RECOGNIZING COLONEL JOHN PEYTON SWAIN2025-07-16

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to recognize Colonel John Peyton Swain of the Civil Air Patrol, the U.S. Air Force Auxiliary. He is an inspiration in the world of public service, whose legacy spans more than 60 years of volunteerism and defense of our Nation's airspace, development of youth, and civic readiness. As Civil Air Patrol's first director of government relations, Colonel Swain reestablished its presence in Washington after a 50-year absence. His legislative strategy more than doubled its Federal funding, built trusted bipartisan relationships on the Hill, and led the successful effort to award Civil Air Patrol the Congressional Gold Medal in honor of its World War II service. Colonel Swain's lifelong commitment from cadet to congressional liaison made Civil Air Patrol stronger, more visible, and better equipped to serve the Nation. I have been proud to work with Colonel Swain to fight for Civil Air Patrol funding throughout my time in Congress and thank him for his service. I am also thankful that my son, Trey, who now serves as a major in the United States Marine Corps, was inspired to answer the call to serve after his experience as a cadet in the Civil Air Patrol. I extend my deepest gratitude to Colonel Swain for his service and congratulate him on his retirement. Without his strategic vision and leadership, Civil Air Patrol would not be the venerable organization that it is today. Honoring Late U.S. Air Force Veteran Rick N. Parsons

HONORING DEPUTY CAILEE CAMPBELL DURING NATIONAL POLICE WEEK2025-05-15

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today in solemn recognition of Sergeant Thomas A. Sanfratello of the Genesee County Sheriff's Office. Sergeant Sanfratello faithfully served his beloved community as a police officer for 32 years, was twice recognized as Officer of the Year, and was heavily involved with the New York State Sheriffs' Association, Stop-DWI program, and Shop With a Cop programs. He was also a town board member and former volunteer firefighter. Tragically, in the early morning hours of March 10, 2024, Sergeant Sanfratello was killed after being attacked while responding to a call. Sergeant Sanfratello truly embodied what it means to be a public servant, having made the ultimate sacrifice in the name of protecting others. He leaves behind a close-knit family, including a wife and three children, as well as countless friends and colleagues. Sergeant Sanfratello will be remembered for his love of family and spending quality time with his children, his passion for his community, as well as his love of sports, Motorama, and his collection of LEGOs and Hot Wheels. His memory lives on through all those who knew him and whose lives have been changed for the better because of his sacrifice and his service. On behalf of the people of New York's 24th Congressional District, it is my honor to have shared a little bit about Sergeant Sanfratello's life and his legacy and express my deep appreciation and the appreciation of my constituents for his services to his community. I send my condolences to his friends and family.

Ms. TENNEY. Mr. Speaker, in honor of Police Week, I would like to remember two police officers who paid the ultimate sacrifice in the line of duty. I rise today in solemn recognition of Deputy Cailee Campbell of the Oswego County Sheriff's Office. Deputy Campbell began her career in law enforcement with the Onondaga County Sheriff's Office as a corrections officer before attending the Syracuse Police Academy. In April 2023, she joined the Oswego County Sheriff's Office as a patrol deputy. Tragically, while en route to a call on the morning of September 25, 2024, Deputy Campbell's life was cut short when her patrol vehicle was T-boned in an intersection. Following the crash, she was transported to Oswego Hospital where she was tragically pronounced deceased. She was just 33 years old. Deputy Campbell leaves behind a loving father, brother, and extended family, as well as her boyfriend, a close-knit group of friends, colleagues, and two beloved cats. She will be remembered for her love of hiking, personal fitness, traveling to new places and having new experiences, and spending time at the range. Her memory lives on through all those who knew her and whose lives she impacted. On behalf of the people of New York's 24th Congressional District, it is my honor to share a little bit about Deputy Campbell's life and legacy, and express my appreciation, and the appreciation of my constituents, for her service to her community, and condolences to all who loved and cared for Deputy Campbell. Honoring Sergeant Thomas A. Sanfratello During National Police Week

