Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Ray DiPasquale at the conclusion of his role as president of Clinton Community College. President DiPasquale has dedicated his long and distinguished career to higher education. Before coming to Clinton Community College, he previously served as president of the Community College of Rhode Island and held positions at the Rhode Island Board of Governors for Higher Education, the SUNY College at Brockport, Springfield Technical Community College, and Middlesex Community College. After a nationwide search, he was selected as the new president of Massasoit Community College, where he will work following his departure from the Clinton Community College. President DiPasquale has been with Clinton Community College since 2016, where he oversaw $28 million of campus renovations and the creation of the Institute for Advanced Manufacturing, both of which will benefit students at the college for years to come. The North Country is proud of the work he has done for Clinton Community College throughout his over four years of service and are grateful for the strong partnerships and friendships he developed with the local community. President DiPasquale has shown exemplary dedication to the students and faculty at Clinton Community College and has represented the North Country well. On behalf of New York's 21st Congressional District, I would like to congratulate president DiPasquale for his contributions to the college and the community. I wish him the best of luck as he takes on his new role.
HONORING PAUL SMITH'S COLLEGE ON THEIR 75TH ANNIVERSARY2021-08-10
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to commemorate the 75th anniversary of Paul Smith's College. Paul Smith's College received its first class in 1946 on the grounds of the former Paul Smith's Hotel, the Adirondacks' first wilderness resort. Since then, Paul Smith's College has graduated thousands of students from around the nation. Over the past 75 years, the college has expanded to include unique degree programs ranging from the natural sciences, to forestry, to culinary arts. Paul Smith's degree programs offer students a wide variety of opportunities to prepare for their future career. The faculty and staff are dedicated to the success of their students, with 90 percent finding employment or enrolling in graduate school within 6 months of graduating. Of the approximately 750 students, 46 percent the first in their family to go to college. These numbers speak to the impact that the college has had in the lives of students and the community. Paul Smith's College has been a vital resource to the North Country and continues to serve the region well as it has the past 75 years. On behalf of New York's 21st district, I would like to congratulate the students, faculty, staff, and leadership team at Paul Smith's College on reaching this milestone. I look forward to their continued success.
HONORING MAJOR GENERAL BRIAN J. MENNES FOR HIS EXCEPTIONAL SERVICE DURING HIS TENURE AT FORT DRUM2021-07-16
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Major General Brian J. Mennes for his service to the United States of America over the course of his 33-year career with the U.S. Army and his two years in command of Fort Drum in Northern New York, which I proudly represent. Major General Mennes graduated from the United States Military Academy in West Point, New York in 1988 and immediately commissioned into the U.S. Army as an Infantry officer. Since then, MG Mennes has deployed three times in support of Operation Iraqi Freedom and five times in support of Operation Enduring Freedom. MG Mennes easily fit into the culture of the North Country and leaves Fort Drum after changing it for the better. During his tenure at Fort Drum, Major General Mennes was influential in ensuring his soldiers were combat-ready while building a strong support system within the community. He led the 10th Mountain Division through an Afghanistan deployment and drawdown as the U.S. prepares to bring our troops home after nearly twenty years in the country. In addition, MG Mennes has faced unprecedented challenges in commanding Fort Drum through the Coronavirus pandemic where he was responsible for the lives, health, and safety of thousands of soldiers, families, and civilians. On behalf of New York's 2lst district and the entire Fort Drum community, I would like to thank Major General Mennes for his exceptional leadership and continued investment in his community. I congratulate him on his achievements thus far and wish him the best of luck during his next assignment at Joint Base Lewis--McChord, Washington.
