Mr. VARGAS

Mr. VARGAS. Mr. Speaker, I rise today to honor Chief Petty Officer Ivan Rosario, an outstanding veteran, who served our Nation in the United States Navy for more than 17 years. Chief Rosario was born in Arkansas and spent much of his childhood abroad in Puerto Rico. He grew up with his five siblings, and as many military families do, moved to a new home depending on military orders. His father was a long-time servant in the United States Army and deployed to Vietnam numerous times. Chief Rosario followed both his father's and brother's footsteps and initially joined the United States Army at the young age of 17 years old. He was stationed in Germany for three years, and when he returned, he realized the difficulty of pursuing a career without a high school diploma. He searched for options, and after going to the United States Navy Recruiting Center, he found his true calling to continue serving his country. Chief Rosario dedicated 17 years of service with the United States Navy. He served as a Radar Systems Operator and completed several WestPac Tours overseas. Chief Rosario was on active duty, while he and his spouse raised two children. As a dedicated family man, he continues to support his family and our country by working with his wife's former students, who have expressed an interest in joining the U.S. military. He earned his High School GED in his first year as a sailor. Early on, he had a keen interest in cutting-edge technologies used on U.S. Navy ships. He achieved a college degree using the GI Bill, and he went on to receive both his bachelor's degree in computer science and a master's degree in computer technology. Chief Rosario's academic achievements led to mentorship opportunities for others, and he earned rank as a Chief Petty Officer in the U.S. Navy. Chief Rosario has served the local community, volunteering at Sunset Elementary School in San Ysidro, California, and other schools. He has worked with students during special school assemblies and has helped them with their technological needs. RECOGNIZING MS. MARIA ROSALES, OUTSTANDING COMMUNITY MEMBER IN THE 52ND CONGRESSIONAL DISTRICT2023-11-29

Mr. VARGAS

Mr. VARGAS. Mr. Speaker, I rise today to honor Ms. Maria Rosales, an outstanding community member and small business owner. Her journey to the United States was challenging, as she faced a treacherous route while sustaining her basic needs and facing the fear of the unknown. Ms. Rosales came to the United States on this journey from Mexico when she was only 16 years old, alongside her sister and her sister's husband. Maria met her husband here in the United States in 1987, and in 2011 they were both granted citizenship. This allowed them to get one step closer toward achieving their American Dream. Ms. Rosales' first job as a nanny paved the way to her newfound passion for taking care of children--and she grew this passion enough to also help others. In 2019, while many parents within her community were having a tough time finding the proper care and attention that their children needed, Maria stepped up to provide a safe and loving place to leave their children while they work. Her commitment led her to an opportunity to complete a childcare class with the San Diego & Imperial Women's Business Center, which is an 8-week accelerator program to become an in-home family childcare facility. She was determined to be the best at what she does, and she took classes in marketing, finance, and other courses to start her own business. This training provided her with the tools to develop a safe space for children where they can develop their academic and socio-emotional abilities. Ms. Rosales opened Vienna's Daycare, a home daycare, where children are encouraged to reach their developmental milestones that help them succeed in the future. Ms. Rosales continues to be a beacon of light for those who aspire to take their passion and apply it toward valuable community service. Ms, Rosales was honored as the 52nd District Constituent of the Month, during National Women's Small Business Month in October, for her admirable commitment to supporting families and parents, and for her unwavering strength, which will inspire others for generations to come.

PROVIDING FOR CONGRESSIONAL DISAPPROVAL OF THE RULE SUBMITTED BY THE DEPARTMENT OF LABOR RELATING TO "PRUDENCE AND LOYALTY IN SELECTING PLAN INVESTMENTS AND EXERCISING SHAREHOLDER RIGHTS"2023-02-28

Mr. VARGAS

Mr. VARGAS. Mr. Speaker, many times, things around here get topsy- turvy. We have a group here involved in an anticapitalist crusade against free-market principles, attempting to prevent financial institutions from allocating capital in accordance with investors' preferences and risk management priorities. Under their proposed resolution, investment advisers can no longer consider environmental, social, and governance factors that materially impact a company's performance and bottom line. That means that your hard-earned dollars cannot be adequately invested because you, the American worker, are now exposed to greater risk. It is interesting it doesn't say that you must invest in ESG. All that the Biden administration says is that you can if you want to. Whatever happened to capitalistic ideals that you should be able to invest in what you want? You are trying to force people to say: No, you cannot invest looking at a strategy of ESG. That doesn't make any sense at all. It doesn't make any sense at all. It is anticapitalistic. It is antimarket. We should not support this resolution.

Mr. VARGAS

Mr. VARGAS. Madam Speaker, I rise today to honor the late San Diego Police Department (SDPD) Detective Jamie R. Huntley-Park. A San Diego native, Detective Huntley-Park grew up in the La Jolla area, where she excelled as a hockey player, going on to play at Elmira College (EC) in New York. At EC, Detective Huntley-Park was a four-year letter winner on the women's ice hockey team. She helped the EC Soaring Eagles win two Eastern College Athletic Conference West titles and reach the National Collegiate Athletic Association Division III Tournament three times, including a runner-up finish as a senior in the 2009 national championship game. Detective Huntley-Park was honored as a member of the All-ECAC West Second Team after scoring a career-high 40 points (19g-21a) in her senior season. She also spent two seasons as an outfielder on the softball team. As a sophomore in 2007, Detective Huntley-Park started 18 games and recorded nine hits, 14 runs, and a team-high eight stolen bases. Additionally, Detective Huntley-Park earned a master's degree in Criminal Justice. In 2012, Detective Huntley-Park enrolled as a recruit in the San Diego Police Academy. It was there where she would meet her future husband, and fellow recruit, SDPD Detective Ryan Park. They married in February of 2016 and were both promoted to homicide detectives on the same day two years later. Detective Huntley-Park went on to work in the SDPD Southern Division, her husband, Detective Park, in the SDPD Homicide Unit. Amongst her peers, Detective Huntley-Park was tremendously respected. Her rapid ascent to a homicide detective in the department's Southern Division was a testament to her ability as an officer as well as her desire to serve the public. She gracefully and diligently upheld this promise to her community until her End of Watch on June 4, 2021. Detective Huntley-Park also gave back to her community through the sport she loved, coaching and refereeing girl's hockey during her free time. She was a referee for USA Hockey, the International Ice Hockey Federation, and the National Women's Hockey League. She was a role model for many girls and young women in Southern California, she coached several age groups in the San Diego Angels and Jr. Gulls programs. Detective Huntley-Park also made history as part of the first-ever all-female officiating crew for the 2021 National Women's Hockey League (NWHL) season. As an official, Detective Huntley-Park had worked for the NWHL since its inaugural season in 2015. She also gained significant experience in big games on the international stage. She officiated three International Ice Hockey Federation (IIHF) Women's World Championships in 2015, 2016, and 2019, and, before her passing, bad been assigned to work the 2021 championship tournament in August. Detective Huntley-Park was a giving community member who will be remembered for her selflessness and positive character. Sadly, both Detective Jamie R. Huntley-Park, and her husband Detective Ryan Park, were killed when their department vehicle was struck head-on by a wrong-way driver. Detective Huntley-Park is survived by her parents, Edward and Cherisse. Detective Park is survived by his mother, Lana; brother, Justin; and father, Richard. On behalf of the residents of California's 51st Congressional District, I would like to express my deepest condolences to the family of Detective Jamie Huntley-Park.