AUTISM AWARENESS MONTH2025-04-28

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to recognize that April is Autism Awareness Month. Autism spectrum disorder is a developmental disability that generally appears before the age of 3, impacting social interaction, communication skills, and cognitive function. Today, 1 in 36 children in the United States are diagnosed with autism, and approximately 5.4 million Americans are living with autism spectrum disorder. By raising awareness, we can support individuals and families affected by autism and help them lead fulfilling lives. I will take a moment to recognize my longtime dear friend Vincent McLaughlin, a dedicated advocate and true inspiration. Vincent has shown unwavering commitment to his community through his decade-long service on the Ulster County Planning Board representing the Village of Saugerties, his 16 years of service as a volunteer firefighter, and his continuous work to raise awareness and support for those living with autism. In 2023, he was appointed to the New York State Council on Developmental Disabilities because of his advocacy and dedication, which embody the spirit of community involvement and empowerment. Vincent's selfless efforts make a difference every day, and I am grateful for his dedication and support. As we observe Autism Awareness Month, let us commit to supporting all Americans with autism, ensuring they receive the necessary resources, opportunities, and respect they deserve. As my friend Vincent has proven, autism should never be a barrier to success or happiness.

RECOGNIZING APRIL AS NATIONAL AUTISM AWARENESS MONTH2025-04-02

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to recognize April as ``National Autism Awareness Month''. Autism spectrum disorder (ASD) is a developmental disability that generally appears before the age of 3, impacting social interaction, communication skills, and cognitive function. Today, 1 in 36 children in the United States are diagnosed with autism, and approximately 5.4 million Americans are living with autism spectrum disorder. Autism prevalence has increased significantly over the past two decades, underscoring the need to expand research and provide adequate resources for individuals on the spectrum. By raising awareness, we can better support individuals and families affected by autism, helping them lead fulfilling lives. Our schools and early childcare programs must be equipped with the knowledge, resources, and training to assist those living with autism. Early diagnosis and intervention are critical, as they can significantly improve communication, social skills, and quality of life for individuals with autism. I would also like to take a moment to recognize my friend, Vincent McLaughlin, a dedicated advocate and a true inspiration. Vincent has shown unwavering commitment to his community through his decade-long service on the Ulster County Planning Board representing the Village of Saugerties, his 16 years of service as a volunteer firefighter, and his continuous work to raise awareness and support for those living with autism. RECOGNIZING RETIRING U.S. REP. CATHY McMORRIS RODGERS2024-12-10

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I thank my great colleague from New York, Mr. Tonko. I really appreciate this honor. Mr. Speaker, you have heard so many wonderful things about our outgoing chairwoman, Cathy McMorris Rodgers, or, as we like to call her, CMR. That is who she was when I first came into Congress. As you know, she served 20 years. She served honorably. She is an incredible mother. She has championed so many great policies. I would just like to say I call Cathy McMorris Rodgers a friend. I have to say this from my heart. I have never met another person on Earth who represents the godly qualities so important to serving in public office. She is honest, she has integrity, she has compassion, and she has charity. Those things are very rare, and she is going to be so missed with those qualities. She is also a true friend. True friends are hard to come by in Washington, D.C. She is one of those people who stands with you honestly and confidentially throughout the difficult times, throughout your good times. I am so grateful to Cathy McMorris Rodgers for everything she has done for me as a leader, everything she has done for our Nation, and the State of Washington. Another really important part of Cathy McMorris Rodgers that I am really going to miss is her son, Cole, who has been a dear friend of mine here when he comes to visit us in Washington. Cole has become a great friend and a wonderful inspiration for me. I know he inspires so many of us here in Congress and especially Cathy and her family. When Cole was here last, I was a little agitated about a couple of things. I got a little anxious. Cole said: Chill out. I think that is what Cathy will do when she retires next year. She is going to chill out for a little while. She will never stop serving our country, her State, our Nation, our world, her family, and our God. We are so grateful to you and for having you here. It has been a complete blessing to know you. There is never a better friend that I have ever met than Cathy McMorris Rodgers, our beloved CMR. I wish you and your family the best. You really are one in a billion, one in several billion on Earth. We thank you so much. Congratulations and thank you so much for your really honorable, wonderful service to our community.

