Ms. STEFANIK

Ms. STEFANIK. Mr. Speaker, I rise today to honor and recognize Dr. John Rugge, this year's recipient of the Annual J. Walter Juckett Community Service Award. Dr. Rugge is the founder of Hudson Headwaters Health Network, a community of 21 health centers dedicated to providing medical services to communities across Upstate New York and the North Country. Dr. Rugge began work as a supervising physician at the Glens Falls Hospital in 1974. He originally intended to stay at the post for only six months, but when he noticed the need for consistent medical care in many North Country communities, he realized he had found his life's calling. That year, he established the Hudson Headwaters Health Network, and today, the network provides medical services to over 150,000 patients in Northeastern New York. Under Dr. Rugge's dutiful leadership, Hudson Headwaters quickly became an example for other medical providers. Over the course of his career, he partnered with policymakers from over 40 different government advisory panels, task forces, and councils to address how best to improve the quality of healthcare available to underserved communities across the country. Dr. Rugge's dedication to his community and passion for providing accessible medical care have made him a pillar of Upstate New York. On behalf of New York's 21st Congressional District, it is my honor to celebrate the 34th Annual J. Walter Juckett Community Service Award recipient, Dr. John Rugge.

Ms. STEFANIK

Ms. STEFANIK. Mr. Speaker, I rise today to celebrate Army Technical Sergeant Harold Williams' 100 years of life and honor his illustrious military career. As a young man, Harold dropped out of school and began working to help support his family during the Great Depression. In 1942, he enlisted in the Army and served in the 1st Infantry Division of the 62nd Armored Field Battalion as a forward observer and a radio operator. During his military service, he participated in both the African and European Theatres of war. Notably, Harold fought in the Battle of the Bulge and was among the first wave of young Americans to storm the beaches of Normandy on D-Day. This act of bravery at Normandy helped turn the tide against the Nazis. During his remarkable military career, Harold received many recognitions for his service. He earned both the American Theatre and European-African-Middle Eastern Theatre Campaign Medals, as well as an Army Occupation-Germany Medal, a Republic of France Certificate, and a Presidential-Unit Citation. Following the end of World War II, Harold retired from active-duty service and started his second career working for the United States Postal Service. He also earned his high school diploma in 2021 and was inducted into the New York Senate's Veterans Hall of Fame a year later at the age of 99. Ms. STEFANIK

Ms. STEFANIK. Mr. Speaker, I rise today to honor and celebrate the accomplishments of Upstate New York's Pat Borello, an acclaimed NASCAR crew chief whose racecar was inducted into the NASCAR Hall of Fame. Mr. Borello was raised in Watertown, New York and spent his childhood in close proximity to his father's trucking company. As a young man, he was enamored with trucks and their mechanics, and when his father collaborated with a local racecar driver in 1963, his love of racing took hold. He built his first racecar during his sophomore year of high school, and, in 1976, he began working as the crew chief for racecar driver Jerry Cook. Mr. Borello had an illustrious career, achieving the honor of being named the 1977 Crew Chief of the year and being a vital part of a championship run. Pat eventually returned home to his father's garage where he continued to work closely with local racecar drivers. In 2007, Pat moved to North Carolina and reconnected with his old racing partner, Jerry Cook. He eventually got his hands on some original parts from Cook's championship winning racecar and began to restore the antique car back into racing condition. In 2021, the car was placed in the North Carolina Auto Racing Hall of Fame and was later moved to the NASCAR Hall of Fame's ``Glory Road'' in Charlotte. An honor which represents Pat's lifelong dedication to racing and his many years working to perfect his craft. Mr. Borello's commitment to racing has led to the enshrinement of Upstate New York in the NASCAR Hall of Fame and shows what dedication to one's passion can accomplish. REDUCE EXACERBATED INFLATION NEGATIVELY IMPACTING THE NATION ACT2023-02-28

Ms. STEFANIK

Ms. STEFANIK. Today, House Republicans are laser-focused on fulfilling our commitment to America by reining in historic inflation, historic Bidenflation, on behalf of hardworking American families and small businesses, not just in my district, but across this great Nation.

Ms. STEFANIK. Madam Chair, I rise today to urge my colleagues to support my REIN IN Act. During the past 2 years of one party, far-left, radical, socialist Democrat rule in Washington led by President Joe Biden, inflation has skyrocketed to the highest level in my lifetime. You talk to any family, any small business, any farmer, any manufacturer, and they will say that the inflation that they are suffering from is crippling their businesses, crippling their family budgets. It is a painful tax on every American and Bidenflation continues to be the number one concern I hear today across my district in upstate New York in the North Country. In House Republicans' ``Commitment to America,'' our new House majority, the people's House majority, promised to deliver and support policies to ensure our economy is strong. In fact, one of the main reasons we have this Republican House majority is because the American people are smart. They know that the historic inflation, the highest rate of inflation in my lifetime, is a direct result of Joe Biden's executive orders and the trillions and trillions of reckless and wasteful spending from single-party Democrat rule. In fact, in Joe Biden's first year in office, he issued more executive orders than any President in my lifetime. This reckless, far- left agenda cost hardworking families more than $1 trillion in taxpayer dollars and even more in the added cost of inflation. Whether it was canceling the Keystone XL pipeline on his first day in office to pushing his out-of-touch and costly Green New Deal regulations, Joe Biden has fueled this inflation crisis and caused this inflation crisis working with the previous radical, socialist Democrat majority. By passing the REIN IN Act, House Republicans will demand transparency for the American people by revealing just how much Biden's executive orders are costing hardworking families and the painful impact that has on inflation. What are the Democrats so afraid of? This is about transparency for the American people, and it is long past time for Joe Biden to take into account this harmful impact of his failed, far-left agenda.

Ms. STEFANIK

Ms. STEFANIK. Mr. Speaker, I rise today to congratulate the Kapusinski family for their hard work and dedication that has enabled 70 incredible years of business for Huletts-on-Lake-George. On the east shore of Lake George, this family-owned and operated small business has provided welcoming vacations for those wishing to explore the incredible beauty that Lake George and the Adirondacks has to offer.
