RIGHTS FOR TRANSPORTATION SECURITY OFFICERS ACT OF 20202020-03-05

Ms. SPANBERGER

Ms. SPANBERGER. Mr. Chairman, I yield myself such time as I may consume. Mr. Chairman, I would like to begin by thanking Chairman Thompson for his leadership on this important legislation and for his commitment to the men and women who keep our airports and travelers safe. I am proud to cosponsor this bipartisan bill because I share the chairman's commitment to ensuring that the TSA workforce receives the rights that they have earned. I am also proud to lead this amendment, which would codify the administration's ban on TSA employees using or installing the app TikTok on their government-issued phones. While to some TikTok may seem like a harmless app, TikTok presents a significant counterintelligence threat. Our intelligence experts are rightly concerned about the use of the TikTok app, especially on U.S. Government-issued devices. As many of my colleagues know, TikTok, like other Chinese companies, is required under Chinese law to share information with the government and its institutions. There are real concerns that this app could also collect information on users in the United States to advance Chinese counterintelligence efforts. And because it could become a tool for surveilling U.S. citizens or Federal personnel, TikTok has no business being on U.S. Government-issued devices. While entrusted with keeping Americans safe, our security personnel should not use apps that could compromise Federal Government data. There is always a threat that TikTok could be used to compromise government devices, including those used in our airports and among our airport personnel. That is why this amendment is so important and why we should pass it without delay. Recently, the TSA announced a prohibition on employees using or downloading TikTok on their government-issued work phones, and my amendment would make this ban law. Other government agencies and departments have instituted a prohibition on the use of TikTok on government-issued phones including the U.S. Army, the State Department, and the Department of Homeland Security. TSA is right to institute this policy, especially as TikTok refuses to provide more transparency into some of its more controversial practices and use. Mr. Chairman, I urge my colleagues to vote ``yes'' on my amendment to keep our government devices and our airports safe from potential foreign surveillance, and I reserve the balance of my time.

Ms. SPANBERGER. Mr. Speaker, I yield 2 minutes to the gentleman from Mississippi (Mr. Thompson).

Ms. SPANBERGER. Mr. Chairman, I urge my colleagues to support this amendment and to continue protecting our Nation, and I yield back the balance of my time.

Ms. SPANBERGER. Mr. Chairman, I have an amendment at the desk.

CENTRAL VIRGINIAN OF THE WEEK: HENRY MACK2020-02-26

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise today to honor Henry Mack, a blue water Navy veteran and our Central Virginian of the Week. Mr. Mack served in the U.S. Navy and completed five combat tours in Vietnam. After attending Virginia Union University and settling in Chesterfield County, he witnessed the difficulties facing fellow veterans as they returned home. Unemployment and homelessness were prevalent, and former servicemembers faced extreme delays when trying to access their earned pensions and benefits. He decided to take action, and in 1998 Mr. Mack founded the nonprofit Veterans Helping Veterans Now. By intervening early and walking alongside veterans through each step of an often tedious process, Mr. Mack's organization helps our neighbors gain employment, secure their benefits, and overcome challenges like PTSD and addiction. Today, Veterans Helping Veterans Now has assisted more than 4,000 Americans in Virginia and across the country. Madam Speaker, I thank Mr. Mack for his selfless service both in uniform and as an advocate for his fellow veterans.

WELCOMING REVEREND LANCE WATSON2020-02-12

Ms. SPANBERGER

Ms. SPANBERGER. Mr. Speaker, I would like to thank Reverend Lance Watson for his thoughtful opening prayer this morning. His service to central Virginia and his accomplishments as a spiritual and community leader are an example to all of us. For more than 30 years, Reverend Watson has served as the senior pastor of St. Paul's Baptist Church in the Richmond area. Dr. Watson has been honored as an outstanding community leader, outstanding contributor to education, and Minister of the Year by multiple organizations, and he leads a congregation of nearly 12,000 people. While Reverend Watson has focused on the spiritual development of the community through his ministry, he has also supported the social and economic development of the community in a variety of ways. Under his leadership, St. Paul's Baptist Church has initiated a bold plan to build housing, a park, an urban farm, and community gardens to improve the central Virginia community. Mr. Speaker, I thank Reverend Watson; his wife, first lady Rose Watson, herself an accomplished singer; and the entire Watson family for their service to the St. Paul's community in central Virginia. I also thank Reverend Watson for being here today to offer us inspiration through the opening prayer.

