not even a month ago, pushed Trump's ``Big Ugly Betrayal'' on a completely partisan vote, passing devastating cuts to Medicaid, to healthcare, to good-paying jobs, especially in rural communities, all to fund tax breaks for billionaires. And they did it by breaking the norms of the Senate, by inventing fake math, by defying the concerns of even their own Members to get it done. That kind of legislative stunt only makes it harder-- harder--for bipartisanship to take root. We will see how our Republican colleagues choose to proceed this week. They can either keep doing Donald Trump and Russell Vought's bidding or work with Democrats on funding priorities that will serve the American people well. They can't do both. They can't have it both ways. Nomination of Emil J. Bove III Mr. President, now, on Mr. Bove, we all know that Donald Trump has a history of pushing shockingly unqualified and politically motivated nominees to the Federal bench. But, today, Leader Thune will seek to file cloture on perhaps Donald Trump's worst--worst--judicial nominee to date, Emil Bove. One look at Mr. Bove and you know he is bad, bad news. He is someone hostile to the rule of law, hostile to democratic norms, but religiously obedient to Donald Trump. And Republicans aren't applying so much as a whisper of scrutiny. The Republican chair of the Judiciary Committee, in fact, cut off debate on Mr. Bove and refused to let Democrats speak or ask questions during Mr. Bove's hearing. Let me take a moment to explain why this nominee is uniquely unfit, which the American people must hear, even though the Republican Judiciary Committee didn't want them to. Mr. Bove's entire career has been built on one thing--one thing: fealty to Donald Trump. He made his name handling Donald Trump's dirty laundry. He handled Donald Trump's dirty laundry, first, as his personal attorney and, then, as his hit man at the Justice Department. He defended Donald Trump when he was charged with inciting an insurrection on January 6, on mishandling classified documents and on falsifying business records, and more. That got him a promotion to a senior role at DOJ. There, Mr. Bove weaponized the Department to carry out political retributions against people Donald Trump considered his enemies, with a complete disregard for free speech and due process. He punished FBI agents investigating the January 6 insurrection and fired prosecutors working on criminal charges for the January 6 rioters. He reportedly told DOJ lawyers to ignore court orders and even deliberately mislead judges. Let me say that again. Bove, a man seeking to become a circuit court judge, himself, has reportedly told DOJ lawyers to deliberately mislead judges. That, if true, is disqualifying--end of story. Nobody who is ever suspected of misleading judges should even be considered for judgeships themselves, without first getting to the facts. Yet Republicans are trying to rush him through the process. It is no wonder that over 75 former State and Federal judges, nominated by Democratic and Republican Presidents, joined together-- joined together, Democrats and Republicans--to oppose Mr. Bove's nomination. If Senate Republicans allow Mr. Bove to pass through this Chamber without a thorough examination, they will cause profound damage to this institution as a check on the executive. Our judges should always be held to the highest ethical standards and should be individuals that can be trusted to apply the law impartially, even if we may not all agree on every one of their opinions. Mr. Bove, however, is the extreme of the extreme of the extreme. He is not a jurist but, rather, a Trumpian henchman. His past shows he seeks not to be impartial but rather to settle scores. All of the accusations against him suggest he holds deep hostility against the very bench he will soon be considered for. To even consider someone like this for the circuit court is a dark, disturbing proposition. I very strongly oppose his nomination. I yield the floor. I suggest the absence of a quorum.

BUDGET2025-07-21
Mr. SCHUMER
Mr. SCHUMER. Mr. President, today, we got the news that the Congressional Budget Office, the CBO, confirms Donald Trump's ``Big Ugly Betrayal'' is going to kick at least 10 million Americans off their health insurance and spike our national debt by another $3.4 trillion. In truth, the number of people who will lose health insurance could be much higher--as many as 16 million when you account for the cuts to ACA and other forms of insurance. This finalized, independent analysis from the CBO confirms it: Republicans' signature bill is the ultimate--the ultimate--betrayal of the American people. It betrays every single family who will lose health insurance. It betrays our financial future. It is betraying our children and grandchildren, who will pay for these billionaire tax breaks as the debt rises and rises. It betrays every family worried about paying for groceries, the mortgage, the rent, prescription drugs. All are going up because of Donald Trump and his administration. Every price is going up. It betrays every rural community from the benefits of good-paying energy jobs. Republicans' supposed signature bill betrays everyone outside of the billionaire class and the special interests. Now, Republicans are going to spin the mother of all propaganda jobs to sell this ugly bill to the American people. But today's report reminds us of something: Facts are stubborn, and the facts are clear. The ``Big Ugly Betrayal'' is a loser for the country and a loser for the Republicans. The Republicans can yak, yak, yak when they go back home. But when people lose their jobs, when people's bills go up, when they are paying more, when they are losing their health insurance, that is reality; and no amount of propaganda, no amount of going home and telling people how great this is will undo the actual damage that will be done to the American people. And we know--we know--that they will realize the Republicans have betrayed them.