HONORING WIAWAKA CENTER FOR WOMEN FOR THE COMPLETED RESTORATION OF THE HOUSE OF TRIX AND THEIR IMPACT ON THE LAKE GEORGE COMMUNITY2021-06-29
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor the Wiawaka Center for Women on their successful restoration of the House of Trix, one of the many buildings used by the retreat, and a historic landmark located on Lake George in New York. The Wiawaka Center for Women has an important role in our community as a place of rest, rejuvenation, and support for women throughout the North Country and the entire United States of America. The center, founded by Mary Fuller in 1903, is on the National Registry of Historic Places and has been a place of retreat for generations of women. Wiawaka is the oldest and longest continuously operating site of its kind in the United States. The center has previously hosted the likes of Georgia O'Keefe, renowned American artist, and has a rich history of supporting and encouraging women in their fight for equal rights. In renovating and restoring the historic House of Trix, Wiawaka continues to invest in and pursue their mission of providing a place of retreat for all women. This is the only building within the center that hosts a variety of programming including art workshops, wellness classes, presentations, and events. Through perseverance, teamwork, and with support of the community, they restored this historic building back to its original splendor and purpose. After receiving funding through a grant by the Alfred Z. Solomon Charitable Trust, Wiawaka will be able to continue their important work of serving the community of women around them. On behalf of New York's 21st District, I would like to thank the Wiawaka Center for Women, and their entire team, for their dedication and commitment in revitalizing and restoring a deeply important historic property in our community. HONORING SYLVIA GETMAN, PRESIDENT AND CEO OF ADIRONDACK HEALTH, ON HER WELL-DESERVED RETIREMENT2021-06-28
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Sylvia Getman on the occasion of her retirement from Adirondack Health as President and CEO. Sylvia has dedicated her life to providing healthcare services, spending the last thirty years in leadership positions. Prior to leading Adirondack Health for the last five years, Sylvia served as the President and CEO of the Aroostook Medical Center in Maine. She has faced unprecedented challenges in the face of the global COVID-19 pandemic and was still able to bring about meaningful change to the hospital. Her hard work, energy, and passion will be greatly missed. Thanks to her perseverance and creative problem solving, Sylvia is leaving Adirondack Health in a better position than she found it and all the stronger for having weathered the recent public health crisis. Sylvia truly cares for the community she serves. Beyond her day job, she is a volunteer member of many boards, including Adirondacks Accountable Care Organization, Iroquois Healthcare Association, the Healthcare Trustees of New York State, and the Adirondack Health Institute. All done with the intent and focus of helping others, Sylvia has saved many lives working behind the scenes to ensure patients received the best care possible and that her staff had the resources needed to care for themselves and their patients. Sylvia truly embodies the North Country spirit of neighbors helping neighbors, and she is very well-deserving of her upcoming retirement. On behalf of New York's 21st Congressional District, I would like to congratulate Sylvia on reaching this important milestone. Sylvia has left a significant impact on our community and her work has been extremely impactful on Adirondack Health. I wish her well in this next chapter of her life.
REQUEST TO CONSIDER H.R. 18, NO TAXPAYER FUNDING FOR ABORTION ACT2021-06-22
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, as a new mom expecting a child this fall, I will never forget my husband and I hearing our child's heartbeat for the first time, truly the greatest miracle of life. But sadly, that culture and value of life are under attack. The Hyde amendment has historically been supported by both Republicans and Democrats for more than 40 years. American taxpayers should never be forced to pay for abortions, and since 1976, this Chamber has agreed and passed the Hyde amendment with bipartisan support. But now, President Biden and House Democrats caving to the far left are trying to reverse course and strip the Hyde amendment from the budget. It is unacceptable that President Biden is destroying a policy that has saved over 2.4 million innocent American lives. Every President since Carter has signed the Hyde amendment into law. It is a critical lifesaving protection that goes beyond party-line politics. It is about human life and protecting the most innocent among us. The majority of Americans agree that taxpayer dollars should never be used to fund abortions. Democrats should listen. Madam Speaker, I ask unanimous consent that the Committees on Energy and Commerce, Ways and Means, and the Judiciary be discharged from further consideration of H.R. 18, the No Taxpayer Funding for Abortion Act, and ask for its immediate consideration in the House.
COMMEMORATING THE GRANT COTTAGE HISTORIC SITE AS IT IS DESIGNATED A NATIONAL HISTORIC LANDMARK2021-06-04
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to commemorate the christening of the Grant Cottage Historic Site as a National Historic Landmark. This home was the final dwelling place of the 18th President of the United States, Ulysses S. Grant, and continues to be of great historical significance. Ulysses S. Grant rose to prominence during the American Civil War where he played a pivotal role in the defeat of the Confederate Army. In 1863, then-President Lincoln promoted Grant to Major General and then in 1864, Lieutenant General, holding command over all Union Armies. After the Civil War, Grant was elected as the 18th President of the United States in 1868 and is largely credited with reunifying the North and South. During his tenures, he created the Justice Department and oversaw the ratification of the 15th Amendment to the U.S. Constitution, which prohibited denying any citizen the right to vote based on race, color, or previous condition of servitude. The Grant Cottage Historic Site serves as both an educational experience, recounting Grant's storied place in American History, and a time-capsule, displaying artifacts untouched since the day of his death. This cottage, at the top of Mount McGregor, served as a refuge for Grant and his family in his final days and is where the former President completed his autobiography, Personal Memoirs of U.S. Grant, just days before his death. After years of advocacy to the National Park Service, I am proud to stand in support with the Friends of the Ulysses S. Grant Cottage as this site is designated a National Historic Landmark. This designation ensures that the site will be eligible for federal funding to preserve and protect this important piece of history. On behalf of New York's 21st District, I am honored to recognize the work of the Friends of the Ulysses S. Grant Cottage for their dedication and perseverance in promoting this historic landmark. Their work will ensure that generations to come are able to visit the Cottage and recall the great importance of knowing our Nation's history.