CENTRAL VIRGINIAN OF THE WEEK: HANNAH HOWARD2020-02-06

Ms. SPANBERGER

Ms. SPANBERGER. Mr. Speaker, I rise today in recognition of the perseverance, strength, and compassion of my constituent, Hannah Howard. Hannah is a Gordonsville resident, Orange County High School senior, and Blue Ridge Virtual Governor's School student. On May 8, 2019, Hannah lost her older brother, Devon, to a heroin overdose. In the 9 months since Devon's death, Hannah has shown tremendous courage by studying addiction and educating her peers. As part of her senior project, Hannah interned at a rehabilitation facility where she learned about the recovery process and engaged with patients to understand substance use disorders. Following her internship, Hannah not only became certified to administer Narcan herself, but she led her first Narcan certification course to members of the Orange County Youth Council and plans to hold additional trainings in the future. I admire Hannah's empathy and determination. Through unimaginable loss, she has created a framework within the Orange community to prevent tragedies like the one she and her family have faced. Mr. Speaker, please join me in thanking Hannah for her selflessness and her service to Virginia's Seventh Congressional District.

MERCHANT MARINERS OF WORLD WAR II CONGRESSIONAL GOLD MEDAL ACT OF 20192020-01-30

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise today in support of repealing the 2002 AUMF. The repeal of this authorization, which in 2002 authorized our use of military force in Saddam Hussein's Iraq, would have no effect--none--on current U.S. military operations. To be clear, as a former CIA officer who worked counterterrorism issues, our own Nation's security is always my priority. Today's vote is about that, our national security and the responsibility of Congress to exercise its constitutional authority over decisions of war and peace. It is not about one particular President, party, or administration. It is about Congress' constitutional responsibility, our duty to debate and vote on sending our Nation's servicemembers off to war. But Congress has long evaded this duty, allowing President after President to use the 2001 AUMF--not this one, the one we are discussing today--to authorize varied military operations without Congress taking responsibility. And after nearly two decades, the American people have waited to see principled leadership on ending the cycle of endless war. We must update the 2001 AUMF. But today's vote is on the now-defunct 2002 AUMF. Repealing this AUMF is a good first step towards Congress taking responsibility on behalf of the servicemembers we represent.

RECOGNIZING THE SERVICE OF MICHAEL LECIK2020-01-30

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise today in recognition of the selflessness, courage, and resilience of my constituent, Mike Lecik. Mike served in the United States Air Force and deployed twice to the Middle East as a military firefighter. After returning home to Powhatan County, he was diagnosed with multiple myeloma, a blood cancer linked to the carcinogenic conditions of his work. The VA does not currently recognize the service connection between firefighting and diseases such as myeloma, leaving many veterans like Mike unable to get the care they need. Since his diagnosis, Mike, and his wife, Tiffany, and their family have demonstrated incredible strength, and I am deeply inspired by his commitment to ensuring that no other military firefighters face these same challenges. In his service overseas and through his advocacy at home, Mike represents the best of Virginia's Seventh District. Driven by his story and in coordination with Mike, I recently introduced the Michael Lecik Military Firefighters Protection Act. This bill would recognize cancer, lung disease, and other serious illnesses as presumptive service- connected disabilities for our Nation's veteran military firefighters. I thank Mike for his tireless work on this issue, and I thank my colleague, Congressman Bacon, for joining me in this effort to do right by the thousands of veterans and their families, people like my constituent, Mike Lecik.

PROMOTING UNITED STATES INTERNATIONAL LEADERSHIP IN 5G ACT OF 20192020-01-08

Ms. SPANBERGER. Mr. Speaker, I yield 2 minutes to the gentleman from Texas (Mr. Cuellar).

Ms. SPANBERGER. Madam Speaker, I reserve the balance of my time.

Ms. SPANBERGER. Madam Speaker, I reserve the balance of my time.

Ms. SPANBERGER. Madam Speaker, I reserve the balance of my time.