APPROPRIATIONS2025-07-21
Mr. SCHUMER
Mr. SCHUMER. This week, the Senate is expected to take up the first set of appropriation bills for fiscal year 2026. On the substance, a number of the bills negotiated in committee make significant reversals of DOGE's horrible cuts. Of particular importance are the reversals these bills make to DOGE's cuts to veterans programs, which were so vicious and so mean and hurt so many veterans. And it also makes reversals on other important Democratic priorities. We will see how Republican leaders plan to move forward with these bills and other bipartisan bills on the floor. Yet, yesterday, the Republican leader gave an interview where he said he would like to see more bipartisanship when it comes to appropriations. He said, rightly, that it takes cooperation from both sides to move things through the Senate, in the appropriations bills. But, frankly, the Republican leader is talking a bit out of both sides of his mouth. On the one hand, he talks about bipartisanship and wanting to see both parties come up with an appropriations process. On the other, he is putting on the floor rescission packages with cuts demanded by Donald Trump and Russell Vought that retract many of the bipartisan agreements, with the promise by Russell Vought of more to come. When Donald Trump and Russell Vought insist on rescissions, and an obedient Republican Congress goes along--even though many of them know how wrong it is--it makes the spending process totally partisan. The leader's words and his actions are a complete contradiction. He can't have it both ways. Again, not 1 week ago, Republicans jammed a rescissions package through this Chamber, axing billions in bipartisan funding to public broadcasting and foreign aid, purely on a party-line vote. Less than a day later, Russell Vought comes out and says the appropriations process should be ``less bipartisan.'' Frankly, I don't want to hear Republicans grouse about Democrats if they are going to give people like Russell Vought a free pass to trash the good work that takes place in this Chamber. And now, of course, there are reports that Donald Trump and Russell Vought want Congress to agree on another rescissions package in the near future. Then, there is Donald Trump's ``Big Ugly Betrayal''--a purely party- line vote, a partisan giveaway to billionaires and special interests-- paid for with the biggest cuts to healthcare, food funding, and good- paying energy jobs we have seen in our lifetimes. Leader Thune says he wants to see bipartisanship. That is all well and good. But Leader Thune can't have it both ways. If Leader Thune wants to talk about bipartisanship, he should focus on keeping his side of the street clean first, because Donald Trump and Russell Vought have made clear they want to continue launching partisan broadsides that will inflict deep harm on the American people, raising costs, unleashing chaos, inviting even deeper corruption across the Federal Government.
NVIDIA2025-07-21
Mr. SCHUMER
Mr. SCHUMER. Finally, on Nvidia and China, Donald Trump's trade war has created a mess for U.S. businesses. Now, he is rushing to clean up that mess, and he is getting played by Beijing. Last week, the Trump administration handed President Xi and the Chinese Government a major win, approving chipmaker Nvidia to resume selling American H20 chips, used to develop AI, to China. When these chips were blocked, Americans breathed a sigh of relief. China would not get the basic tool to catch up and even surpass us on AI and so many other important technological advances. Not 4 months ago, for that reason, the administration blocked the sale of these chips. Now, typical of Donald Trump--there is no consistency, just what he feels is good for himself at the moment--they are making a costly, troubling U-turn. Flip-flops like this show weakness to the Chinese Government, and that is the last thing we can afford. What is more, the chips are vital in the race to dominate AI. These H20 chips are among the best on the market and were critical for China's development of DeepSeek. We all wondered: How did China catch up with DeepSeek? Well, by using these chips. Now, Donald Trump is green-lighting the sale of even more of these chips. If you are worried about allowing China to dominate in AI, with all of the troubling prospects of that domination, then this reversal from the administration is a huge step toward enabling that Chinese dominance. Every chip Donald Trump allows Nvidia to sell to Chinese competitors is one more boost to Beijing in the race for AI dominance. The administration's capitulation keeps going. As part of trade talks with Beijing, they are also undermining export controls of U.S. technologies deemed to be critical for our national security. This sends an unmistakable message to adversaries around the world: America's national security is open to negotiation under Donald Trump's government. The administration should revert to its original decision, in April, to block the sale of these chips to the Chinese Government. Donald Trump should stop giving the Chinese Government leverage in the race for technologies of the future. I yield the floor.