HONORING JOHN REMILLARD, PRESIDENT OF ELIZABETHTOWN COMMUNITY HOSPITAL, ON HIS WELL-DESERVED RETIREMENT2021-06-04
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor John Remillard on his retirement from the Elizabethtown Community Hospital. John joined the University of Vermont Health Network as President of both the Elizabethtown Community Hospital and the hospital in Ticonderoga 5 years ago. Since then, John has helped the hospital through renovations, additions, and restructuring. He has shown steadfast leadership in the face of great challenges, most notably throughout the Coronavirus Pandemic. I have had the pleasure of working with John in the interest of the people of the 21st Congressional District, ensuring that the hospitals received necessary federal funding and supplies. I am grateful for the sacrifice and hard work that John and the entire Elizabethtown Community Hospital staff put into keeping our community safe and healthy. As a federally designated critical access hospital, Elizabethtown Community Hospital provides vital care to the surrounding areas. John has faced unique challenges working in the rural healthcare field and yet, he continued to relentlessly pursue providing access to high quality care for all who walked through the hospital's doors. For more than 30 years working in the healthcare field, John has been a caring and compassionate leader, understanding that it truly takes a village. On behalf of New York's 21st Congressional District, I would like to congratulate John on reaching this important milestone. John has left a significant impact on our community and improved access to healthcare in our rural district. I wish him well in this next chapter of his life.
HONORING LUCIA EMILY DOUD WALLACE OF WILLSBORO, NEW YORK ON HER 106TH BIRTHDAY2021-06-04
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor long-time Willsboro resident, Lucia Emily Doud Wallace, as she celebrates her 106th birthday on June 1, 2021. Lucia Emily Doud was born in Malone, New York on June 1, 1915, the youngest of six children. She attended the Fine Arts College of Syracuse University where she met her future husband, Edmund Whiting Wallace. The couple were married in 1938 and spent 74 happy years together. They raised two children, Marjorie Alison Wallace, and Dr. Cynthia Day Wallace. The Wallace family has shown tremendous strength of character and perseverance through the challenges that life has thrown their way, including the deaths of Marjorie and Edmund. Through it all, Lucia remained a steadfast light in the lives of those around her. In addition, Lucia is quite the accomplished artist. She was awarded the National Sculpture Award and studied under Lorado Taft, a renowned American sculptor. Lucia excelled at painting, sculpting, and is even an accredited national flower show judge. In her 106 years of life, Lucia's joy and wisdom have been a constant presence in her community and her artistic talent has brought much happiness to her family and friends. On behalf of New York's 21st Congressional District, I would like to wish Lucia a very happy 106th birthday. I wish her continued health and happiness in this next year of her life.
HONORING NEW YORK'S BRAVE FIRST RESPONDERS, PARAMEDICS, EMERGENCY MEDICAL TECHNICIANS2021-05-25
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor New York's brave First Responders, Paramedics, and Emergency Medical Technicians as we celebrate National Emergency Medical Services Week. I recognize the great impact and sacrifice our EMS providers make to keep our communities safe. EMS systems provide lifesaving care and are an integral part of our communities' wellbeing. Emergency medical responders are first on the scene of what is often the worst days of people's lives. Despite the great physical and mental toll, EMS providers continuously put the care of others before themselves. Their selfless perseverance and rigorous training allow them to be prepared for any situation. I am profoundly grateful for all those who choose to serve our community in this way. The 21st Congressional District of New York is home to the oldest continuously run commercial ambulance service in the country. Guilfoyle Ambulance was established in 1907 and is currently owned and operated by Bruce G. Wright. The first ambulance was a horse drawn carriage and the business now boasts 16 ambulances. Today, Guilfoyle is certified at the Paramedic level and provides basic and advanced life support transportation as well as Paramedic service for over 8,500 requests and over 600 transports each year. The company operates in the majority of Jefferson County, including Fort Drum, as well as in some neighboring towns in St. Lawrence. Lewis, and Oswego Counties. Guilfoyle is just one of the many critical components of our EMS systems in the 21st District. On behalf of New York's 21st Congressional District, I am proud to represent thousands of hardworking EMS providers and I am honored to recognize them on this National Emergency Medical Services Week. I thank them for safeguarding our community.