Ms. SPANBERGER. Madam Speaker, I yield myself such time as I may consume for the purpose of closing. Madam Speaker, a generation ago, very few envisioned the way wireless technology would evolve, the way it would shape our lives and the world around us. With the advent of 5G, we are preparing to take another massive leap forward, and we need to be ready for it. Even with today's technology, we see risks posed by hostile governments, criminal networks, and those who seek to threaten our security, disrupt our commerce, and exploit our personal information. With 5G, those risks are even greater, and we cannot stand on the sidelines while China or any other power determines how this technology will be developed and managed. I am proud to be here today in support of the bipartisan efforts that we have made in this body to push up against the threats and the challenges we see. I am proud to join with my colleague Mr. McCaul. I thank the gentleman for his leadership on this very important issue. The bills that we are considering today, Mr. McCaul's bill in particular, will help ensure that our government is focused on this now as this 5G technology is taking shape. I support this measure. I urge all of my colleagues to do the same. Madam Speaker, I yield back the balance of my time.

SECURE 5G AND BEYOND ACT OF 20202020-01-08

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise today in support of my bill, H.R. 2881, the Secure 5G and Beyond Act. First, I thank my fellow members of the House Committee on Foreign Affairs for approving this legislation, and I thank the House Energy and Commerce Committee for passing my bill out of committee on a strongly bipartisan basis last year as well. I also thank my colleagues, Representative Brooks, Representative O'Halleran, Representative Rooney, Representative Slotkin, and Representative Stefanik, for joining my effort to protect the next generation of U.S. telecommunications systems. I am proud to have such a strong bipartisan coalition backing my bill. I also thank my colleagues in the Senate, Senator Cornyn and his bipartisan colleagues, for their work in prioritizing this very important issue. When you turn on the TV, you might hear a lot of commercials advertising 5G and the expansion of U.S. 5G networks. It is true: This technology holds incredible potential for future economic growth here in the United States, particularly in our rural communities, as they rely on these high-speed technologies to connect to the rest of the world. However, the adoption of certain 5G wireless technologies present many serious national security challenges for our country and the American people. Chinese companies like ZTE and Huawei continue to grow their global 5G footprint around the world, and as their equipment becomes more integrated into the economies of the United States and our allies, China's leverage grows, as does the threat of Chinese exploitation. It is difficult to overstate the long-term effects of the global transition to 5G. An article in The Atlantic earlier this week said: ``The rollout of speedy, new cellular networks is a geopolitical turning point.'' And China is working hard to take advantage of this rare moment. Unfortunately, China's long-term strategy and ambitions extend far beyond global commerce and communications. For example, a 2018 NATO report warned that Huawei's close ties to the Chinese Government could lead to Huawei's 5G technology being used to spy on adversaries, monitor foreign companies and governments, and support Chinese military operations, all of which could be targeted at the United States and the American people. The adoption of Chinese 5G could invite a deluge of foreign influence, espionage, and interference into U.S. mobile networks and wireless systems. But, simultaneously, China's innovation edge is also growing through companies like Huawei and ZTE. As of February 2019, Chinese tech companies owned 36 percent of all key 5G patents, while U.S.-based companies only owned 14 percent. This makes clear to me that the United States needs a comprehensive strategy, a strategy to respond to this growing level of economic competition and to protect against the security risks posed by ZTE, Huawei, and other 5G-focused companies. From afar, we have seen how China disregards the privacy of its own people, and we should be very wary of China's growing 5G influence in the West. We need a game plan to defend our mobile networks. The United States, the country responsible for so many of the remarkable developments of the digital age, needs to strengthen our resilience against potential cyber threats directed against American families, companies, and consumer data. That is why I am proud to lead the Secure 5G and Beyond Act. Madam Speaker, my bill would require the administration to develop a public strategy to protect U.S. consumers, companies, and Federal agencies against potential threats posed by emerging 5G technologies. By developing a national interagency strategy, we can better identify where security gaps currently exist--and we can work to close them. Additionally, my bill would help spur new 5G research and development here at home, something that is critical for central Virginia and the rest of the United States. In the face of potential Chinese dominance in the 5G space, the Secure 5G and Beyond Act would put our country and its companies on a path toward achieving and maintaining greater security and a competitive edge. But in our interconnected world, we cannot do it alone. This bipartisan legislation would also encourage our allies to pursue similar strategies. As we look ahead to future generations of wireless technology, we need to deploy a strong, evidence-based approach toward improving our cyber defenses. Last year, then-Chairman of the Joint Chiefs of Staff General Joseph Dunford called the rise of Chinese 5G networks a critical national security issue. This bill recognizes that fact and does something about it. We can continue to achieve faster internet speeds and wider connectivity across America, but this bill makes sure that these exciting achievements are accompanied by a smart strategy, one that can successfully prevent foreign influence in our 5G networks and keep our citizens safe. Today, I call on my colleagues to pass the Secure 5G and Beyond Act of 2020.