STOP TERROR-FINANCING AND TAX PENALTIES ON AMERICAN HOSTAGES ACT2024-11-21

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise in support of my bill, H.R. 9495, the Stop-Terror Financing and Tax Penalties on American Hostages Act, which has been the subject of political hysteria since the election of President Trump on November 5. I want to be clear to my Democratic colleagues, most of whom supported Congressman Kustoff's legislation last April, about what this bill actually does. The bill does two things: It allows the IRS to waive penalties for late taxes on Americans held hostage abroad. While the IRS can waive penalties on the back end when the taxpayer returns home, this would allow them to do it on the front end to ensure that returning hostages and their families, who have endured unimaginable hardship, don't have the burden of having to deal with it upon return. It directs the IRS to revoke the tax-exempt status of a nonprofit found to be providing financial support to a terrorist organization. Right now, an entity must be deemed a terrorist organization itself to lose its tax-exempt status. This bill says that if a nonprofit provides material support to a designated terrorist group, they will also lose that status. This bill and parts of this bill have received strong bipartisan support on multiple occasions from this Congress. H.R. 9495 passed unanimously out of Ways and Means in September by a vote of 38-0, including and with the support of Ranking Member Richard Neal, along with Mr. Doggett. The portion of this bill to terminate the tax-exempt status of nonprofit organizations supporting terrorist groups, H.R. 6408, led by my fabulous colleague Representative Kustoff, also passed unanimously out of Ways and Means last year as a standalone bill by a vote of 41-0, and the House passed it overwhelmingly by a vote of 382-11. That is resounding, in my book. Legislation preventing the IRS from imposing fines and tax penalties on Americans held hostage upon their return was approved by unanimous consent in the Senate. It is shameful that Democrats who supported this commonsense position are now opposing it and citing the election of President Trump as the reason and also manufacturing concerns about the targeting of nonprofits' tax-exempt status for unrelated purposes. I want to clarify, Treasury can only revoke tax-exempt status under this legislation if the nonprofit in question is providing material support to terrorist groups designated under longstanding statutory standards. There are no changes to those standards or the executive branch's ability to make those designations. There is even an opportunity to cure included in this bill where the organization can make reasonable efforts to recoup funds given to the terrorist organization--imagine that--given to a terrorist organization and certify in writing to Treasury that they will not provide any further support to said organization and they will not lose their nonprofit status. Organizations abusing tax-exempt status to funnel money to terrorist organizations has been a pervasive issue, which was exposed by Chairman Smith's ongoing investigation into various nonprofit groups' ties to foreign terrorist organizations. This is a crucial time for Congress to act and to make it clear that we stand for our fellow citizens who have endured unthinkable circumstances abroad, like my constituent, Ryan Corbett of Dansville, New York. He is husband to Anna, and he and his wife are the parents of three children, Ketsia, Miriam, and Caleb. Today marks the 834th day since he has been wrongfully detained by the Taliban in a 9-by-9-foot cell. It is a tragic situation. In closing, I urge my colleagues, especially my Democratic colleagues, not to put their hatred of President Trump and I daresay Trump derangement syndrome--by the way, there is no vaccine and no cure that we know of right now for that, which is obvious from what we are seeing on the other side--and let's not put the needs of terrorist adversaries ahead of helping American hostages and their families and stopping the flow of cash to terrorists that are actively working to harm the United States, by supporting H.R. 9495. Mr. Speaker, I urge my colleagues to grab some common sense and allow this bill to pass and put some relief finally in the hands of the people who greatly need it, those in harm's way.

RECOGNIZING NEW YORK STATE PURPLE HEART TRAIL2024-11-21

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, New York has a long and distinguished history of supporting our servicemembers and veterans, from the battlefields of the Revolutionary War to those serving today at Fort Drum and Niagara Falls Air Reserve Station. It is our duty to honor these courageous individuals in New York-24. We especially remember the members of our armed services who have been wounded in combat and awarded the Purple Heart, a symbol of the highest form of service and sacrifice to our country. The Purple Heart Memorial in Niagara County and the Purple Heart Municipalities along the United States Purple Heart Trail help ensure that their bravery is recognized and preserved for generations. Today, I rise to advance these efforts by officially proclaiming New York's 24th Congressional District as a Purple Heart Congressional District. This designation will place New York-24 on the New York State Purple Heart Trail, preserving the legacy of Purple Heart recipients for generations. It is a tribute to the exceptional men and women who have sacrificed for our Nation and a reminder to never forget the true cost of freedom.

