EXPRESSING UNWAVERING CONFIDENCE FOR UNWAVERING AMERICAN TROOPS2006-06-07

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, every day, U.S. troops risk their lives in Iraq to perform a mission which improves the national security of our country. Their sacrifices are immeasurable and these brave men and women remain dedicated to facing terrorists on the streets of Iraq so that we do not have to face them at home. Last week, I had the fortunate opportunity to visit Iraq for the sixth time. While visiting with military leaders, Iraqi government officials and U.S. troops, I was inspired to learn of the tremendous progress occurring throughout this new democracy. Iraqi security forces continue to gain greater control over their country. In only 7 months, these forces have expanded from two brigades and 19 battalions to 14 brigades and 57 battalions. As American troops and Iraqi security forces demonstrate strength on the battlefields of Iraq, we must also demonstrate our unwavering confidence in their mission for victory in the global war on terrorism. In conclusion, God bless our troops and we will never forget September 11.

EXPRESSING SUPPORT FOR THE MOX PROGRAM2006-05-24

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, during my service, I have worked with my colleagues from South Carolina and Georgia, especially Gresham Barrett and Charlie Norwood and our four U.S. Senators, to ensure a mixed oxide facility is built at the Savannah River Site. Two weeks ago, we were grateful when 396 Members of Congress voted for the defense authorization bill and approved a measure which funds and delinks the U.S.-Russia MOX programs. After celebrating this tremendous victory, we were extremely disappointed to learn that there is an effort to eliminate all funding for the MOX program. While I respect my colleagues, I strongly disagree with their decision and will continue to fight for this critical funding to be restored in the coming weeks. I believe the MOX program is the most viable way for America to reduce its excess plutonium supply, and we must move forward with our nonproliferation commitments as we end future storage in South Carolina. In conclusion, God bless our troops, and we will never forget September 11.

DELIVER ECONOMIC OPPORTUNITIES TO AMERICANS2006-05-23

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, 3 years ago, I visited the White House and witnessed President Bush sign several historic tax cuts into law. House Minority Leader Nancy Pelosi predicted that none of these cuts would create jobs, but we have actually seen 5.2 million American jobs created in only 2\1/2\ years. Additionally, our country has the lowest average unemployment rate in over four decades. By decreasing income taxes, doubling the child tax credit, reducing the marriage penalty, and creating new incentives for small businesses, Republicans have delivered tremendous economic opportunities throughout our country. Last week I was proud to visit the White House again to watch President Bush sign another law to help prevent tax increases upon American families. While Democrats have proposed to increase taxes by $772 billion, House Republicans will always fight to ensure that American families keep more of their own hard-earned income. In conclusion, God bless our troops, and we will never forget September 11.

SECURING OUR BORDERS2006-05-19

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, on Monday night, President Bush demonstrated his commitment to securing our country. By placing thousands of National Guard troops on our borders, he will help decrease illegal border crossings, stop drug trafficking, and prevent terrorism. As a veteran of the National Guard, I know our troops are well prepared to assist temporarily with this critical mission. In December, the House of Representatives passed legislation to prevent illegal crossings by addressing the hiring of illegals and gaining control of our borders. As the House and Senate now work to find a long-term solution to America's immigration problem, House Republicans will continue to fight to ensure securing our borders remains the first priority. We will resist any frivolous lawsuits and protect American families. In conclusion, God bless our troops and I will never forget September 11.

IRAQI TANK BRIGADE TAKES CONTROL OF TAJI2006-05-17

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, the American Forces Press Service recently reported that only 7 months ago, the Iraqi 2nd Brigade of the 9th Mechanized Division had no personnel, weapons, uniforms, housing or tanks. Since January, members of the U.S. Army's 7th Squadron, 10th Cavalry Regiment, have served as mentors, coaches and battle partners to the Iraqi Brigade. While fighting together against terrorists on the streets of Iraq, they have formed a strong partnership and greatly improved the brigade's ability to protect the lives of citizens and create a civil society in Iraq. Today, the 2nd Brigade is now ready to defend 150 square kilometers of the region. As these brave Iraqi soldiers begin to fulfill this important responsibility, I believe we should recognize this clear sign of progress in Iraq. I am especially proud of the U.S. troops who trained and equipped Iraqis to serve their own country. By confronting terrorism in Iraq we are protecting American families at home. In conclusion, God bless our troops, and we will never forget September 11.