NOMINATION OF EMIL J. BOVE III2025-07-21
Mr. SCHUMER
Mr. SCHUMER. Now, on Mr. Bove--Emil Bove--last week, Senate Republicans on the Judiciary reported out one of Donald Trump's worst judicial nominees yet, Emil Bove; and that is saying a lot, since there are so many bad ones. Judiciary Republicans were so afraid to talk about Mr. Bove's nomination, in fact, that the Republican chair cut off debate time and refused to let all Democrats speak. And rather than being part of this farce, Judiciary Democrats, led by my friend the ranking member, Senator Durbin, rightly walked out of the hearing. I commend my Democratic colleagues for standing up for the integrity of our courts and refusing to participate in a compromised committee process with a deeply compromised nominee. It is obvious why the Republicans were so eager to cut off debate. They know the arguments against Mr. Bove are telling and so unworthy of anyone nominated to a court of appeals or any judicial position in this government. Mr. Bove is the perfect example of the type of person Donald Trump wants on the bench: political, aggressive, unprofessional, abusive, and ready and willing to put the Trump agenda over the rule of law. We all know what Donald Trump wants from judges: complete obeisance of whatever he wants, regardless of the rule of law, regardless of precedent, regardless of the Constitution. Mr. Bove has a long history of defending Donald Trump when he was his personal attorney. He defended the President when the President was accused of inciting the January 6 insurrection, mishandling classified documents, falsifying business records, and more. So what should that do when someone defends a President who is accused of very serious crimes? It should disqualify them from the bench. But the opposite occurs in the Trump administration. His defense of Trump's indefensible actions earned him a top spot at the DOJ, where he used his power to fire prosecutors who were working on criminal cases for the January 6 insurrectionists. That is right. Mr. Bove helped the rioters who assaulted law enforcement officers on January 6 get off without any charges. What is happening to this country? What is happening? And if that is not enough to disqualify him, one whistleblower testified Mr. Bove repeatedly told DOJ lawyers to ignore court orders and even deliberately mislead judges. Mr. Bove encouraged officials not to tell judges the truth, the same sort of judges he is now nominated to serve alongside. How can someone who has such disregard for our judges and our courts be trusted on the bench? Mr. Bove's nomination previews the dark, ominous plan Donald Trump and Republicans have for the Federal Judiciary. They want to fill our courts with partisan operatives who will protect and serve Donald Trump, not protect the rule of law. Experience doesn't matter. Judicial independence doesn't matter. Understanding the law and applying it without fear or favor doesn't matter at all. In fact, there is fear of Donald Trump among so many of the Republican nominees for judges and so many of our Republican Senators. For Donald Trump, the only thing that matters, when it comes to judges, is unyielding fealty to himself. We have never seen--never--such a disastrous mandate for our Federal courts in all of American history, and if the Republicans proceed, the damage to our Judiciary will be irreversible. Mr. Bove's nomination is an insult to every single qualified, independent judge who has ever sat on the Federal courts. He should never have been nominated. He should never have been reported out of committee, and he should never, ever be confirmed by the Senate to such an important job.

Mr. SCHUMER. Mr. President, I ask unanimous consent that the order for the quorum call be rescinded.
Rescissions (Executive Session)2025-07-17
Mr. SCHUMER
Mr. SCHUMER. Mr. President, last night, while Americans were asleep, Senate Republicans gutted critical funding for local TV and radio, for foreign aid that keeps America safe, all to keep paying for their billionaire tax cuts. On the very same day that communities in Alaska turned to public radio and TV for tsunami warning updates, Republicans in Washington voted to take that funding away. It is senseless, it is cruel, and just defies common sense. Republicans have become the party of ``cut, cut, cut now, ask questions later; cut healthcare for 17 million Americans; cut food assistance for hungry kids; cut good-paying energy jobs, let Beijing get ahead of us.'' Never mind that kids will go hungry or that families will lose insurance or that people get sick and die. Make no mistake--make no mistake--just like with the ``Big Ugly Bill'' the more Americans learn about what Republicans just did in this rescission package, the more they won't like it and the more Republicans will squirm. We saw a lot of squirming last night. When parents see Republicans just axed educational programming, when people see Republicans just axed ``Sesame Street'' to pay for tax cuts for billionaires, when rural Americans see Republicans not just betrayed them and defunded public radio--sometimes the only source in rural areas so vital to natural disasters, it is the only news source there--the consequences will be severe. Americans will remember. Democrats will ensure that they don't forget. We will make sure Americans don't forget what Republicans are doing, just like we are doing with the ``Big Ugly Bill,'' just like these taxes for billionaires, just like these massive Medicaid cuts. Last night's vote axing PBS, axing local TV will haunt Republicans as the damage sets in. Today, tomorrow, next month, next year, Americans will be talking about these cuts at their diners, at the grocery store, at dinner, at the park, because the cuts will be felt everywhere. Here is what Americans don't want: They don't want Republicans to rubberstamp DOGE's awful and damaging cuts, no questions asked. Republicans never seem to challenge Donald Trump or DOGE--or both. When you cut investments that actually make people's lives better, when you cut those investments like healthcare, local TV, and education, people get angry. So make no mistake, when Donald Trump and Republicans rammed the ``Big Ugly Bill'' through, Americans quickly saw how Donald Trump and Republicans betrayed them, and their