STOP TERROR-FINANCING AND TAX PENALTIES ON AMERICAN HOSTAGES ACT2024-11-12

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise in support of Stop Terror-Financing and Tax Penalties on American Hostages Act, H.R. 9495. The intent of this bill is simple, no American who has suffered the injustice of wrongful detention or hostage taking by our adversaries should return home to face penalties and interest from their own government. Under current tax law, individuals who have been held against their will can be subject to late tax payment penalties and interest after returning home from captivity. Not only does this defy common sense, it defies compassion. This is an obvious flaw, and it only worsens the trauma of individuals and families who have already faced extraordinary challenges. In addition to righting this egregious wrong, the bill revokes the tax-exempt status for organizations found to be supporting these terrorist groups; by the way, an initiative that passed unanimously in the House Ways and Means Committee. Contrary to what some of my colleagues across the aisle believe, the American people do not want hard-earned tax dollars to be funneled to terrorist organizations. Numerous House Ways and Means Committee investigations have uncovered evidence that groups like Samidoun, for example, are actively laundering funds through nonprofit organizations to terrorist organizations. This comes at an important time as last month marked 1 year since Hamas' brutal attack on Israel, with many hostages currently being wrongfully detained at the hands of designated terrorist groups like Hamas. The Stop Terror-Financing and Tax Penalties on American Hostages Act would ensure that American hostages, wrongful detainees, and their families are not further burdened with tax penalties and interest for circumstances beyond their control. While I am thankful that we are taking a pivotal step today to correct this injustice, we must continue to fight to secure the release of Americans being illegally held abroad like my constituent, Ryan Corbett, a wonderful husband and father from Dansville, New York, who remains wrongfully detained by the Taliban. Ryan Corbett has been wrongfully detained by the Taliban for 825 days, being held in a 9- by 9-foot basement cell without regular access to a bathroom, sunlight, or medical care. Ryan's health is deteriorating quickly, and the situation is dire. I urge President Biden and Secretary Blinken to do everything in their power to bring Ryan home and reunite him with his amazing wife, Anna, and their three beautiful children, Ketsia, Miriam, and Caleb. Mr. Speaker, I thank Chairman Jason Smith, Speaker Mike Johnson, and Leader Steve Scalise for bringing this important bill to the floor. I also note that this bill passed unanimously out of the House Committee on Ways and Means, including with the support of Ranking Member Richie Neal. Mr. Speaker, I ask my colleagues to support the Stop Terror-Financing and Tax Penalties on American Hostages Act to send a clear message that we stand by our fellow citizens who have endured unthinkable consequences abroad.

ANTI-BDS LABELING ACT2024-09-18

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise in support of my bill, H.R. 5179, the Anti-BDS Labeling Act. The Anti-BDS Labeling Act would codify the Trump administration's 2020 U.S. Customs and Border Protection rule titled: ``Country of Origin Marking of Products from the West Bank and Gaza.'' In 1997, the Palestinian Authority requested that the U.S. require all goods made in Judea and Samaria, and Gaza to be labeled as ``Made in West Bank/Gaza.'' This not only recognized Judea and Samaria, and Gaza as one territorial unit, which is inaccurate, but also failed to recognize that areas of Judea and Samaria are governed by Israel and the Palestinian Authority. The Trump administration's rule required goods made in Area C of Judea and Samaria, which is fully controlled by Israel under the Oslo Accords, to be labeled as ``Made in Israel.'' Under this rule, goods made in Palestinian Authority-controlled Areas A and B of Judea and Samaria to be labeled as ``Made in West Bank.'' This rule appropriately recognizes the different governing authorities of various areas of Judea and Samaria, as well as ensuring that Gaza and Judea and Samaria are recognized as two different political areas. The Anti-BDS Labeling Act would codify the Trump-era rule and prohibit Federal funds to be used by the White House or executive branch to alter the rule that is already in place. For years, the Boycott, Divestment, and Sanctions movement has sought to cripple the Israeli economy and impoverish individuals living in Israeli-controlled areas of Judea and Samaria, and Israel at large. The BDS movement has long targeted goods made in Israeli-controlled areas of Judea and Samaria, sometimes referred to by anti-Israel advocates as the ``occupied West Bank.'' I would like to remind individuals who use this ridiculous term that the Oslo Accords, as signed by Yitzhak Rabin and Yasser Arafat, divided Judea and Samaria into three areas, with Israel administering security control over 82 percent of Judea and Samaria, and civil control of 60 percent of Judea and Samaria. This bill ensures that there is no distinction in labeling between goods made in Israel and Israeli-controlled areas of Judea and Samaria. During this difficult time, Congress must stand with Israel and support our greatest ally in the region, the lone beacon of freedom and democracy. I am grateful to Chairman Smith and all my Ways and Means Republican colleagues who are supporting this critical legislation, especially when it passed through the House Ways and Means Committee. We must stand with our greatest ally in the Middle East, Israel, and demand accuracy in the labeling of goods imported to the United States, as required by law. This legislation sends a very clear signal that we will not tolerate arbitrary differentiations in the labeling of goods from different parts of Israel. Whether a good is made in Tel Aviv, Jerusalem, Efrat, the Golan Heights, or Gush Etzion, it should be labeled as ``Made in Israel.'' This is not about political posturing as the ranking member in opposition says. This is about making sure that American citizens know that when they are purchasing a product in Israeli-controlled Judea and Samaria that they are purchasing a product that is made in Israel. There is nothing discriminatory about that. It is about preventing the erasing of the existence of Israel in this region of Israel. Mr. Speaker, I encourage all my colleagues to support this legislation. It is not political posturing. It is something to protect Israeli products, Israeli individuals who are producing these products and also to protect American citizens who would be purchasing this product and who get to make a decision about what they would choose to buy, whether it was made in Israel or not. They make that choice. That is something that all Americans are entitled to under this labeling act. Mr. Speaker, I encourage all my colleagues to support this legislation.

