CONGRATULATING THE MANHEIM CENTRAL HIGH SCHOOL BOYS' VOLLEYBALL STATE CHAMPIONS2025-06-24
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate the Manheim Central High School boys' volleyball team on winning the PIAA Class 2A State championship on Saturday, June 14, 2025. The Manheim Central Barons cruised through the regular season, the District Three championship, and state playoffs to end up exactly where they had been the previous year: in the PIAA Class 2A championship match against the same opponent. Manheim Central came up just short with a silver medal in last year's championship match against Meadville but avenged their past loss this season. The Barons played with determination and delivered a commanding 3-1 victory over their previously undefeated rivals on June 14 to capture the gold. Contributing to the Barons' state championship was their cast of talent, which included six District Three 2A all-stars. This included senior setter and leader Dylan Musser, who was named as the Pennsylvania Volleyball Coaches Association's ``Mr. Volleyball of Pennsylvania''--among other accolades--and was instrumental in their championship with 43 assists. Also integral to their success was veteran coach Craig Dietrich, who was awarded District Three coach of the year. I include in the Record the following individuals contributed to the Manheim Central Barons' 2025 boys' volleyball championship: Players: Reagan Miller, Cole Arter, Dylan Musser, William Meyers, Daniel Becker, Colin Rohrer, Weston Longenecker, Christopher Neiles, Caleb Groff, Gavin Longenecker, Wyatt Buckwalter, Ryder Buckwalter, Bryan Fahnestock, Asher Ulrich, Landon Mattiace, Jay Hollinger Coaches: Craig Dietrich, Katrina Thomas, Brandon Musser, Kevin Groff As Manheim Central boys' volleyball team crowns a fantastic season with a gold medal, I sincerely congratulate each player and coach that made their success possible. The Barons have earned their place as state champions, and I look forward to seeing what these players accomplish next.
CONGRATULATING DR. BETH HALDEMAN ON HER RETIREMENT2025-06-24
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to honor and congratulate Dr. Beth Haldeman on her retirement after 25 years with Cocalico School District. Dr. Beth Haldeman's history with Cocalico School District, located in northern Lancaster County, began in 2000 as the reading specialist and principal at the former Schoeneck Elementary School. She served in a similar capacity when she became principal of Denver Elementary in 2002 and then principal at Reamstown Elementary in 2008. In 2019, Dr. Haldeman joined the district administration as assistant superintendent for curriculum and instruction. In this crucial and wide-ranging role, she oversaw state and local assessments, library services, professional development, special services, and academic supports. Though she will be greatly missed by the Cocalico School District, Dr. Haldeman's experience and contributions to education will be utilized in her new role as the director of professional development for the Pennsylvania Principals Association, where she will be training future principals across Pennsylvania. Dr. Beth Haldeman's contributions to the Cocalico School District have left a lasting impact on both the school district and Pennsylvania's 11th Congressional District, which has no shortage of selfless educators. I thank Dr. Haldeman for her service and wish her all the best in her new career.
CONGRATULATING YMCA OF THE ROSES CEO AND PRESIDENT LARRY RICHARDSON ON HIS RETIREMENT2025-06-12
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to honor and congratulate Mr. Larry Richardson on his retirement as President and CEO of YMCA of the Roses. Prior to his time with the YMCA, Mr. Larry Richardson was an educator and football coach. He joined the York YMCA in 1994 during a difficult time for the organization, which has since seen tremendous positive change under his leadership. During his tenure, the York YMCA expanded to include a technology center, the Graham Aquatic Center near Kiwanis Lake, a branch in Shrewsbury, and much more. He also strengthened the York YMCA's impact on housing insecurity and homelessness--a mission exemplified by the affordable housing programs and homeless shelter they operate. What was formerly known as the York County YMCA merged with the Lancaster County YMCA in 2021 to become YMCA of the Roses. Mr. Richardson was instrumental in this merger. At a time when the Lancaster YMCA was financially struggling, his leadership saved the organization from closure. Since then, the YMCA of the Roses has continued to focus on housing, social responsibility, and healthy living in both York and Lancaster County. As President and CEO for the YMCA of the Roses, Mr. Larry Richardson has provided an invaluable service to the community. The YMCA of the Roses has transformed lives under his leadership, and I am proud and thankful to have such a strong community-minded organization in Pennsylvania's 11th Congressional District. I wish the best in his well-earned retirement.
