RECOGNIZING THE FRISCO CHAMBER OF COMMERCE2019-12-09
Mr. TAYLOR
Mr. TAYLOR. Madam Speaker, today, I rise with my fellow Texas Congressman, Dr. Burgess, to congratulate the Frisco Chamber of Commerce on earning a 5-Star Accreditation from the United States Chamber of Commerce. Frisco is home to some of the most innovative and booming businesses in Texas and throughout the entire country. Partnering with approximately 1,300 member businesses who represent more than 75,000 employees, the Frisco Chamber of Commerce goes above and beyond to provide the business community with a powerful voice through its advocacy efforts and partnerships. The Frisco Chamber received the highest accreditation awarded by the U.S. Chamber as a result of their effective organizational procedures and community involvement. After earning this accreditation, the Frisco Chamber is now among the top two percent of Chambers in the nation to receive this Prestigious designation. I ask my colleagues in the House of Representatives to join me in congratulating the Frisco Chamber of Commerce on this tremendous achievement.
DEPARTMENT OF HOMELAND SECURITY OFFICE OF CIVIL RIGHTS AND CIVIL LIBERTIES AUTHORIZATION ACT2019-12-09
Mr. TAYLOR
Mr. TAYLOR. Mr. Speaker, I thank my colleague from Texas' Ninth District for his work on this piece of legislation. I rise in support of H.R. 4713, the Department of Homeland Security Office of Civil Rights and Civil Liberties Authorization Act. Every day millions of Americans interact with officials and representatives of the Department of Homeland Security, most frequently at airports across this country. In fact, the Transportation Security Administration screens approximately 2.2 million passengers every single day. Last year, TSA screened over 813 million individuals. With more than 240,000 dedicated DHS employees working hard every single day--and I mean every single day; they do not take a day off, the Department of Homeland Security-- they are keeping our Nation safe. While there is no doubt that this is a massive undertaking, we must also work to ensure the civil rights and liberties of every single American are upheld by the Department of Homeland Security. H.R. 4713, the bill before us today, safeguards the civil rights of Americans by increasing accountability and transparency. Just as the dedicated men and women who work to protect our homeland, ensuring the constitutional rights of all Americans are protected is critically important for us to maintain a free society. Increasing transparency and accountability is not a partisan issue, and I urge my colleagues to vote in favor of H.R. 4713.

RECOGNIZING COLLIN COUNTY ORGANIZATIONS WORKING TO END HUNGER AND HOMELESSNESS2019-11-20
Mr. TAYLOR
Mr. TAYLOR. Madam Speaker, each year during the week prior to Thanksgiving, communities across the country come together to bring awareness to the problems of hunger and homelessness. Today, I want to recognize the Collin County organizations working to end hunger and homelessness throughout our community. Today, there are nearly 42 million Americans facing hunger and on any given night, more than 194,000 people will sleep on the street. While these numbers are sobering, we are incredibly grateful to those in our community who work so hard to ease the suffering of others. Organizations such as the Collin County Homeless Coalition, Family Promise of Collin County, North Texas Food Bank, Minnie's Food Pantry, and Hope's Door New Beginning Center, Allen Community Outreach, and many, many others work year-round to take care of those less fortunate. Through these organizations, volunteers, businesses, and faith communities come together to provide necessities like shelter and nutritious meals. They go above and beyond to ensure those in need have access to basic medical care and hygiene products and even provide job training and placement resources to those struggling with homelessness. As we approach the holidays, let us not only remember and support those facing hunger and homelessness, but also those in our community who give so much for their fellow man.

HONORING RICK PERRY2019-11-18
Mr. TAYLOR
Mr. TAYLOR. Mr. Speaker, I rise today to give my well-wishes to Governor Rick Perry. I think a lot has been said about his career, so I will just share a few stories about him. I was in the Texas House chamber when he gave his farewell address, and he noted that he had served his first three terms in the Texas House as a Democrat and had changed parties to become a Republican to run for Texas Agriculture Commissioner. His comment was, ``I probably made both parties happy,'' when he made that change, which I think was a pretty funny comment. It certainly brought down that house. I got to know Governor Perry when he was Agriculture Commissioner. I had just graduated from high school, spent a gap year, spent some time, in Austin, and I had the privilege of working for him as an intern in his Intergovernmental Affairs Department. There, I learned that to craft good policy, it takes time, effort, focus, and hard work. I worked with him on NAFTA. I worked with him on aquaculture. I worked with him on high-speed rail, where he asked me to go back and double-check the numbers to make sure that he was making the right decision when he became the first statewide elected official opposing high-speed rail in Texas. I was certainly a beneficiary, having represented Collin County for almost a decade, for what Rick Perry has done for the Texas economy. Between 2007 and 2014, in that 7-year period, Texas created 1.4 million new jobs, more than the entire country combined. Clearly, Rick Perry's efforts to keep taxation low, keep regulation reasonable, and keep litigation at a minimum, those three things that he drove over and over and over again--I think we can all remember how many times he said that, whether it was on the stump, whether it was in legislation, that he was trying to get these three things done, and how successful our State has been as a result of that. I will also share that Governor Perry had a special knack. He was a very smart man in many ways. The very first bill I filed in the Texas Legislature was a bill to increase military voting. This bill was something that I knew the Governor cared about because his staff would ask about it occasionally. I remember the second to last day in the legislative session of 2011. I was literally walking across the floor of the Texas House, holding the bill in hand. I saw Governor Perry out of the corner of my eye, and he actually reached over and grabbed me, and he said: Where's my bill? I said: The bill I am holding, Governor? He said: Good. Go get it filed with the clerk. And I went in and filed it. It was that kind of ability to know intuitively what he needed to focus on and how he needed to focus on it that I think made him such an effective leader and one that we all respect. We are so grateful for Governor Perry's service. We are so grateful that Anita would lend him to us and for the service that he has given to our State and to our Nation. We are all truly grateful for him. Mr. Speaker, I say to Governor Perry: Partner, we will see you over the next ridge.