HONORING ANNIE NICKERSON, THE FIRST GOLD STAR MOTHER OF WORLD WAR I2024-09-17

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, today I rise to honor the remarkable legacy of Annie Nickerson, a figure of profound significance in American history and a poignant symbol of sacrifice during World War I. Annie Nickerson holds the distinguished title of being the first Gold Star Mother of World War I, an honor that reflects both her personal loss and her role in a broader national story. Annie's son, Alfred Nickerson, served valiantly in the U.S. Army and, tragically, lost his life in France during the Great War in 1918. His sacrifice, and that of many others like him, is memorialized through the Gold Star Mothers organization--a testament to the courage and resilience of families who have given their children in defense of our country. The Gold Star Mothers pin awarded to Annie Nickerson serves as a powerful symbol of her enduring strength and the ultimate sacrifice made by her family. Established in 1928, the Gold Star Mothers organization has been dedicated to honoring and supporting those who have lost loved ones in military service. This organization stands as a beacon of remembrance and respect, celebrating the valor of these families and ensuing that their sacrifices are never forgotten. Annie Nickerson's role as the first Gold Star Mother of World War I is a critical part of this legacy, representing the profound impact of these families on our nation's history. On September 28th, Niagara County will host a significant ceremony to honor and commemorate the contributions and sacrifices of Gold Star Mothers and their families. This event will serve as a poignant reminder of the sacrifices made by individuals like Annie Nickerson and her son, Alfred. It is a moment to reflect on the extraordinary courage of Gold Star Mothers throughout history and to celebrate their enduring legacy. As we approach this ceremony, it is important to remember the sacrifices of those who have given so much for our freedom. Annie Nickerson's story is a testament to the strength and bravery of Gold Star Mothers, and her legacy continues to inspire and remind us of the true cost of freedom. Her memory serves as a powerful symbol of the countless families who have experienced similar loss and continue to honor their loved ones with dignity and grace. I am honored to share this important reflection on Annie Nickerson's enduring legacy and the broader significance of the Gold Star Mothers. May we continue to honor and remember the sacrifices made by all Gold Star Families with the respect and gratitude they so deeply deserve.