RESCISSIONS ACT OF 20252025-06-12
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, this bill represents a tiny fraction of the total we are spending annually. It is a tiny fraction, 0.2 percent, one-fifth of a percent of what President Biden added to the debt over the last 4 years. Yet, Democrats are saying that these savings are cruel. They literally said this will destroy America as we know it. No one outside of the beltway will take them seriously. Have my Democratic colleagues even looked at what is in this bill before attacking? Is it cruel to suggest that American taxpayers shouldn't have to pay $60,000 to celebrate DEI in the Netherlands or $30,000 to foster ``queer-feminist discourse'' in Albania? Is it cruel to cut a program spending $700,000 to expand fruit and jam sales in Honduras? By the way, speaking of jam, my last name is Smucker, but even I know that is a bad deal. Mr. Speaker, I can tell you what will destroy America as we know it, and that is this unsustainable debt that we are passing on to our kids and grandkids. I urge my colleagues to support this rescission package.
CONGRATULATING COOPER LEHMAN AND BRAYLEN GARCIA, TENNIS DOUBLES CHAMPIONS2025-06-11
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate Cooper Lehman and Braylen Garcia of Hempfield High School on winning the 2025 PIAA Class 3A boys' Tennis Doubles championship on May 24. Senior Cooper Lehman and freshman Braylen Garcia dominated the 2025 tennis season. Their doubles team was instrumental in Hempfield's 15- win start and claiming the Section One title, second place finish in the Lancaster-Lebanon League, and fourth place finish in the district 3A team tournaments. Ending with a 16-4 record, the Hempfield Black Knights advanced to states. On May 24, Lehman and Garcia defeated their opponents from Dallastown after climbing back from a large deficit. Lehman and Garcia crowned an excellent season with their state title. The duo also won the Lancaster-Lebanon League title and the District Three title weeks prior. This run wraps up a prolific high school career for Cooper Lehman, who will be continuing to play tennis at the University of Mary Washington, and it shows great promise for Braylen Garcia who is just beginning his high school playing career. Winning the Class 3A boys' tennis doubles championship is an exceptional achievement for Hempfield's Cooper Lehman and Braylen Garcia, and I congratulate them on their victory. May they hoist their medals high with great pride in their efforts. I look forward to seeing what these students accomplish next.
CONGRATULATING LEON RESSLER ON HIS RETIREMENT2025-06-09
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to honor and congratulate Mr. Leon Ressler on his retirement after 37 years with Penn State Extension in Lancaster County. Across nearly four decades, Leon Ressler has served Penn State Extension, a Pennsylvania-wide educational organization and network focusing on science, agriculture, and the environment, in many roles. Leon's tenure with Penn State Extension began in 1988. Ultimately, he became Lancaster County Extension Director in 2001. Though his titles and duties changed over the years with the reorganization of Penn State Extension, he managed finances, developed budgets, and coordinated with local counties on development and grants. He took a step back from his role in 2017 to become an Extension Educator, where he served on the agronomy team and assisted farms with his expertise in nutrient management, water quality, and sustainable agriculture--just a few of his areas of his vast knowledge of agriculture. Beyond his time with Penn State Extension, Leon Ressler is a frequent contributor to Lancaster Farming, a churchgoer, a political volunteer, and is himself a farmer in Peach Bottom, Pennsylvania. He holds bachelor's degrees in agronomy and plant science, and has a master's degree in environmental pollution control, all of which are from Penn State. As he transitions his focus from Penn State Extension back to his farm, I thank Leon Ressler for his service to the agricultural community. His expertise and commitment have positively impacted not just the farmers in Lancaster County, but the health of the people and environment across Pennsylvania's 11th Congressional District. I wish him continued success in all that he does.
CONGRATULATING THE MANHEIM TOWNSHIP UNIFIED TRACK AND FIELD TEAM CHAMPIONS2025-06-04
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate the Manheim Township Unified Track and Field team on their first-place victory at the PIAA Unified Track and Field championship on May 23 and 24. Bronze medals in the 800-meter race, earned by Cole Richards with a time of 2:23.08, and in the 400-meter relay helped to spur the Blue Streaks to victory. Manheim Township's championship in 2025 is their third consecutive team title since Unified Track and Field's introduction in 2023. The Unified Track and Field program is organized by the Special Olympics. Each team has a proportional number of athletes who are eligible to participate in the Special Olympics and includes boys and girls from grades 9 to 12. As Manheim Township celebrates another Unified Track and Field team championship, I sincerely congratulate the athletes and coaches that have made this accomplishment possible, and I look forward to seeing what these students accomplish next.

Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate Adam Kingston of Manheim Township on winning a gold medal in the Class 3A 3,200-meter run at the PIAA track and field championship on May 24. The 2025 PIAA Class 3A track and field championship saw students from across Pennsylvania's 11th Congressional District excel, but it was Manheim Township senior Adam Kingston who took home the gold. Kingston maintained the lead for the entire 3,200-meter race and crossed the finish line with a time of 8:51:25, a Lancaster-Lebanon League record. Kingston's state title finishes a storied career at Manheim Township. He was also a part of Manheim Township's 4x800 relay team, alongside Andrew Kemper, Ethan Peffley, and Cole Stevens, which won fourth place later that day. With his gold medal in the Class 3A 3,200-meter run, Kingston solidified himself as one of Pennsylvania's best track and field athletes. I sincerely congratulate Adam on his success this year and wish him well in his athletic and academic endeavors at Penn State University.
CONGRATULATING SOPHIA RIVERA, GIRLS' SHOT PUT AND DISCUS STATE CHAMPION2025-06-02
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate Sophia Rivera of Ephrata High School on winning gold medals in both girls' shot put and girls' discus at the 2025 PIAA Class 3A Track and Field Championship, held on May 23 and 24. The 2025 PIAA Class 3A track and field championship took place on May 23 and 24, during which Ephrata junior Sophia Rivera excelled in shot put and discus. On the first day, Rivera captured the state title in girls' shot put with a distance of 43 feet, 3 inches. Her domination continued into girls' discus the following day, where a throw of 143 feet, 3 inches nabbed the gold medal. Sophia Rivera's two state titles crown a spectacular season and a complete sweep in the postseason, as Rivera won gold medals in both events during the Lancaster-Lebanon League championship and the District Three championship weeks prior. With two state titles and a total of 6 gold medals during the track and field postseason, Sophia Rivera has firmly established herself as one of Pennsylvania's best in shot put and discus. I offer my sincere congratulations to Sophia on her success this year and look forward to seeing what she accomplishes next.
ONE BIG BEAUTIFUL BILL ACT2025-05-21
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I thank the chairman for his work on this bill. Mr. Speaker, we are charting a bold new course today for American prosperity. This bill not only builds on the progrowth legacy of the Tax Cuts and Jobs Act, it prevents the largest tax hike in American history. Across the country, years of inflation have taken a bite out of everyone's paycheck. Groceries, gas, and housing all cost more. Americans feel left behind, and this bill is the solution. It delivers immediate relief for working families. It locks in permanent tax cuts, unleashes economic growth, and puts American workers first. We are talking about saving 6 million jobs, cutting red tape, securing our borders, and supercharging Made in America manufacturing. We do all of this while achieving historic Federal savings. It is possible to reduce spending, provide tax relief, and protect core services for Americans all at once. This is real, responsible leadership. Mr. Speaker, this bill is bold, immediately effective, and above all, it is common sense. It is time to pass this act and get America back on the path to prosperity.

The American Dream is alive in Pennsylvania's 11th Congressional District, and Rutt Insurance demonstrates that. May their success continue for many more years to come.

CELEBRATING 60 YEARS OF UNITED DISABILITIES SERVICES2025-04-30
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize United Disabilities Services for their 60th anniversary. Founded in 1965, United Disabilities Services is one of the leading disability services providers in Pennsylvania helping older adults, individuals with disabilities, and veterans lead more independent and fulfilling lives. What began as United Cerebral Palsy of Lancaster County in 1965, has since expanded its scope to include personal care and care management services, adult enrichment programs, and the modification of homes and mobility equipment such as wheelchairs. Additionally, their advocacy for the inclusion of people with disabilities, their training and placement of service dogs across our communities and schools, and--on a lighter note--their popular puppy calendars have all extended their reach beyond the individuals and families they directly serve. Today, United Disabilities Services employs hundreds of individuals and touches the lives of 20,000 people each year. Though headquartered in Lancaster County, UDS serves over 50 counties in Pennsylvania as well as nearby states. As UDS celebrates 60 years of service, I would like to thank the organization and its employees for everything that they do. Their selfless efforts have made Pennsylvania's 11th District a better place for all.