popularity is already declining. When families saw the consequences, when Americans saw the Medicaid cuts, when kids are getting food ripped from their mouths so billionaires can pay less in taxes, it is disastrous for Donald Trump and many Republicans, and we saw that on many faces across the aisle last night who didn't want to do what Trump wanted them to do but were forced into it because of threats or frailty or fear. Well, the same thing has happened, as I speak. As I speak, Democrats are fighting in the Appropriations Committee to unwind the awful DOGE cuts against veterans, and that is just what is happening to our veterans through these DOGE cuts. What is happening to them is terrible. Our veterans--these are the people who volunteered, who risked their lives. Many of them came back with injuries and PTSD. And when they get to the veterans hospitals, because there have been such cuts, their care is inadequate. They risked their lives for us, and Republicans and Trump and DOGE cut veterans' health and veterans' care. It is outrageous--outrageous--and they are doing it. We have heard a lot of verbiage: Oh, we love our veterans. And then they cut what our veterans need and want. The meeting today in the Appropriations Committee shows that there is a way Republicans can undo these awful DOGE cuts. Reversing DOGE cuts through the MILCON appropriations bill today is a direct rebuke to Donald Trump. It is saying to Trump: We don't like what you did, but we will see if Republicans come along, if they will defy Trump and vote to undo the DOGE cuts. It is simple. Republicans have a choice to make as we move forward. They can put their constituents over Trump and work with Democrats to continue funding the government in a responsible way, or they can continue to go it alone and continue to bow in obeisance to Donald Trump and rubberstamp his awful cuts that do such harm to our Americans in uniform. And if they go it alone, without undoing the terrible things that DOGE did here and elsewhere, Democrats will make them pay a price, just as we have made them pay a price on reconciliation. Republicans can continue to bow in obeisance to Trump and rubberstamp whatever cuts he tells them to make, but you can't just push these awful cuts farther and farther down people's throats and not expect them--the people--to respond. Republicans, for their own good and for the good of the country, need to be careful about making so many devastating cuts so quickly and just on party-line vote in reconciliation and rescission and whatever else they might come up with to avoid the process. And if Republicans keep going down this road, if they choose to ignore the bipartisan process, if they keep reneging on funding agreements reached in committee, if they prefer to strike deals with Donald Trump and Russell Vought to use impoundment decisions and pocket rescissions to cut whatever they want on a party-line vote, the harms to the American people will be devastating. It will be devastating in healthcare. It will be devastating to our farmers. It will be devastating to our veterans. It will be devastating to the millions of people who were promised jobs in healthcare and clean energy. It will be Americans back home who will see even more cuts as they proceed on this road, if they do--more cuts to housing, more cuts to education, to research, to economic development. It will be our farmers who see their costs go up. It will be our small businesses who get taken advantage of by special interests and by erratic tariff policies. The consequences for this Chamber and our country will be stark--very stark, indeed.

LEGISLATIVE SESSION2025-07-16
Mr. SCHUMER
Mr. SCHUMER. Mr. President, today, Senate Republicans will press ahead with a terrible bill that guts local news, defunds rural radio stations, and makes America less safe on the world stage. And they are doing it all to continue funding tax breaks for billionaires. Today, Senate Republicans turn this Chamber into a subservient rubberstamp for the Executive, at the behest of Donald Trump. And do you want to know the most galling part of this whole bill Republicans are jamming through? They have absolutely no idea how OMB plans to apply the cuts. Don't take my word for it. My colleague the chairwoman of the Appropriations Committee, the senior Senator and former Republican leader from Kentucky, and my colleague from Mississippi--one who said he is voting for the bill--all say the bill is lacking specific information. And some claim they haven't even been told how the cuts will even be applied. How can we devastate programs, rip away bipartisan funding, and impact millions of Americans without even knowing how this bill will be implemented? Republicans embrace the credo of ``Cut, cut, cut now and ask questions later''--cut healthcare for 17 million Americans; cut food assistance to hungry kids; cut good-paying energy jobs and let the CCP, Chinese Communist Party, get ahead of us. Never mind the kid who will go hungry or the families who will lose insurance or the people who will get sick and die. It is all worth it, Republicans seem to think, so long as billionaires and special interests pay less in taxes. Senate Democrats, however, know that our job in this Chamber is to govern, is to legislate, not simply eat dirt from the Executive and ask for more, which is what, unfortunately, my colleagues on the other side of the aisle are doing. So, today, we are going to have a debate on the floor. Democrats are going to show the American people exactly what Republicans are doing. We will highlight, through amendments, devastating cuts to local television and radio stations across the country, as well as the damage these cuts will do to America's standing as world leader. We will hold the Republicans accountable through amendments wherever they claim they want to improve this awful bill and make it abundantly clear they have not materially improved this proposal. We will do everything in our power to mitigate the damage Rs are unilaterally doing to the American people. Now let's talk about the cuts to the CPB, the Corporation for Public Broadcasting. Millions and millions of Americans, over 10 million Americans--13--live in regions of the country that will be affected by these cuts, including millions of rural Americans