HONORING EDWARD D. PETTITT, SR.2024-09-16

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise to honor and remember the extraordinary life of Edward ``Ed'' D. Pettitt, Sr. Born on June 27, 1961, in Newfane, NY. Ed was a man of deep conviction and unwavering principles. Raised on his family's farm, Ed's early years were steeped in the values of hard work, independence, and a deep connection to the land. He was the beloved son of George and Marion Pettitt, who instilled in him a commitment to family and community that would guide him throughout his life, A brilliant student, Ed graduated as valedictorian from Newfane High School in 1980. He then attended the State University of New York at Buffalo, where he earned a Bachelor of Science in Mechanical Engineering, graduating magna cum laude in 1986. His love of learning led him to further his education, obtaining a Master of Science in 1998, followed by a second Master's in Creative Studies from SUNY College at Buffalo in 2002. Ed's professional career was marked by innovation and excellence. Over his 35-year tenure at Mahle (formerly Delphi Harrison Thermal Systems), he earned more than 20 patents and was inducted into the Delphi Automotive Systems Innovation Hall of Fame in 1997. His dedication to his work culminated in receiving the prestigious 2013 ``Boss'' Kettering Award, and he retired as a Product Engineering Manager in 2020. However, Ed's legacy extends far beyond his professional achievements. He was a man deeply committed to First Principles Thinking--a philosophy that guided his approach to life, problem- solving, and civic engagement. Ed believed in the importance of returning to fundamental truths and using them as a foundation to build solutions, a method that influenced both his engineering work and his advocacy. Central to Ed's belief system was the conviction that natural rights--those to life, liberty, and property--originated not from any earthly government, but from our Creator. He held that these rights were inalienable and that governments were instituted among men to protect them, not to grant them. This belief fueled his passionate advocacy for the Second Amendment, as he viewed the right to keep and bear arms as a fundamental protection of these God-given rights. To safeguard these principles, Ed founded the Second Amendment For Ever (SAfE) organization in Niagara County. He was a staunch defender of the rights of responsible gun owners, believing that public safety and personal security were interdependent, both sustained by the individual's right to self-defense. Ed's commitment to this cause was rooted in his deepseated belief that the Second Amendment was essential to preserving all other freedoms. Ed also championed the rights of farmers and the agricultural community in Niagara County. Recognizing the challenges faced by rural areas under the current political system, he was a vocal advocate for Rural Electoral Equity. He argued that rural communities were politically disenfranchised, with power disproportionately concentrated in urban centers like New York City. Ed believed this imbalance undermined the principles of a republic, where all regions should have an equal voice in governance. His advocacy extended to challenging the 1964 Supreme Court ruling in ``Reynolds v. Sims,'' which mandated that Senate districts be apportioned based on population rather than by county. Ed contended that this ruling led to political gerrymandering that favored urban areas at the expense of rural communities, affecting key issues such as gun control, energy, land use, and criminal justice. Ed's vision was to make Niagara County a leading example of how rural areas could assert their rights and push back against state overreach. He worked tirelessly to build coalitions with other counties, strengthen local government, and create barriers to state infringement. As part of his efforts to support the agricultural community, Ed helped form the Niagara County Agricultural Rights Advisory Panel, ensuring that the voices of local farmers were heard and their rights protected. His contributions to the community were recognized through several awards, including the 2018 Ken Burner Memorial Award and the 2022 Oliver Jones Memorial Award Sportsperson of the Year from the Niagara County Federation of Conservation Clubs, Inc. Above all, Ed was a devoted family man. He married his high school sweetheart, Lisa (Bowers) Pettitt, in 1981, and together they raised four sons: Edward II, Jonathon, Michael, and Thomas. He was a loving grandfather to five grandchildren, with whom he shared his love of the outdoors, including fishing, camping, kayaking, and farming. Edward D. Pettitt, Sr. will be remembered as a man of integrity, a fierce defender of constitutional rights, and a tireless advdcate for rural communities. His legacy lives on through his family, his community, and the many lives he touched with his unwavering commitment to freedom, justice, and the principles upon which this Nation was founded.

END CHINESE DOMINANCE OF ELECTRIC VEHICLES IN AMERICA ACT OF 20242024-09-12

Ms. TENNEY

Ms. TENNEY. Madam Speaker, I thank the chairman for clarifying some of those very important facts. I rise in strong support of Congresswoman Carol Miller's H.R. 7980, the End Chinese Dominance of Electric Vehicles in America Act, which I was pleased to support when it passed out of the Ways and Means Committee this April. The bill addresses a significant oversight in the implementation of electric vehicle subsidies under the so-called Inflation Reduction Act. Let's also call it the Green New Deal, as many Democrats called it before it was even passed and signed into law. Carol Miller's bill, H.R. 7980, ensures that taxpayer dollars aren't used to subsidize the Chinese Communist Party, as they are in the Democrat's Green New Deal. The Biden-Harris administration failed in its implementation and opened the door for Chinese state enterprises to exploit these subsidies, undermining our national security and our economic interests all across the Nation. The Treasury's lenient regulations enable individuals and companies with indirect ties to the Chinese Communist Party to access our taxpayer-funded subsidies meant for American innovation and jobs in American businesses. This bill, Carol Miller's bill, closes two critical loopholes. First, the billionaire loophole, which allows wealthy Chinese businessowners to benefit from U.S. tax credits if they invest in American EV projects, will be eliminated under Carol Miller's bill. Second, the Chinese manufacturing loophole will be closed, stopping China and the Chinese Communist Party from using its dominance in the battery supply chain to qualify for electric vehicle credits. By supporting this bill, we take an important step in safeguarding American manufacturers, closing loopholes that benefit our adversaries, and standing firm against the Chinese Communist Party's influence and ability to dominate the American market. It is time for Congress to address the issues created by the Biden- Harris administration and keep American tax dollars out of the hands of the Chinese Communist Party. Madam Speaker, I urge my colleagues to support this vital act to safeguard American taxpayers, American innovation, and workers in America and stand up for American innovation and technological independence.