CELEBRATING GEORGE PERRY'S 103RD BIRTHDAY AND HONORING HIS SERVICE TO HIS COUNTRY AND COMMUNITY2025-04-30
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate George Perry on his 103rd birthday and for his longstanding service to his country and the York County community. You would be hard pressed to find a better representative of York County than Mr. George Perry. He has served his country, his community, and is still active in the running of his family's business. George Perry was born on his family's dairy farm in York, Pennsylvania in 1922. Since then, Perry has become an icon in the community as the head of his family's thriving business, Perrydell Farms. Perrydell Farms produces fresh milk and ice cream made, all of which is made on site. Not only is Perry a veteran of the dairy industry but also World War II. He left college in 1943 to join the Army and fight in the Pacific. After the war, Mr. Perry took over Perrydell Farms in 1949 with his brother. Together, they helped to establish Perrydell as a local one- stop-shop for fresh, high-quality milk and ice cream. In his 103 years, Mr. Perry has seen a great deal of change in agriculture in York County. One constant throughout that time has been Perrydell Farms, which celebrated its 100th anniversary in 2023. Perrydell's long and storied history in York County is due in large part to the work of George Perry, who over his more than a century of life has pursued a mission of providing quality products to his community. Perrydell Farms is now run by Mr. Perry's three sons, Tom, Greg, and Chip. Despite no longer running the farm, George is regarded as the farm's patriarch, an invaluable member of the farm and family's history in the dairy industry. It is with great enthusiasm that I congratulate Mr. Perry on his 103rd birthday, his service to our country, and his success as a business owner. His stewardship of Perrydell Farms has allowed it to remain a staple of the community, and I hope for their continued success for years to come.
CELEBRATING 50 YEARS OF THE RAILROAD MUSEUM OF PENNSYLVANIA2025-04-29

Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize the Railroad Museum of Pennsylvania for their 50th anniversary. Originally created by an act of the Pennsylvania General Assembly, the Railroad Museum opened its doors 50 years ago in April 1975. The first structure in North America specifically built as a railroad museum, the Railroad Museum has since added building restorations, an education center, a museum store, and many new exhibits. The museum is affiliated with the Smithsonian and the Pennsylvania Historical & Museum Commission, and has received generous community support from an aptly named nonprofit, the Friends of the Railroad Museum of Pennsylvania. Today, the Railroad Museum of Pennsylvania's world-class collection includes over 100 historic locomotives and railroad cars, a vast library with half a million photographs and documents, a working restoration shop, and 20,000 smaller items relating to Pennsylvania railroads. As the Railroad Museum of Pennsylvania celebrates their golden anniversary year, I would like to thank the museum for the educational opportunities they provide and for their work in keeping not just our community's history, but Pennsylvania's history, alive.
CONGRATULATING CHIEF KERRY NYE ON HIS RETIREMENT2025-04-09
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate Lititz Borough Police Chief Kerry Nye on his retirement after 45 years in law enforcement. Kerry Nye began his career with the Lititz Borough Police Department in 1980 and has remained there since, becoming a sergeant in 1994 and the Chief of Police in 2016. A staple of Chief Nye's leadership was his geniality and his visibility in the community. He planned emergency services events, such as cancer treatment fundraisers, and was a central figure in special occasions throughout Lititz Borough. His dedication to serving the community extends beyond the Lititz Borough Police Department, as he served with the Boy Scouts for more than 30 years. Once again, I want to thank Chief Nye for his selfless efforts serving and protecting Lititz Borough. I wish him the best in his well- deserved retirement.
CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20252025-04-09
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I thank the chairman for yielding. I would first say it has been a great pleasure of mine to work with the chairman over the past few months. He has done an incredible job leading the Budget Committee and leading our Conference to a resolution passed out of the House that not only extended the tax cuts but secured the border. It unleashes American energy. It funds our military. All the priorities, all the mandates that the American people have given us and have given the President in this past election, it makes good on. I will say first that it is, I think, important to every Member of the Republican Conference in the House and, I believe, every Republican Member in the Senate, as well, to extend those tax cuts, drive an economy that is working for Americans, and drive additional growth in the economy. That is what came out of the House, and so I was very disappointed to see very different instructions to the Senate that I think are not serious. I believe that we have to do these tax cuts. What I think is also important to every Member of the House--we know the fiscal trajectory that we are on, and we know this won't end well if we don't restrain our runaway spending. I think this is our opportunity to do it. The $4 billion floor in spending savings in that Senate resolution just simply is not acceptable. There are those who argue that we will be working on this and will still come up with a good resolution, but to me, it is important we have the guardrails in the initial resolution. I think there is a reason for the initial resolution. It is to set up the framework for what this reconciliation will look like. Unfortunately, today--unusual for me--I will not be able to support this resolution on the floor. I will be voting ``no'' on this resolution.
Mr. SMUCKER. Mr. Speaker, again, with what I started with, it is very important we get this resolution done. There is a better path forward. We have an amendment that could be passed in this resolution that would satisfy where the Senate is, where the House is. As I said, I can't vote for this resolution as it is, but there is a pathway forward here that is very important.