and Native Tribes. And these cuts to local stations couldn't happen at a worse time, with floods and natural disasters front of mind. When a flood happens, when a tornado touches down, when a hurricane makes landfall, people need immediate, up-to-date alerts to stay safe. And sometimes, all too often, public broadcasting is the only way for people to hear what is going on. It is a matter of life and death. So why is Donald Trump so hell-bent on taking away funding from local stations that can literally save lives? And it is not just public broadcasting. Cuts to foreign aid will make Americans less safe; it will empower our adversaries. The changes Republicans say they have made to PEPFAR are not enough, and nobody is fooled by the small tweaks to this package. Let me be very clear: Donald Trump's hatred of foreign aid has nothing to do with making government more efficient, and it has nothing to do with eliminating waste. It is incompetence--simple incompetence-- and cruelty, cruelty based on an extremist ideology. Here is one glaring example. A very troubling report yesterday from The Atlantic saying that nearly 500 metric tons of emergency food that has already been purchased by the Federal Government is set to expire today and will quite literally be incinerated instead of going to hungry kids. Again, this emergency food could save lives. It could prevent kids literally from starving to death in places like Afghanistan and in Pakistan. It has been sitting idly in a warehouse in Dubai for months. And because of the administration's incompetence, because of the reckless canceling of foreign aid at the start of this administration, these 500 tons of food will be turned into ash. This is just one very glaring, very troubling example of how our Republican colleagues are really full of it when they say they want to eliminate waste. They don't really care about that. They care about just cut, cut, cut, slash, slash, slash. Use the DOGE chain saw just, again, so the billionaires can get their tax breaks. What has happened with this food is a deep violation not simply of common sense, but of the moral obligation to care for the hungry and care for those in need, which our scriptures teach us. It is discussed, and it crystallizes the core issue: Republicans do not care about eliminating waste. They simply want to cut funding and damn the consequences, even if it means kids starve to death abroad. It is incomprehensibly mean-spirited. But foreign aid is not just about charity; it is strategic. It is about American security. And when Republicans cut foreign aid, they expose Americans to global health risks. They make it easier for terrorists to recruit people in susceptible parts of the world. They harm our farmers and researchers and our businesses. Cutting foreign aid makes it harder for U.S. companies to access new markets. And when the Republicans cut American aid, they essentially tell China and Russia: The floor is yours. It creates a vacuum, which China and Russia are all too eager to step into. Now, Republicans know all of this. They know this rescission package is bad, bad news, even though most of them still choose to support it. Listen, for example, to the words of our colleague from Nebraska: I am very concerned also about the emergency alerts that come to many places in Nebraska only through that rural radio. Or our colleague from South Dakota: To me, it's a very serious concern, and there were just a number of these stations that would have lost over 90 [percent] of their funding. Consider, also, what our colleague from Alabama said with regard to foreign aid: And I think that's important, not only being the right thing to do and the American way, but I also think it's important, as we know, that if we leave a void it will be filled by . . . our adversaries. Now, these are nice words, but every one of these Republicans--every single one of the Republicans I just quoted--voted yes yesterday, and actions speak louder than words. It does no good to express concern about legislation only to vote yes in the end. Again, we were not sent here by the voters to rubberstamp whatever Donald Trump wants. We were here to govern as a coequal branch of government. This bill today represents the very opposite of that. It is enabling Donald Trump's lawlessness. At worst, this is just one piece of an evil puzzle. If Republicans get away with passing this bill now, we will likely be back here in the near future with other rescissions that cut things like healthcare, like housing, like food for kids. Donald Trump and Russell Vought have made very clear they want to keep pushing additional rescission packages with even more cuts. So it means that healthcare is at risk, education is at risk, housing is at risk, research dollars are at risk, money for veterans is at risk. Additional aid that keeps Americans safe will be in danger. Remember, Donald Trump and Republican leaders reportedly struck up a crooked bargain: If hard-right Members of the House Freedom Caucus agreed to support the ``Big Ugly Betrayal,'' Donald Trump would reward them with even deeper cuts to healthcare and other things the hard right despises. Make no mistake, this is a short circuiting of the appropriations process. What the Republicans are doing through impoundment and rescission compromises the legislature's ability to act as a coequal branch of government to reach bipartisan and reasonable appropriation deals that represent the best interests of this country--not merely the partisan wishes of a small band of extremists. So today Republicans will push the Senate down a dangerous road. They will not only cede power to Donald Trump, but they will also tell the American people they won't fight to protect their hospitals, seniors, education, nutrition funding, public health, public safety, and so much more. Democrats will continue to fiercely oppose this package. We firmly believe in protecting public broadcasting. We firmly believe in the role of Congress in checking the reckless Executive. We are going to fight every day to protect people's healthcare, their education, the care our veterans need, food assistance for seniors and other kids, making sure the needs of working, middle-class, Middle-American families come first--not the billionaire class. I yield the floor.