CONGRATULATING THE TOWN OF CLAYTON ON THE COMPLETION OF THE CEROW RECREATION PARK ARENA RENOVATION2021-05-25
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to congratulate the Town of Clayton on the completion of the Cerow Recreation Park Arena addition and renovation project. Additionally, I rise to recognize Leonard ``Obie'' O'Brien as the new wing is dedicated in his honor. The renovation and addition were made possible through funding from the United States Department of Agriculture Rural Development program. The Town of Clayton also received grants from Empire State Development and the state Office of Parks, Recreation, and Historical Preservation through the Regional Economic Development Council Initiative. I am grateful that these sources of funding are available to support infrastructure updates and economic development projects in rural areas such as our district. Community gathering spaces are the foundation of our North Country community and foster a sense of neighborly spirit. This renovation will also increase the economic impact made by the park arena, attracting more visitors and events to the space, promising prosperity for the Town. Local businesses truly are the backbone of the North Country and I will continue working in Congress to support them. The newly named Leonard ``Obie'' O'Brien wing is aptly dedicated in recognition of the many years of service Obie gave to the Clayton sports community. Obie operated the girls' basketball program for 25 years, Clayton Minor Hockey for 14 years, and the Clayton Youth Commission for 4 years. He founded the local Maverick Ski Club and was selected as Clayton's Citizen of the Year in 2003. Regrettably, Obie passed away in June 2020 after a battle with cancer before the completion of the renovation. With the many years Obie had spent in this complex, I believe he would be honored to be remembered so fondly. On behalf of New York's 21st Congressional District, I would like to congratulate the Town of Clayton on the successful completion of this project. I hope that every person who walks through these doors looks to the example that Obie left and embodies his love for the game and above all his kindness to everyone he encountered.

I join many folks in our community in wishing her well in this next chapter of her life.
THREE MAJOR CRISES2021-05-19
Ms. STEFANIK
Ms. STEFANIK. Mr. Speaker, Americans across this country are facing crisis after crisis. Just think, just over a year ago, in early 2020, our economy was booming, our standing in the world was strong, we had just rebuilt our Nation's military, and our communities and families were thriving. Here we are, a little over one year later, in just over 100 days, President Biden and Speaker Pelosi have dismantled that foundation, and the American people are paying the price. Americans are suffering under four crises from the far-left radical socialist policies of President Biden and Speaker Pelosi. First, American families are facing an economic crisis, fueled by trillions of dollars in uncontrolled spending, rampant inflation, and unemployment benefits that incentivize workers to stay home while businesses are desperate to hire employees. We just experienced one of the worst jobs reports in over 20 years, with unemployment rising, cost of living increasing every single day, and small businesses unable to hire. This impacts every hardworking American family, and it is a crisis with no end in sight, except the trillions and trillions of dollars in new taxes proposed by President Biden and Speaker Pelosi. Second, American families are facing an energy crisis. This is the first time my generation is experiencing widespread gas lines and stations with no gas. If we do find gas, Americans are paying more at the pump than they have in 7 years. This is unacceptable, and it is unaffordable for every American family. Third, President Biden and Speaker Pelosi have single-handedly created a historic border crisis leading to rampant human trafficking, an influx of criminals and dangerous drugs, like fentanyl, rushing across the border. And make no mistake, this does not just affect our border States along the southern border, every State in this country is a border State and every city is a border city experiencing the consequences of this border crisis. Fourth, the world is watching in horror as we are facing a national security crisis in the Middle East and a resurgent Russia and China. Israel is under attack by Iranian-backed terrorists, and our radical socialist Democrat colleagues across the aisle cannot decide whose side they are on. Let me be clear, my colleagues, the Republicans, we stand with Israel. More importantly, the American people stand with Israel. And these four crises are impacting every American family across this Nation. In my district, in New York's 21st District, small businesses have more ``Help Wanted'' signs than they have workers. Restaurants, like Ted's Fish Fry in Upstate New York, have been forced to close one day a week, just as we are heading into summer, because they are unable to hire workers. Families are bearing the brunt of the abrupt tax hikes caused by skyrocketing gas prices. Border patrol agents that should be securing our northern border have been sent to the southern border, leaving hundreds of miles of border in my district exposed to drug traffickers and criminals. And people are struggling to grasp the unthinkable. How is the Biden administration negotiating with Iran, the world's largest state sponsor of terror, who has targeted our friends, neighbors, and the soldiers of the 10th Mountain Division in my home district. Republicans and the American people are united in rallying against the destructive, radical far-left policies of Biden and Pelosi, causing crisis after crisis in our country every day. We will continue to stand strongly with American workers, American families, small businesses, as well as our allies around the world. And we will fight back against these policies that have led to the devastation and destruction across this country.