HONORING HARPOON EDDIE'S ON THEIR 40TH ANNIVERSARY2024-08-13

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to recognize the 40th anniversary of the Sylvan Beach New York eatery Harpoon Eddie's, and to recognize the contributions of Edward Stewart, Jr., and his wife Leslie Stewart, posthumously, to the Oneida Lake community. Furthermore, I commend the work of Eddie and Leslie's son, Edward (Rick) Stewart, III and his wife Wendy Stewart, who have continued the tradition of excellence through their commitment to service and the community. Eddie and Leslie Stewart were married on December 26, 1966, and founded Harpoon Eddie's in the summer of 1984. The Stewarts wished to expand Eddie's Restaurant, Inc., to include a separate location on the beachfront and thereby include the boating community. After years of success, they ultimately became co-owners and operators with their son, Rick. Harpoon Eddie's has remained a staple in the Oneida Lake community through the efforts of the Stewart family since its creation and continues to shine across generations. Eddie and Leslie's contributions to the residents are reflective of their personal initiative and drive to give back, values which are still evident in their business even after their deaths in 2020 and 2021, respectively. These values are kept alive through the efforts of Rick and Wendy Stewart, who now have sole ownership of the restaurant and ensure that it will continue to serve the community just as it has for the past 40 years. I urge my colleagues to take the chance to visit the incredible beauty of Oneida Lake and to stop by this incredible family business. Those who visit are welcome like family under the amazing hospitality of the people. It is my humble privilege to be part of the celebrations and traditions of the Sylvan Beach Community. Thank you to Rick and Wendy Stewart for their continued commitment to excellence and their loving memoriam of Edward Stewart, Jr. and Leslie Stewart.

RECOGNIZING THE 100TH ANNIVERSARY OF THE RANSOMVILLE VOLUNTEER FIRE COMPANY2024-08-06

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to extend my congratulations and recognize the Ransomville Volunteer Fire Company, which is celebrating 100 years of excellence. This outstanding achievement is marked by the Ransomville Volunteer Fire Company's commitment to providing safe, efficient, and effective emergency services to the Ransomville Community and surrounding communities in Niagara County, New York. The Ransomville Volunteer Fire Company is located in the hamlet of Ransomville in the Town of Porter, in Niagara County, New York. The fire company's stellar record of service began when it took on its first chartered members in March of 1924. At that time their first line of defense against fires was one hand drawn hose cart, which was popular among many departments in the early 1900s. Today, the fire company's 53 members are tasked with protecting local schools, government buildings, and several farms and annually respond to over 600 calls. The members are not only limited to fighting fires, but they are also called upon to respond to motor vehicle accidents, hazardous material incidents, and medical emergencies. Although times have changed for the members of the Ransomville Volunteer Fire Company, the call to tirelessly safeguard the lives and property of citizens remains the same. These courageous volunteers leave their jobs, their hobbies, and their families at a moment's notice to respond to danger and I cannot thank them enough for that. The residents who are served by the Ransomville Volunteer Fire Company can rest comfortably knowing they will receive the best possible assistance. I am pleased to congratulate the Ransomville Volunteer Fire Company for 100 years of protecting their community and recognize their continuing commitment to service.