RECOGNIZING TORNADO RECOVERY VOLUNTEERS2019-10-30
Mr. TAYLOR
Mr. TAYLOR. Madam Speaker, I rise today to recognize the efforts of countless volunteers and public servants across North Texas who help ease the burden of last week's tornadoes. When natural disaster strikes families suffer. It takes a strong community to bring hope out of the wreckage. Communities with solid foundations do more than just rebuild homes, businesses, and schools, but also help relieve heartache that follows catastrophic loss. Countless faith-based and non-profit organizations, including the Network of Community Ministries, American Red Cross of North Texas, and Texas Baptist Men have risen to meet the needs of our community. Alongside partners such as Atmos Energy and Oncor Electric, they have started the arduous process of helping rebuild our communities. Likewise, city leaders including those in Richardson and Dallas have banded together to show support and provide valuable resources proving once more, we are always stronger together. I ask my colleagues in the House of Representatives to join me in thanking volunteers and leaders throughout our region, not only for helping to bring relief to those who have been displaced from their homes and schools, but also for providing hope.

Mr. TAYLOR
Mr. TAYLOR. Madam Speaker, today, it is my privilege to honor twelve distinguished military veterans from Texas' Third Congressional District who answered the call to serve their Nation honorably, both in uniform and following their return to civilian life. The recipients of the 2019 Congressional Veteran Commendation exemplify the time-honored qualities of patriotism, service before self, and bold leadership. Following their time in service, their efforts in our community have earned these fine individuals recognition as the recipients of this prestigious commendation. Their stories of sacrifice will encourage future generations to pursue a life dedicated to the very values we cherish as Americans: faith, freedom, and democracy. One such hero is Corporal Ronnie ``RD'' Foster of Anna, Texas. Corporal Ronnie Davenport Foster, known to his friends as ``RD'' served in the United States Marine Corps from 1966 to 1969. Originally from Farmersville, Texas, as the son of a WWII veteran, Ronnie's sense of patriotism was developed early on. Shortly after graduating from high school, RD would be assigned to the 1st Force Logistics Command driving resupply and gun trucks out of Da Nang, Vietnam in 1967 as a part of the ``Rough Riders'' motor transport Battalion. For his efforts, RD was awarded the National Defense Service Medal, Vietnam Service Medal, Good Conduct Medal, and Rifle Sharpshooter Badge. In the decades that would follow, RD pursued a music career as a singer songwriter and worked as a tour bus operator for famed musicians and performers. In an effort to recognize the patriotism of our Vietnam Veterans who were often shunned upon their return from service, RD organized a concert to raise awareness and funds for the Texas Vietnam Veterans Memorial in Fair Park in the 1980s. Later, RD would embark on an extensive mission to identify all the men and women from Collin County who died while serving our Nation going back to the Great War. Upon conclusion of his painstaking research efforts, he would lobby local governmental entities and spearhead a fundraising effort to construct a Veterans Memorial to remember and honor the legacies of our fallen warriors from Collin County. In response, the City of McKinney created the Armed Services Memorial Board, of which RD was a founding member. The result was the Collin County Veterans Memorial, which was dedicated in November 2011. Further in 2013, RD cofounded the Collin County Fallen Warrior Portrait Project which has resulted in 70 portraits of fallen warriors on permanent display at the Collin County Courthouse. Corporal Foster would also organize the efforts to rename Courthouse to the Russell A. Steindam Courts Building in honor of the posthumously awarded Medal of Honor recipient. Foster's recognitions include Patriot of the Year by the Texas Veterans Commission and recognition as a recipient of the Distinguished Citizens Medal from the Daughters of the American Revolution.