RECOGNIZING ELIZABETH STEPP2006-05-16

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Speaker, thousands of high school students across America are participating in Poetry Out Loud, a national competition which helps students master public speaking skills and learn about their literary heritage. On April 8, Elizabeth Stepp proudly represented Richland Northeast High School in the 2006 National Endowment for the Arts South Carolina Poetry Out Loud State Competition. After performing poetry before Poet Laureate Marjory Wentworth and Kwame Dawes, founder of the South Carolina Poetry Initiative, Elizabeth was awarded the South Carolina State Championship. Tonight Elizabeth will represent South Carolina in the Poetry Out Loud National Finals held at the Lincoln Theater in Washington. As she prepares for this exciting event, I would like to recognize her tremendous accomplishment and wish her best wishes for continued success. In conclusion, God bless the memory of Congressman Sonny Montgomery, God bless our troops, and we will never forget September 11.

REPUBLICANS CREATE OPPORTUNITIES2006-05-11

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, since 2003, the Bush tax cuts have helped all Americans by creating over 5.2 million jobs, reducing the unemployment rate to the lowest average in three decades, and growing the economy at a record pace. Thanks to the Home Builders Association, there is record homeownership. Although Democrats have seen American families benefit from lower taxes, they continue to obstruct opportunities. Yesterday, House Democrats stuck to their tax-and-spend strategy. When the House considered the tax reductions yesterday, 185 Democrats voted against this critical legislation. By voting against this bill, they clearly signaled their support for raising taxes on American families, American small businesses, and American investors. Fortunately, House Republicans voted for this legislation so that Americans, not the Federal Government, have control over their hard- earned incomes. By passing this bill, we have helped create and ensure that our economy continues to grow, creating opportunities. In conclusion, God bless our troops, and we will never forget September 11.

NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 20072006-05-10

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Chairman, although I am not opposed to the amendment, I request unanimous consent to claim the time in opposition.

Mr. WILSON of South Carolina. Mr. Chairman, thank you, and I appreciate your leadership and the cooperation of Ranking Member Ike Skelton for developing the Defense Authorization Act. I am grateful that both of you have had family members as service members overseas in the global war on terrorism. My support of this bill is as a Member of Congress, very proud to represent Fort Jackson, the Marine Air Station at Beaufort, Parris Island, the Beaufort Naval Hospital. Additionally, I am very grateful to have a background as a veteran of the National Guard for 30 years, but I am particularly proud, as the chairman has referenced, that in August my fourth son will be serving in the military of the United States. So our family is very, very proud of what the military means in protecting American families. Mr. Speaker, in 2000, leaders from Russia and the United States announced a strategic agreement designed to dispose of tons of surplus weapons grade plutonium by turning it into mixed oxide, MOX, fuel for use in existing commercial nuclear reactors. After this agreement was announced, the Savannah River Site near Aiken, South Carolina, which is located in the district I represent and Representative Gresham Barrett, was chosen to fulfill the U.S. side of this important mission. Throughout the past 6 years, our country has demonstrated that we are ready to move forward with our part of the nonproliferation agreement. Last week, my colleagues on the committee, with the leadership of Chairman Terry Everett, supported the amendment to delink the U.S. and Russia MOX programs to ensure that the pace of the Russia MOX program will not dictate the progress of the U.S. MOX program. Described by CQ Today as perhaps the most significant amendment adopted at Wednesday's markup, this provision enables SRS to immediately begin construction of a MOX facility. We remain confident that our progress will encourage Russia to proceed with the same momentum. In addition to fulfilling our agreements to nuclear nonproliferation, this crucial piece of legislation will help create hundreds of jobs in South Carolina and Georgia. By passing the National Defense Authorization Act, Congress will continue to lead the effort to reduce our excess plutonium supply. I urge my colleagues to support passage. In conclusion, God bless our troops, and we will never forget September 11.