HONORING DOROTHY LAWRENCE ON HER 95TH BIRTHDAY2024-07-25

Ms. TENNEY

Ms. TENNEY. Mr. Speaker, I rise today to recognize the astounding life of Dorothy Lawrence, who celebrates her 95th birthday this week. Dorothy was born on July 29, 1929, along with her twin brother Dick, on the Borden Farm in Wallkill, NY. She is the youngest of five children and spent her childhood on Borden Farms in Wallkill and Earlville NY, which her father managed. In 1947, she graduated from Earlville High School. The following year, Dorothy earned a business certification from the Central City Business Institute in Syracuse, New York. She worked as a secretary until she married her beloved husband, John, in 1955. Dorothy is a lifelong member of St. Malachy's Catholic Church in Sherburne, New York. Coming from a musical family, Dorothy has had a passion for singing all her life. When she was only four years old she and her twin brother sang ``Little Old Lady Passing By'' for a radio contest. In the 1960s, she helped found the Sherburne Community Chorus and was an active member until just recently. At the age of 95, Dorothy still enjoys music, attending local concerts whenever possible. Currently, Dorothy still resides in the same house that she and her husband built in 1955. She is a loving mother to four children with whom she spends time with nearly every day. She has ten grandchildren and seven great-grandchildren who she loves dearly, and she keeps informed about her many nieces and nephews as well. Dorothy is one of four surviving members of her high school class, and she has remained in contact with each of her former classmates since they graduated together in 1947. Dorothy is known by her family, friends, and other members of her community for her delicious apple pie. Dorothy Lawrence is an exceptional member of her community whose dedication and love for her family and community is truly inspiring. I am thrilled to recognize her for her many accomplishments and wish her a very happy 95th birthday.

DEPARTMENT OF THE INTERIOR, ENVIRONMENT, AND RELATED AGENCIES APPROPRIATIONS ACT, 20252024-07-24

Ms. TENNEY

Ms. TENNEY. Mr. Chair, I respectfully disagree with my colleague's interpretation of this bill. I can't think of anything worse than having people who are on an important mission working in the Department of the Interior or other agencies engage in partisan get-out-the-vote efforts, being at the polls, and helping people vote. That is not their job. That is the job of the States. Each one of the States is required under law to make sure to administer our elections, to be sure that we have one citizen, one vote, and that we have free and fair elections and access to voting. That is not the job of the Federal Government. In fact, Federal employees are prohibited from this kind of illegal activity under the Hatch Act. For that reason, I urge my colleagues to support this amendment and prohibit our dollars and our employees from being forced to engage in partisanship at the ballot box instead of working on keeping our communities safe and keeping our environment free from some of the interference that we are seeing from the Biden administration. Mr. Chair, I yield back the balance of my time.

Ms. TENNEY. Mr. Chair, I rise to offer my amendment No. 92 to the Interior appropriations bill to prohibit funding for President Biden's Executive Order No. 14019, titled: ``Executive Order on Promoting Access to Voting.'' This order requires Federal agencies to use their power, influence, resources, and Federal funding to enter into agreements with nongovernmental organizations to conduct voter registration and other mobilization activities. Mr. Chair, this executive order is nothing but a blatant attempt to transform the Federal Government into a partisan get-out-the-vote machine for Democrats. The Department of the Interior and the Environmental Protection Agency should be completely nonpartisan and should not be using taxpayer funds and resources to actively engage in get-out-the-vote operations that have nothing to do with the departments' core missions, not to mention the obvious mission creep and Hatch Act violations that this activity triggers. Mr. Chair, President Biden should not be weaponizing Federal agencies and the Federal Government, using American taxpayer dollars to manipulate and steer our elections in a partisan manner. Let me be clear. The Department of the Interior is actively carrying out Executive Order No. 14019. The Heritage Foundation has subpoenaed numerous documents and emails related to the Department of the Interior's implementation of this radical executive order, including this interim plan, which, for the record, is fully redacted. Mr. Chair, I wonder why the Department would fully redact this plan if it had nothing to hide. As the cofounder and chair of the Election Integrity Caucus, it is my privilege to introduce this amendment to restore transparency and confidence in our democratic process while keeping partisan Federal bureaucrats and the swamp, literally, from deliberately tipping the balance at the ballot box. I stand firmly behind the concept of one citizen, one vote, as enshrined in our Constitution. However, I do not support this blatantly partisan mobilization of the Federal Government for political purposes. The funds appropriated in this bill should be used as intended, such as to protect public lands for hunting and fishing, not implementing a partisan get-out-the-vote initiative using Federal dollars and Federal employees. Mr. Chair, I urge all of my colleagues to support this amendment, which will preserve election integrity and stop the Biden administration from transforming the Department of the Interior into a get-out-the-vote, partisan machine for the Democrats. Let's make voting great again. Mr. Chair, I reserve the balance of my time.

Ms. TENNEY. Mr. Chair, I have an amendment at the desk.