Mr. SCHUMER. Mr. President, in a few moments, we will begin voting on amendments to the Republican rescissions package. Let's start with the devastating consequences of passing this bill as written. The bill will starve local news and radio stations so essential, particularly in rural areas, for people hearing about weather events. We learned the tragedy of untimely notification in Texas recently. It was very terrible. It could happen again with these kinds of cuts. The bill will harm America's farmers and researchers and businesses; make the world an easier place, unfortunately, for terrorist recruitment; and reward communist China and Vladimir Putin--all so Republicans can keep paying for billionaire tax cuts. And the most galling part: Republicans are rushing forward without a clue how these unhinged cuts will be implemented. That is not just me expressing an opinion. That is what Republicans themselves admit. That is what the chair of the Appropriations Committee admits. That is what the majority leader admitted today, that Republicans don't even know how OMB and DOGE are going to rearrange these cuts. Yet they are voting for it. Republicans are putting a blindfold over their own eyes and leading rural Americans off a cliff just to make Donald Trump and his billionaire friends happy. Well, Democrats are not here to merely rubberstamp whatever Donald Trump does, like the Republicans are doing. Today, my Senate Democratic colleagues and I will make clear the damage this package will have on Americans and on our national security. For one, we will expose the terrible things Republicans have stuffed in this bill. They want to starve local news stations, defund local radio stations, cripple disaster alerts, abandon Native Tribes, isolate rural Americans, and erode America's leadership on the world stage. These amendments will show how the Republican bill makes America weaker while making our adversaries stronger. I, for one, will push an amendment on the floor stopping Republicans from cutting funds necessary to resist the Chinese Communist Party, beat them in the race for precious minerals vital to our new technologies, and prevent them from spreading their nefarious cyber attacks around the world. My amendment will also stop Republicans from cutting vital funds to our partners in the Indo-Pacific, who are the first line of defense against aggression from communist China. We will also be ready to offer amendments that take Republicans to task when they claim they want to improve this bill but only offer tweaks that look good on paper without solving the issues they claim to care about. For example, Republicans say they want to protect rural communities, so we have amendments that will actually stand up for rural communities instead of making cosmetic tweaks at the margin that Republicans might try to push. Republicans say they stand with local TV and radio stations and want to protect those communities from cuts, so we have amendments that will actually halt these awful cuts and keep these places whole--not some commitment to one State and one Senator from OMB but actually preventing these cuts from occurring across America. Republicans say they want to stand up to the Chinese Communist Party, to get tough on Putin, and to protect funding for global disease and preventing the spread of terrorism, so we have amendments that will ensure these vital programs are not cut. If Republicans oppose these commonsense amendments, they are simply not serious about protecting local communities and the foreign aid they profess to care about. Democrats will also push amendments to mitigate its harms on local communities and prevent Republicans from unilaterally eviscerating funds that benefit tens of millions of people. The matter is very simple. Republicans themselves have admitted that this bill as written right now is a black box of cuts, and they have no idea how these cuts will be implemented. So if they are serious--really serious--about standing up for local TV and radio, if they truly care about national security, if they say they want to protect communities from harmful cuts, they should prove it--prove it today--by supporting our amendments. Actions speak a heck of a lot louder than words. I yield the floor. I suggest the absence of a quorum.
Mr. SCHUMER. I have a motion to recommit at the desk.
Mr. SCHUMER. I ask that further reading be dispensed with.