HONORING MICHAEL CARPENTER FOR THE DISTINGUISHED RECOGNITION AS CLINTON COMMUNITY COLLEGE'S FIRST EDUCATION CHAMPION2021-05-17
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Mr. Michael Carpenter, named as the inaugural Education Champion by Clinton Community College. Michael has been the president and CEO of The Northeast Group since 2008. Throughout his time with the company, his leadership and foresight have expanded The Northeast Group from a small print shop to four regional facilities providing an array of printing, publishing, and logistics services. However, Michael's influence and impact extends far beyond his business prowess. While Michael has had great success in the business world, he has also been an extremely impactful community leader. He currently serves on the Substance Abuse Prevention and Recovery of Clinton County Steering Committee, the Plattsburgh Chamber of Commerce Board of Directors, and the Clinton County Community Service Board. He has also previously served on the Workforce Investment Board, Strand Center for the Arts Board, the Literacy Volunteers, and Vision2Action Task Force as Chairman. For more than 30 years, Michael has relentlessly dedicated himself to helping individuals recover from addiction, ensuring they have sound and necessary support systems in place. In conjunction with Clinton Community College, Michael launched the MHAB Life Skills Campus, a revolutionary program to offer transitional housing and a community space for those in recovery. In an effort supported by local nonprofit agencies, this program converted vacant dormitories into a campus where individuals can live, complete job training, literacy, and budgeting classes, and receive counseling services and drug treatment. Michael's work on this program has had an immeasurably positive impact on his community. He was also integral in bringing Club 12 to Plattsburgh, offering a welcoming space to host and encourage those working towards recovery through a 12-step program. Michael has been an incredible advocate for the recovery community in the North Country. He has shared his personal testimony of overcoming addiction and constantly works to support others in that same journey. On behalf of New York's 21st District, I would like to thank Michael for his contributions to the Plattsburgh community and congratulate him on his innovative solution turning the unused dormitories into a thriving community gathering space.
HONORING THE LIFE OF FIREFIGHTER PEYTON MORSE OF LA FARGEVILLE, NY2021-04-30
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor the life of Firefighter Peyton Morse of the Watertown Fire Department. On March 12, 2021, Peyton tragically passed away after suffering a medical emergency during a training exercise at the New York State Academy of Fire Science. Peyton's lifelong dream was to become a firefighter and help others in any way that he could. During his time at Siena College, he participated in the associate firefighter program to gain hands-on experience training with the Shaker Road Loudonville Fire Department. When he had the opportunity to attend the fire academy, Peyton took a leave of absence from his final semester to pursue his passion and eventually became a permanent member of the Watertown Fire Department. Peyton officially received his firefighter badge, Badge No. 94, while hospitalized in the Intensive Care Unit as he fought to recover from his tragic accident. Peyton's colleagues remember him as an exceptionally dedicated firefighter who was always enthusiastic in his role. He had a true servant's heart and always put others above himself, even after he passed on as an organ donor. The recent celebrations of Peyton's life are proof of the impact he made on those in his community. Hundreds of North Country firefighters, police and other emergency responders gathered to welcome Peyton's motorcade home. The community rallied together to pay their respects and show their support for Peyton's family by placing yellow hearts in the windows of homes and businesses. Siena College will posthumously present Peyton's family with his diploma at a ceremonial graduation on May 1, 2021. On behalf of New York's 21st district, I am honored to recognize Peyton for his selfless service to his community. It is my hope that his fearless spirit and positivity will be carried on by those who knew and loved him, and I ask this House to remember his sacrifice and legacy forever.

Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor the life and service of U.S. Army Specialist Abigail Jenks. Specialist Jenks tragically lost her life in an airborne training exercise on Monday, April 19, 2021 at Fort Bragg. Specialist Jenks was a native of Gansevoort, New York. She graduated from Saratoga Springs High School in 2018 and went on to enlist in the U.S. Army. In June of 2019, Specialist Jenks was assigned as a paratrooper to Fort Bragg, North Carolina. She had previously completed the Basic Airborne Course at Fort Benning, Georgia and Advanced Individual Training at Fort Sill, Oklahoma. Specialist Jenks was a fire support specialist operating as a forward observer with the brigade's Headquarters and Headquarters Battery, 1st Battalion, 319th Airborne Field Artillery Regiment, 3rd Brigade Combat Team, 82nd Airborne Division. Specialist Jenks always knew she wanted to serve her country by enlisting in the Army. As a member of the famed 82nd Airborne Division, she excelled at her role and flourished in the rigorous and demanding environment that serving in our Armed Forces commands. In recognition of her outstanding service, Specialist Jenks was awarded the Army Achievement Medal, the Army Good Conduct Medal, the National Defense Service Medal, the Global War on Terrorism Medal, the Army Service Ribbon, and the Army Parachutist Badge. HONORING UNITED STATES ARMY PRIVATE WALTER A. SMEAD FOR HIS HEROIC SACRIFICE AT THE BATTLE OF CHOSIN RESERVOIR DURING THE KOREAN WAR2021-04-26
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor U.S. Army Private Walter A. Smead for his heroic sacrifice at the Battle of Chosin Reservoir during the Korean War, where he ultimately gave his life for his country at the young age of 24. His remains were recently returned to the United States in 2018 and at long last, identified in March of 2021, after he was listed as missing in action in 1950 and then presumed dead since 1953. Private Smead was born and raised in Saratoga County, New York in the Town of Hadley. After enlisting in the Army and joining Battery A, 57th Field Artillery Battalion, 7th Infantry Division, he was deployed to Europe in World War II and then to Korea when the North invaded the South in 1950. Private Smead was reported missing in action at the Battle of Chosin Reservoir after his unit valiantly provided cover for retreating forces before retreating themselves. In 1953, he was presumed dead but, for decades, Private Smead's family had no body to bury or knowledge of how he ultimately met his end. The conflict at the Chosin Reservoir saw more than 7,500 American casualties on the battlefield, and thousands more perished due to freezing temperatures and harsh conditions. Through the dedication and perseverance of the Defense POW/MIA Accounting Agency, the remains of Private Smead were finally identified on March 17, 2021 through DNA matching. His brother and fellow U.S. Army veteran, Douglas, never stopped searching or gave up hope that he would discover additional information about his brother's death. This recent discovery can hopefully provide closure to Private Smead's family. His brave sacrifice in the line of duty helped to ensure the safety of countless U.S. service members, and for his valor, he was posthumously awarded the Purple Heart and the Korean Ambassador for Peace medal. Private Smead will finally receive the burial he deserves with full military honors at the Saratoga National Cemetery this summer. On behalf of New York's 21st Congressional District, I am honored to remember Private Smead's great sacrifice, and I thank him for his service to his country, protecting our American ideals of freedom and democracy for all.
HONORING THE HEUVELTON VOLUNTEER FIRE DEPARTMENT ON ITS 100TH ANNIVERSARY OF ITS FOUNDING2021-04-26
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor the service of the brave first responders of the Heuvelton Volunteer Fire Department as they celebrate the 100th anniversary of its founding. From the beginning, this fire department has shown tremendous dedication to protecting and serving the village of Heuvelton and surrounding municipalities in St. Lawrence County. First established on April 17, 1921, the Heuvelton Volunteer Fire Department has grown from its original membership of 26 volunteers to a network of local firefighters, emergency medical technicians, divers, and fire police capable of responding to any emergency. Under the direction of its inaugural chief, Claude H. Preston, the fire brigade once rushed to fires with a hand-drawn cart and buckets at the sounding of the church bells at St. Raphael's Catholic Church. Now, since the installation of the town's first fire siren in 1932, a test siren can be heard every day at noon, except Sundays, as it has for the past 90 years. The Department today can service any emergency call in the Heuvelton area and often aids neighboring departments. Despite its humble beginnings and starting with one ``modern'' Sanford fire engine, the department now has a fleet of engines and emergency vehicles and a dedicated team equipped with modern medical technologies. Currently, the Sanford engine is still in use after undergoing multiple restorations and can frequently be seen in local parades. In an expansion of additional services still provided today, Heuvelton and Ogdensburg firefighters partnered together to create a joint ``First Responders'' program in 1989, intending to be first on the scene, even prior to the Rescue Squad's arrival. Volunteers of the Heuvelton crew faithfully assist in the time of need and display the compassionate spirit and lending hand that is customary in the North Country. Members of the Heuvelton Volunteer Fire Department serve as extraordinary examples of those who sacrifice for the good of the community. Throughout the strain of the current pandemic, they continue to put out fires and to provide care for their neighbors. On behalf of New York's 21st Congressional District, I am honored to recognize the 100th anniversary of the Heuvelton Volunteer Fire Department, a cornerstone in the community.