CONGRATULATING THE LINVILLE HILL CHRISTIAN SCHOOL BOYS BASKETBALL STATE CHAMPIONS2025-04-07
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize the Linville Hill Christian School boys' basketball team on winning the Class 2A PIAA Championship on March 28, 2025. A small Christian school at the rural eastern edge of the 11th Congressional District, Linville Hill Christian School has defied expectations. After cruising through the regular season and the playoffs, the boys' basketball team made their way to the Class 2A PIAA Championship game. Though they trailed with four minutes to go in the fourth quarter, late game heroism cut the deficit to a single point. Senior captain and Linville Hill's all-time leading scorer, Stephen Smucker, then sank the go-ahead basket with under thirty seconds to go. A spectacular defense from Linville Hill Christian sealed a 55-54 victory. Their state title, the first in the program's history, crowned a historic 29-3 season. Coach Mike Schatzmann and the players of Linville Hill Christian School should be proud of this extraordinary accomplishment. I congratulate them on their Class 2A PIAA Basketball Championship and wish them the best in their future endeavors. I am certain that the lessons that each of these students learned on the court will continue to serve them well throughout their lives.
CELEBRATING 100 YEARS OF LANDIS VALLEY VILLAGE & FARM MUSEUM2025-03-27
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize Landis Valley Village & Farm Museum for their 100th anniversary. In 1925, brothers Henry and George Landis combined their collection of Pennsylvania German objects and antiques to found what would eventually become the Landis Valley Village and Farm Museum. The museum was formally incorporated in 1941. In 1953, the brothers donated the museum and property, the Landis' family farm, to the Pennsylvania Historical and Museum Commission. As the largest Pennsylvania German museum in the country, Landis Valley holds over 100,000 historic artifacts, such as furniture, fraktur art, pottery and quilts, which date back to the early days of Pennsylvania German settlement. Over the years the museum has transformed into a living history exhibition, adding onto its collection many relocated and constructed historical buildings, historical breeds of animals and plants, and interactive presentations of traditional, Pennsylvania German life. In what was originally a collection between two brothers, the passing century has transformed Landis Valley Village & Farm Museum into an educational community center for the surrounding area. As they celebrate one hundred years in serving the public, I am thankful that Pennsylvania's 11th Congressional District has such a wonderful organization keeping our community's heritage alive.
HONORING LLOYD HENRY'S DEDICATION TO PUBLIC SERVICE2025-03-25
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize Lloyd Henry for his 80 years of service to the Lampeter Fire Company. Mr. Henry joined the Lampeter Fire Company on February 16, 1945, when he was 16 years old. His entry into the fire service came during an era where fire trucks consisted of Model-T Fords and when pumpers were still new to fire departments. From 1968 to 2002 he served as Fire Chief, where his penchant for adopting new technology and training transitioned the company into modernity. Throughout his many years of leadership, the Lampeter Fire Company became synonymous with reliability. As a state master fire instructor, Mr. Henry traveled the Commonwealth to teach others, and he even assisted in writing the curriculum for a course at Penn State University. Even when he left his role as fire chief, Mr. Henry continued to ride on fire engines until he was 80 years old. Mr. Henry's son, Bob, characterizes his father as having his ``heart and soul . . . in the fire service.'' As he hits a milestone 80 years with the Lampeter Fire Company, the community and I are beyond thankful for Lloyd Henry's dedication to keeping us safe.
CELEBRATING 100 YEARS OF THE EPHRATA LIONS CLUB2025-03-11
Mr. SMUCKER
Mr. SMUCKER. Mr. Speaker, I am pleased to congratulate and recognize the Ephrata Lions Club of Lancaster County, Pennsylvania for their 100th anniversary. Epitomized by the motto ``We Serve,'' the Ephrata Lions Club has dedicated itself to public service since its chartering on February 26, 1925. Presently led by President Kendra Rhinier, the club consists of fifty men and women who work tirelessly to better their community. Alongside robust community service programming, such as food drives and cleaning trash from highways, the Lions Club gives out around $30,000 a year to those in need, as a result, they have raised funds for social services, disaster relief, youth programs, and more. The zeal of the Ephrata Lions Club is not limited to their town, but has uplifted people across the state, the Nation, and the world. The Ephrata Lions Club is one of 49,000 clubs across 200 countries and regions, and Lions Club International boasts 1.4 million members. As the Ephrata Lions Club celebrates this significant milestone, I would like to thank the club and its members for their record of selflessness. Their efforts have made both Ephrata and Pennsylvania's 11th District a better place.
CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL YEAR 20252025-02-25
Mr. SMUCKER
Mr. SMUCKER. Mr. Chair, it doesn't. Republicans are working to stop those tax hikes by passing this budget resolution. President Trump was elected by the working class, and this budget will deliver on the promises he made to them. I am very proud to support this budget resolution and urge my colleagues to vote ``yes.''