Mr. SCHUMER. Mr. President, Donald Trump and Republicans always like to talk a big game when it comes to adversaries like the Chinese Government. But the bill they are pushing, which slashes vital foreign aid, would be a gift to President Xi and to Vladimir Putin. My amendment is simple. It stops Republicans from cutting funds to outcompete the Chinese Government, it helps us beat the Chinese Government in the race for precious critical minerals, and it fights back against the Chinese Government's cyber attacks and influence campaigns. It will also stop Republicans from defunding our partners in the Indo-Pacific, often the first line of defense against Chinese Government encroachment. You cannot support this rescissions package and be serious about wanting to outcompete the Chinese Government at every opportunity. Right now, for instance, the United States and the CCP are racing for access to critical minerals that power the most important technologies. U.S. development programs are critical for accessing these materials, but Senate Republicans want to ax these vital funds and, thereby, hand the keys over to Beijing.
Mr. SCHUMER. I say to my colleagues: Let's not hand over American leadership to the Chinese Communist Party just to pay for more tax breaks for billionaires. Vote yes on my amendment.
Mr. SCHUMER. I ask for the yeas and nays.
Mr. SCHUMER. Mr. President, this is a dark day for America, a dark day for rural Americans, a dark day for any American who relies on public broadcasting during floods, hurricanes, tornadoes, and other disasters, and this is also a dark day for this Chamber. Everyone here knows this is not how the Senate should function. I urge my colleagues to vote no.

Inflation (Executive Session)2025-07-15
Mr. SCHUMER
Mr. SCHUMER. Now, Mr. President, Americans woke up this morning to a troubling headline: ``U.S. Inflation Accelerated in June as Trump's Tariffs Pushed Up Prices.'' That is what the New York Times said this morning. We have said from the start that Donald Trump's tariffs are a national sales tax on working- and middle-class families, and now these tariffs are causing inflation to rise, as many of us feared. And there is too large a chance that this tariff increase is just the beginning as increased chaos on tariffs rise. Tariffs raise the price of groceries, add thousands of dollars in additional cost to the average household, and Trump's chaotic approach does nothing--nothing--to make our economy stronger. Even worse, real wages are down for June as Americans pay more for groceries, electricity, healthcare costs, and that is before the ``Big Ugly Betrayal,'' which will steal people's Medicaid, kill jobs, and jack up people's electricity bills. Remember what Donald Trump said on the campaign trail? He said that if elected, he would bring costs down on day one. It is now the middle of July, and inflation is going up. That is the definition of a broken promise.
LEGISLATIVE SESSION2025-07-15
Mr. SCHUMER
Mr. SCHUMER. Mr. President, just days after handing billionaires their largest tax break in modern history and fresh off passing the most devastating cuts to healthcare and jobs ever, Republicans want to keep this going. They want to gut funding for local news stations and radio; they want to reward communist China and Putin and eviscerate foreign aid--all to give tax breaks to billionaires. They say these cuts are necessary in the false guise of eliminating waste, but anyone can see that is not true. It is just to pay for tax cuts for billionaires. Americans are done listening to Republican lectures about wasteful spending after they added $4 trillion to the debt to cut taxes for billionaires. For Republicans to turn around and slash local news and public radio in the name of fiscal responsibility is a vindictive swipe at rural America, where these stations are needed so badly. It will leave rural communities twisting in the wind. The Republican credo seems to be, cut and cut and cut now, and ask questions later. Cut healthcare for 16 million Americans. Cut food assistance to hungry kids. Cut good-paying energy jobs. Let the CCP get ahead of us. Never mind the destruction these cuts will have. Never mind the trillions Republicans just added to the debt to finance their billionaire giveaways. Never mind the kids who will go hungry or the families that will lose insurance or the people who will get sick and die. It is all worth it, Republicans seem to think, so long as billionaires and special interests pay less in taxes. Now, with this rescissions package, Republicans want to keep going. Cut local radio stations. Cut local TV stations. Cut national security funding. Cut funding for some of the most beloved programs in America. These cuts are just a piece of the larger Republican puzzle, where they will use rescissions, impoundment, and pocket rescissions, and that will pave the way for even deeper and more serious spending cuts on things like healthcare, food assistance, energy, and so many other areas, and other democratic safeguards will no longer be around. If you eliminate the Democrats from the process, there is no discussion, there is no argument, and there are no safeguards that can help the average American. It is just the billionaires running rampant, getting what they want. If you want to understand the Republican playbook, take a look at how they attacked foreign aid. At the very beginning of this administration, Donald Trump and Elon Musk illegally shut down billions in foreign aid. When they were criticized for it, they hemmed, they hawed, and they lied about their actions. The courts had to step in. Now that these programs have fiscal 2025 dollars, Republicans are trying to do it all over again, this time through a cynical rescissions package. They are passing this law to get the outcome they wanted in the first place: gutting U.S. foreign aid. Let me be clear. This is not just about foreign aid, as important as it is, this is the playbook that Republicans will do across the board. They will do it with healthcare. They will do it with the Department of Education. They will do it with our schools, our veterans, our housing. They will do it to research