UNITED STATES-MEXICO-CANADA AGREEMENT IMPLEMENTATION ACT2019-12-19

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I thank Chairman Neal for yielding. Madam Speaker, I rise today in support of H.R. 5430. Last year, Virginia exported $4.3 billion worth of goods to Canada and Mexico. One out of six Virginia manufacturers exports to these two countries, and of these firms, 64 percent are small- or medium-sized businesses. These businesses are the backbone of our economy, and today they are looking to Congress to take this vital step towards securing long-term trade stability. Earlier this month, I made that point clear at a meeting with the vice president. During our discussion, I underscored the USMCA's potential to stimulate growth across the Seventh District of Virginia. For central Virginia businesses, today's vote is a welcome step forward towards modernizing NAFTA and staying competitive in the 21st century. For Virginia's crop and livestock producers, today's vote means protecting and expanding relationships with critical buyers in Canada and Mexico. And for central Virginia's workers, today's vote carries with it a commitment from our trading partners to live up to their labor commitments. I know that central Virginia's economy and the hardworking men and women who spur it forward have waited patiently for this day to arrive. Madam Speaker, I thank everyone for their work on this: Mr. Chairman, Mr. Ranking Member, Ambassador Lighthizer, and my colleagues on the working group. Madam Speaker, I urge my colleagues to support USMCA.

IMPEACHING DONALD JOHN TRUMP, PRESIDENT OF THE UNITED STATES, FOR HIGH CRIMES AND MISDEMEANORS2019-12-18

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise today in support of H. Res. 755. As a CIA case officer, I used to meet with foreign nationals who were providing vital intelligence to help inform our hardest national security decisions and keep our country safe. These individuals, from countries where leaders abused their power and defied the rule of law, risked imprisonment and often their very lives in order to provide the United States with information to help us, to inform us. But why? It was their belief in the United States, their belief in our country, the longest-standing democracy in the world; our country, a beacon of hope in the world, a democratic republic founded on a document and the belief in the rule of law and a belief in its people. Today, I am proud to serve in the people's House, representing my hometown and again serving our country, that beacon of hope in the world. And today, especially today, I reflect on the founding documents that have set us apart in the world, leading people across generations and across the world to risk everything because of their belief in our great Nation. Today, especially today, I affirm my commitment to upholding and protecting the Constitution, the rule of law it defines, and the people it governs.

FINALIZE USMCA2019-11-19

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, Canada and Mexico are two of the Commonwealth's largest trading partners. In 2018 alone, Virginia exported $4.3 billion worth of goods to our northern and southern neighbors. Last month, in Chesterfield County, I sat down with local businesses, business leaders, and members of the Chamber of Commerce to talk about how the USMCA could strengthen export opportunities and spur economic growth for businesses in our area. Cattlemen and dairies, farmers, and producers across my central Virginia district care deeply about the certainty and stability afforded by a trade deal. Amid ongoing USMCA discussions, my constituents want and need the long-term certainty of a trade deal between our three countries. I thank the congressional working group for its productive efforts to arrive at a deal that meets the needs of our farmers, producers, small businesses, medium-sized businesses, and American workers. We need House negotiators and the administration to come to a final agreement. We need to get this done and deliver trade stability for our constituents back home in my central Virginia district and across the country.