HONORING MCM DEVELOPMENT MALONE, LLC FOR THEIR SUCCESSFUL BUSINESS VENTURES IN THE TOWN OF MALONE2021-04-08
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Darren Gough and Michael Roesler of MCM Development Malone, LLC on the successful revitalization of The River Building, a historic landmark in the Town of Malone, and on the opening of their new restaurant, Hearth of Malone. Darren and Michael knew at first sight that there was something special about The River Building, so they sought to turn their dream of renewing a portion of downtown Malone into a reality. Through perseverance and teamwork, they renovated this historic building into a multi-use space where family, friends, visitors, and tourists alike can gather and feel welcome. In that vein, the new restaurant within the building is aptly named Hearth of Malone as they hope to foster a sense of community in this new space. The North Country would be nothing without our local businesses and entrepreneurs like Darren and Michael, who undertake enormous efforts to create positive change in our communities. Darren, and Michael, along with their partner and executive chef, Jesse Badger, and general manager, Randy Tomblin, have truly exemplified the ``neighbor helping neighbor'' mindset. Throughout the renovation process, they contracted locally, and at the Hearth of Malone, many ingredients will be sourced directly from local farmers. They are fully investing in our community and are committed to serving their customers to the best of their ability. On behalf of New York's 21st District, I would like to thank MCM Development Malone, LLC, and their entire team for their dedication to revitalizing a historic property in our community and congratulate them on their hard-earned achievements thus far.
HONORING FORMER NEW YORK STATE SENATOR AND U.S. AMBASSADOR H. DOUGLAS BARCLAY FOR HIS LIFETIME DEDICATION TO IMPROVING THE LIVES OF FELLOW NEW YORKERS AND ALL AMERICANS2021-03-18
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor former New York State Senator and former U.S. Ambassador H. Douglas ``Doug'' Barclay for his lifetime achievements in both the private sector and public service. A New Yorker through and through, Doug dedicated his entire life to the people of New York State. While he was born in New York City in 1932, his parents quickly returned to Pulaski, New York in Oswego County and Doug became the 7th generation to live on the beloved family farm. Doug graduated from Yale University and Syracuse University College of Law, subsequently practicing at an esteemed Syracuse law firm, now Barclay Damon, LLP, as a named partner for over 40 years. He was elected to the New York State Senate in 1964 and served the people of Oswego County for 20 years, until 1984. Doug will always be remembered as a compassionate and caring representative for whom no constituent's concern was too small. He championed meaningful legislation reform around criminal justice, court reform, housing, and economic development matters. From his years in the U.S. Army to the New York State Senate to his appointment as the U.S. Ambassador to the Republic of El Salvador during President George W. Bush's Administration, Doug's positive impact and exemplary leadership extended far beyond his cherished North Country home. Doug was an extraordinary leader in his community and genuinely cared for those around him. He offered sage advice to candidates seeking office in New York State and became a renowned and well-respected figure in the Republican Party. He and his wife, Dee Dee, were committed to giving back locally by raising funds for county emergency services and by supporting families with children with disabilities. The Barclays fostered a strong sense of service within their own family and Doug's son, Will, has followed closely in his father's footsteps. Will was elected to the New York State Assembly in 2003 and is now serving as the Assembly Minority Leader. Ever the family man, Doug was an integral part of the North Country community and will be greatly missed. On behalf of New York's 21st Congressional District, I am honored to recognize his remarkable leadership and life.