dollars. They are slashing them. I have heard of more instances of great research projects that could have saved lives that are now on hold and can never be brought back again because of the greed of billionaires and the obeisance of Republicans to go along. It is amazing--cutting medical research, where America has always led the world. But now we are going to give that lead to China with what the Republicans are doing. They are already using impoundment. They are using rescissions. They are using pocket rescissions to poison the bipartisan appropriations process, to break the law to steal funds that Congress appropriated. They are doing it on a party-line vote. Worse, they are letting Donald Trump decide for himself which programs to defund. That puts everything at risk--healthcare, education, food assistance, public health. Everything--everything--becomes at risk. That is what will happen if a package like this is allowed to become law. Returning to this week's bill, what do this week's cuts mean for families back home? Well, tens of millions of Americans rely on public broadcast for weather alerts, local news, keeping track of city hall, educational programs, and so much more. This affects most badly rural America, including Native communities. These cuts couldn't come at a worse time. The floods in Texas remind us that speedy alerts and up-to-the-minute forecasts can mean the difference between life and death. For millions, public radio and local TV are sometimes the only way to stay up to date. Why the hell is this administration so obsessed with gutting those funds that save lives? It is probably because of some whim of Donald Trump's. And he often governs by whim. But then it has disastrous consequences because Republicans just bow to those whims even though they are without factual basis. They don't look at the facts. They don't care about the facts. Donald Trump wants it; let's do it. Donald Trump may not appreciate the vital role of public media, but people back home know how public broadcast is indispensable. It is not just local TV stations and public radio that are in danger. These ill-conceived Republican cuts can threaten our national security. These cuts indiscriminately slash billions in critical aid that prevents the spread of disease, fosters economic development, and expands America's cultural impact on the world stage. Believe me, when we fight, with foreign aid and programs, diseases in other countries, in Africa or Asia, it benefits us because those diseases--in this world where people fly from one place to the other all the time, it benefits us because it will prevent those diseases from coming here. Removing PEPFAR from the list of cuts was good but nowhere near enough. We are not fooled by a small tweak to this package. These cuts will still leave America weaker and our adversaries more emboldened. After all, foreign aid isn't just about good will, it us about our security. Cutting foreign aid will have terrible consequences for our security. It increases the exposure of Americans to global health risks, as I mentioned. The cuts harm funding that directly benefits U.S. farmers and U.S. researchers. It will damage U.S. companies' market access abroad. It will make communities around the world more susceptible to terrorist recruitment efforts. China and Russia, meanwhile, will look on with glee. I thought Republicans cared about being strong on national security. I thought they understood the role that the United States' soft power has in keeping the world a safer place for our values. This bill gravely undermines Republican commitments to U.S. leadership around the world--something so many people have prized. If Republicans slash more American aid, it will leave a dangerous vacuum that the Chinese Communist Party will continue to eagerly fill. It is a fact. It is happening already in Myanmar and Sub-Saharan Africa in the race for access to precious minerals. These are places where the CCP is taking advantage of America's absence. And it will have terrible consequences in the long term for our safety, for our security. These rescissions are only the beginning. We know that Donald Trump and Russell Vought want to send even more rescissions packages down the line, as soon as next month. Remember, Donald Trump and Republican leaders reportedly struck up a crooked bargain. If the hard-right Members of the House Freedom Caucus agreed to support the ``Big Ugly Betrayal,'' Donald Trump would reward them with even deeper cuts to healthcare and other things the hard right despises. Republicans will pursue these cuts by any means necessary--through rescissions, impoundment, pocket rescissions--even if that means taking a wrecking ball to the bipartisan appropriations process to pave the way for future cuts. It could pave the way for more cuts to Medicaid, to education, to nutrition, to Agencies like the VA and more. All this translates to working people having to pay more out of pocket while billionaires pay less in taxes. When people's healthcare is taken away, when people's local services are taken away, it adds to a family's expenses. It makes life more expensive for people who live paycheck to paycheck. It makes it harder to see a doctor. It makes it harder to afford medications. It makes it more difficult to choose between providing for healthcare or providing for groceries. Making things even worse, Donald Trump's tariffs coming in at the worst possible time is making inflation go up--jacking up grocery prices and eating away at family budgets. The tariffs have gone up more than people expected in June, but because so many of those who buy overseas front-loaded their purchases in the first and second quarters, it is very likely the tariffs will go up much more in the next quarter. Republicans say they fight for the middle class. They say they fight for working people. Then they turn around and take investments away from middle America and rural America and make them pay--pay--more out of pocket. Billionaires, meanwhile, have never had it so good, thanks to Donald Trump and his Republican loyalists. I yield the floor.
Mr. SCHUMER. Madam President, I ask for the yeas and nays.