Mr. WILSON of South Carolina. We can share this together, because I have visited the shores of New Jersey and I invite you to visit the beaches of South Carolina. This is so important. In addition, I would like to point out that what you are proposing indeed would provide valuable information concerning the situation of military munitions disposal. It is really reassuring to know now how we have modern disposal methods. My oldest son served for a year in Iraq. He had been trained for munitions collection and ultimate destruction of munitions. It is done now, obviously, with the intent of protecting the environment of the country in which they are located and to protect our troops, protect American families. Madam Chairman, I yield back the balance of my time.

Mr. WILSON of South Carolina. I am very happy to join with my colleague from New Jersey, and I share the same surprise as he that the accepted means of disposal of military munitions was to dump them off the coast. I appreciate your efforts. I appreciate the efforts of our colleague, Congressman Abercrombie of Hawaii, to raise this issue. I know personally that I had the privilege of growing up in Charleston, South Carolina, right on the coast. I now represent many beautiful and pristine communities along the south Atlantic coast. These are areas crucial for homebuilding, which is the basis of our society. I want to do all I can to promote the homebuilding industry, the ability of people from New Jersey in particular to come down and visit some very beautiful resort areas of South Carolina.

AL QAEDA DISORGANIZATION2006-05-10

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, earlier this week the Associated Press reported from Baghdad that recently discovered al Qaeda and Iraq documents demonstrate that the terrorists are ``concerned about disorganization within their cells in the capital area, with one extremist describing them as simply a `daily annoyance' to the Iraqi government.'' In one document, a terrorist complains that ``the Americans and the Iraqi government forces `were able to absorb our painful blows,' raise new recruits and `take control of Baghdad as well as other areas, one after the other.'' Another terrorist complained about ``the strength of brothers in Baghdad and is based mostly on car bombs and groups of assassins lacking any organized military capabilities.'' These documents demonstrate that courageous American troops and Iraqi security forces are breaking the will of the terrorists in Iraq to protect American families. In conclusion, God bless our troops. We will never forget September 11.

EMERGENCY SUPPLEMENTAL RESTRAINT2006-05-09

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, Webster's dictionary defines emergencies as serious situations or occurrences that happen unexpectedly and demand immediate attention. As Congress considers this year's emergency supplemental spending bill, I hope all of my colleagues will remember the definition of an emergency and support Majority Leader Boehner's strong efforts to ensure that we spend taxpayer money on America's most urgent needs. Last week I was proud when he clearly articulated that the House will not take up an emergency supplemental bill that spends $1 more than the President's budget request. By declaring that Congress will use this funding for troops' efforts in the global war on terrorism and rebuilding communities throughout the gulf coast, Majority Leader Boehner is leading House Republicans to rein in the Federal budget and spend taxpayer dollars wisely. As the budget process continues, I am confident that Majority Leader Boehner will continue to define the difference between irresponsible wishes and American emergencies. In conclusion, God bless our troops, and we will never forget September 11.

CELEBRATING PROGRESS IN THE U.S. MOX PROGRAM2006-05-05

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, in 2000, the United States and Russia agreed to dispose of surplus, weapon-grade plutonium by turning it into MOX fuel for use in existing, commercial nuclear reactors. South Carolina was thrilled when its Savannah River site was chosen to fulfill this important mission. While the United States has initiated its responsibilities, Russia's program has not proceeded as quickly. Yesterday, I offered an amendment to ensure that the pace of the Russia MOX program will not dictate the progress of the U.S. MOX program. The amendment also restores $34.7 million in funding for the construction of the MOX facility at SRS. By passing my amendment, my colleagues on the House Armed Services Committee have helped create hundreds of jobs in South Carolina and guarantee that our state will not become the permanent resting place for tons of plutonium. I will continue to work with my directly affected colleagues Gresham Barrett, and Charlie Norwood to support the Savannah River site as it moves forward with this important mission. In conclusion, God bless our troops and we will never forget September 11th.