VIOLENCE AGAINST WOMEN REAUTHORIZATION ACT OF 20212021-03-17
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, more than one in three women in this country have experienced some form of physical violence by their partner; and each year, millions of our mothers, sisters, daughters, and friends are victims of domestic violence and sexual abuse. Tragically, new evidence shows that lockdowns, social isolation, and economic insecurity caused by the COVID-19 pandemic has led to a hidden surge in domestic violence and abuse. So now, more than ever, we must come together to combat this crisis. In fact, Congress has a history of doing so on a bipartisan basis. The enactment of the Violence Against Women Act in 1994 and the reauthorizations that followed were noncontroversial and overwhelmingly bipartisan. Congress worked together to establish a coordinated community response to support victims and equip the justice system with the necessary resources to address these heinous crimes. Yet, in 2019, House Democrats allowed VAWA's authorization to lapse when they shunned the bipartisan history of VAWA and advanced a bill filled with controversial provisions, rejecting Republican offers to work in good faith and prioritize the well-being of women and children. At the time, I led the Violence Against Women's Extension Act of 2019 to extend the law and provide certainty to victims, survivors, families, and crisis centers, but House Democrats put scoring political points ahead of the interests of vulnerable women and refused our efforts to prevent VAWA's programs from going unauthorized. This year, here we are again. Democrats are rushing their controversial bill back to the floor, bypassing committee consideration, and ignoring opportunities to work with Republicans to address the problematic provisions. They have denied new Members the opportunity to contribute to the bill, including a record number of new Republican women, Representatives whose own lives and districts have been deeply affected by these issues. So, once again, this House, rather than pursuing bipartisanship, is again considering a bill that promotes unproven methods of supporting victims, infringes upon Second Amendment rights without adequate due process, and imposes new barriers to prosecuting domestic violence cases. My amendment is simple. It provides a clean extension of the Violence Again Women Act programs for the upcoming fiscal year without the controversial provisions added by Speaker Pelosi. Most importantly, it will ensure funding for critical programs that fight domestic violence and sexual abuse for the American people. A clean extension provides us the opportunity to work together to pass a truly bipartisan, long-term reauthorization of the Violence Against Women Act. Madam Speaker, I urge my colleagues to support this amendment, and I reserve the balance of my time.
Ms. STEFANIK. Madam Speaker, make no mistake, VAWA's authorization lapse last year is due to House Democrats' choice to ram through their partisan version of this bill rather than work on a bipartisan basis. When my colleague across the aisle talks about conversations with the Senate, we know last year that there were no effective bipartisan conversations with the Senate, which is why they didn't take up the Democrats' partisan version. My amendment is a clean extension of VAWA. It ensures that there is certainty and funding for these programs. I urge my colleagues to vote ``yes'' for this amendment. Madam Speaker, I yield back the balance of my time.
Ms. STEFANIK. Mr. Speaker, on that I demand the yeas and nays.
Ms. STEFANIK. Madam Speaker, I have an amendment at the desk.
HONORING EDGAR KING FOR HIS LIFETIME OF SERVICE TO SARATOGA COUNTY, NEW YORK DAIRY FARMERS, AND THE ENTIRE NORTH COUNTRY REGION2021-03-03
Ms. STEFANIK
Ms. STEFANIK. Madam Speaker, I rise today to honor Edgar ``Ed'' King for his lifetime dedication to public service for the betterment of Saratoga County and New York State's Dairy industry. Born a Saratogian with deep family roots in dairy farming, Ed made improving New York's agricultural industry his life's work at the local, state, and national level. A lifelong farmer and graduate of the prestigious Cornell University College of Agriculture and Life Sciences, Ed went on to serve as the Deputy Commissioner of New York State's Department of Agriculture and Markets from 1976 to 1987. When Ed returned from Albany, he immersed himself in local politics, and was elected Supervisor for Northumberland on the Saratoga County Board of Supervisors in 1992. He held that position until 2004, following in his father's footsteps who held the same seat after being elected in 1944. Ed also spent time serving on the boards of Dairy Management, Inc., the National Dairy Board, and the New England Dairy Promotion Board. After retiring from his exemplary career in public service, Ed continued to be heavily involved in the day to day operation of Kings Ransom Farm in Schuylerville. This fifth-generation, family-run farm is one of the largest dairy farms in the region, established in 1901 by King's grandfather. Ed continued doing what he loved, interacting with and serving his community, as he and his wife, Carolyn, operated a bed and breakfast on the farm where they eagerly welcomed visitors, tourists, strangers, and friends. Ed was especially proud to watch as his sons very successfully expanded the business to add King Brothers Dairy, a dairy store that offers home delivery service. My heartfelt condolences go out to his wife, their four sons, and his extended family. Ed was an extraordinary leader for Saratoga County, the dairy industry and beyond. He was tireless in his efforts to promote agricultural development throughout New York State. His welcoming demeanor, selfless service, and deep respect for everyone he encountered is a shining example for us all. Ed was an integral part of the community and will be greatly missed. On behalf of New York's 21st Congressional District, I am honored to recognize his remarkable leadership and life.