MARKING 550TH ANNIVERSARY OF BIRTH OF GURU NANAK2019-11-13

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, across central Virginia, our Sikh neighbors are celebrating the 550th anniversary of the birth of Guru Nanak, the first Sikh guru. They are celebrating the man whose teachings have shaped the core beliefs of their families throughout the centuries, and they are remembering Guru Nanak's unwavering commitment to the plight of the poor, his push for equality for all, and his fight against discrimination. Amid constant threats of invasion and disease, Guru Nanak encouraged his followers to focus on what united their people, not what divided them. In a world consumed by lies and deceit, he taught them to pursue truth. While others sought to destroy and disregard the Earth's resources, Guru Nanak taught his followers to be responsible stewards of the land. In central Virginia, we have a warm, vibrant, and strong Sikh community. To them, I say happy Gurpurab. I hope all of our district's Sikh community members will have the opportunity to enjoy these special festivities alongside family and friends, and I thank you for your rich contributions to our cultural, business, and faith communities. Together, we thank you for incorporating Guru Nanak's principles of generosity, grace, and compassion into your daily lives. We are stronger because of you. Madam Speaker, ``Waheguru ji ka Khalsa, Waheguruji ki Fateh.'' Purity belongs to the Creator, all victory belongs to Him.

CALLING FOR THE RELEASE OF AUSTIN TICE2019-11-12

Ms. SPANBERGER

Ms. SPANBERGER. Mr. Speaker, I thank Congresswoman Holmes Norton for organizing this Special Order. I am grateful for the comments that she has made. To the gentleman from Texas (Mr. Green), his passionate plea to see Austin Tice freed was moving, and I am proud to associate myself with many of his comments. I rise today because Austin Tice has been in captivity for 2,647 days. Those have been 2,647 days of fear and anguish for his parents, his friends, his classmates, and his community. They have also represented 2,647 days of Austin's remarkable life and his determination and his will to live despite his captivity. Austin is a journalist with a deep sense of service. He is also a veteran. Seven years ago, he traveled to Syria to report on the plight of Syria's children. He wanted to shed light on the consequences of a complex and unrelenting war on the youth of Syria. And in Syria, he was abducted. It was that 2,647 days ago that he was abducted. He remains held in Syria, and we have every reason to believe that Austin is still alive. He is being held in Syria. In September, I joined a letter sent by Republicans and Democrats directly to the President of the United States. In that letter, we called on the administration to use every diplomatic tool in our toolbox to secure Austin's safe return home. Austin's parents have been among his strongest advocates. They have made countless trips to Washington, D.C., and across the Middle East working to secure his release. They have been pillars of strength as they have fought to bring their son home. I had the opportunity and the honor to meet Marc when he was in Washington, D.C.; and to see the tenacity and strength and devotion to his child was awe inspiring. It also makes me understand how he could be a parent to a young man who would go out and seek adventure and seek truth and seek information as a journalist. It is my hope that we can come together as a body to bring Austin Tice home. I never met Austin Tice, but I am in awe of his story as an adventurer, as a journalist, as a veteran, as someone who has traveled the world seeking information and stories. I have been compelled to take part in this event tonight, and I thank my colleagues for their tireless efforts on behalf of Austin Tice, their work to bring him home, their work to bring a voice to his story and knowledge of his continued capture and detainment in Syria. I thank them for their work, and I look forward to continuing, in small part, to work with them where I am able, where I can be of aid to bring information and light to Austin's story and to continue to be an advocate to bring him home. It is my hope that in some days we will be able, here on the House floor, to celebrate the homecoming of an American, of a veteran, of a journalist, of a man who sought to tell the story of children in Syria.

