Ms. SLAUGHTER. Mr. Speaker, I object to the vote on the ground that a quorum is not present and make the point of order that a quorum is not present.

Ms. SLAUGHTER. Mr. Speaker, I yield myself such time as I may consume. I would like to call on all of my colleagues to vote yes on this rule because the effect will be to deliver last week's budget to the ignominious defeat and death that it so richly deserves. I urge a yes vote on this resolution. Mr. Speaker, I have no further requests for time, and I yield back the balance of my time.