PUBLIC DISCLOSURE OF DRUG DISCOUNTS AND REAL-TIME BENEFICIARY DRUG COST ACT2019-10-28

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, I rise in support of my bill, H.R. 2115, the Public Disclosure of Drug Discounts Act. First, I thank my colleagues Congressman Arrington and Congressman Boyle for their partnership on this bipartisan legislation. I thank Congresswoman Slotkin for her cooperation and commitment to our efforts. And I thank Congresswoman Schakowsky for her work here today. Madam Speaker, if we are going to make substantial long-term progress on the issue of prescription drugs, we can't be afraid to work in a bipartisan manner, and I thank my colleagues for joining me in this fight. I also thank Chairman Pallone and Chairman Neal for their dedicated work on tackling prescription drug costs and the Committee on Energy and Commerce and the Committee on Ways and Means for voting to advance our bill and making this floor vote possible. This bipartisan bill would help address the number one concern facing central Virginia's working families, chronically ill, and seniors--the rising cost of healthcare. In every community in the Seventh District of Virginia, from Chesterfield to Culpeper, the extremely personal effects of rising prescription drug costs are on full display. Whether at a coffee shop, town hall, or street fair, I always hear yet another heartbreaking story from a mother, a father, a grandparent, or a young adult struggling to afford their prescription drugs. People genuinely feel helpless, and it is due to no fault of their own. In many cases, steep costs have forced them to make nearly impossible decisions. A costly, lifesaving medication could mean buying fewer groceries for their family. It could mean reluctantly selling their home. It could mean saving less, or nothing at all, for their retirement or their kids' education. And even for those who are healthy, there is an overwhelming fear: What if I get sick, or what if a loved one gets sick, and we can't afford the medication? Back in August, I held a roundtable with patients, pharmacists, and healthcare providers in Henrico County to discuss this community-wide issue. Together, we talked about the financial challenges caused by overpriced drugs, but we also discussed the issue of pharmacy benefit managers, PBMs. To those in the healthcare industry, PBMs are known as the middlemen between drugmakers, health insurers, and pharmacies. But for many Americans, PBMs remain a mysterious player within the prescription drug marketplace. Operating in the murky world of drug negotiation, there are few windows into the value of the rebates and discounts PBMs receive from drug companies. Effectively, they are a black box in the long supply chain from the pharmaceutical company to the patient. During our roundtable in Henrico, one local pharmacist described how PBMs continue to enjoy record profits thanks to the pharmaceutical industry, while patients and pharmacists get stuck with unsustainable costs. Right now, the three largest PBMs control three-quarters of the U.S. prescription drug market. There seems to be little transparency. And where there is zero transparency, there is rarely room for accountability or oversight. If we don't cast sunlight into this black box, patients will continue to be left in the dark about the effect of PBMs on the prices of specific drugs. The Public Disclosure of Drug Discounts Act would be a step toward bringing greater transparency to this broken system. The principle behind my bill is simple. Let's take the information already provided to the Federal Government and make it public. PBMs are already required to declare rebate data, discounts, and generic dispensing rates to HHS, but under my bill, this information would be posted publicly for the general public to see. Beyond the principle of my bill, the goal is even simpler: lowering drug costs for our neighbors. By sharing this information online with American consumers and businesses, we would give seniors, families, and pharmacists a better sense of how PBMs could be influencing excessive prices. And we would start to address one of the root causes of our prescription drug affordability crisis. In central Virginia and across the country, families should not be racked by a constant uneasiness about their financial well-being simply due to rising drug costs. They shouldn't be forced to accept silently the undisclosed results of PBM negotiations that could be bankrupting them. We need to show the American people that we want to see progress on this vital economic issue and that we are hearing their stories, seeing the problems that exist, and actually moving to reform a prescription drug marketplace that too often seems to be working against the best interests of American patients. Today, I call on my colleagues to pass the Public Disclosure of Drug Discounts Act because we are long overdue for meaningful actions that can turn the tide.

CONGRATULATING DR. C. DIANE MOSBY FOR 10 YEARS OF SERVICE TO THE ANOINTED NEW LIFE BAPTIST CHURCH2019-10-23

Ms. SPANBERGER

Ms. SPANBERGER. Madam Speaker, it is my true pleasure to congratulate Dr. C. Diane Mosby on her deeply deserved recognition for 10 years of service as a Senior Pastor for the Anointed New Life Baptist Church in Richmond, Virginia. Over the past decade and beyond, Dr. Mosby has served as a leader in her faith and community. Her dedication is evident through her Doctor of Ministry and Master of Divinity degrees from Virginia Union University. Moreover, her work in the Commonwealth, as well as completion of international ministry assignments in Ghana, France, and the Philippines, exhibits remarkable commitment to the communities she serves. In Dr. Mosby's daily work, she has made a positive impact on countless lives and has honored the values she preaches at the Anointed New Life Baptist Church. Dr. Mosby's commitment is both inspiring and humbling. I hope to emulate her service as the Representative for Virginia's 7th District and would like to thank her for all her work. I look forward to celebrating her continued service in years to come.