ECONOMIC BOOM IN AMERICA2006-05-03

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, America's economy continues to surge ahead, delivering tremendous benefits to families throughout our country. Over the past 3 years, over 5.1 million Americans have found new jobs. I am glad that my visitors from Grace Christian School will enjoy expanded job opportunities, inspired by Jeanne Sleigher and Tim Stevens. While House Democrats ignore this continued job creation, it is obvious that the 2003 tax cuts were the true source behind the tremendous economic growth in our country. Last week, we witnessed another example of economic excellence in America. Last Friday, the Department of Commerce reported that the economy grew by 4.8 percent over the past 3 months, which is the fastest rate in 3 years. As Republicans finalize our plans to extend the 2003 tax cuts, I urge House Democrats to abandon their tax-and-spend plans. Instead of playing the politics of obstructionism, they should join Republicans in implementing meaningful tax reform. In conclusion, God bless our troops; and we will never forget September 11.

RECOGNIZING 58TH ANNIVERSARY OF INDEPENDENCE OF ISRAEL2006-05-02

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, I join in support of House Concurrent Resolution 392 which which I authored. In the wake of the Holocaust, the nation of Israel was established as a refuge for millions of Jews who survived horrendous crime crimes committed by the Nazis. Over the course of the next fifty-eight years, the people of Israel demonstrated the resiliency of the human spirit while overcoming tremendous obstacles. Their country now serves as a source of pride for the Jewish people and a strong partner in democracy with over 160 countries. Tdday, by recognizing the independence of Israel, commending our country' support for Israel, and encouraging our two countries to strengthen bilateral relations, Congress is clearly stating its confidence in the future of this great country. Israelis and Americans share mutual democratic values, and respect, and our countries are stronger when we work together. As citizens of both nations face similar enemies in the Global War on Terrorism, we must remain committed to a strong friendship which will protect both of our countries. As the people of Israel celebrate their 58th year of independence, I am honored to extend my warmest congratulations on this inspiring achievement. In conclusion, God bless our troops and we will never forget September 11th.

AMERICA'S ENERGY NEEDS2006-05-02

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, today, the average cost of a gallon of unregulated gasoline in Columbia, South Carolina, is 72 cents higher than the price of May 2005. Yesterday, I met with dozens of constituents at the West Metro Chamber of Commerce building who expressed their serious concerns about the rising gas prices and America's energy crisis. Fortunately, Republican leaders have announced a series of realistic, short-term steps to reduce the cost of gasoline. By opening up ANWR, banning price gouging, streamlining boutique fuels, and encouraging innovation for advancements in hydrogen technology, we are supporting realistic measures that will immediately help American families. As we continue to actively address America's energy needs, Minority Leader Pelosi and House Democrats should support this critical mission. Gas prices continue to soar, and our country cannot afford for Democrats to continue to support policies that restrict American energy supplies. In conclusion, God bless our troops, and we will never forget September 11.

BULGARIA'S BASES WELCOME U.S. MILITARY2006-04-27

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, The Washington Times reported this week that ``Bulgaria has agreed to open three military bases for permanent use by 2,500 U.S. troops who will be available for combat in the Middle East and other nearby regions.'' While this may be the ``first time Bulgaria has authorized the stationing of foreign forces on its soil in its 1,325-year history,'' this is not the first time Bulgaria has demonstrated its willingness to help our country in the Global War on Terrorism. Over 400 Bulgarian troops have bravely served alongside our troops in Iraq. Defense Secretary Donald Rumsfeld has been successful in recruiting allies. By welcoming U.S. troops to their bases, Bulgaria has once again helped our military forces fight terrorists in Iraq and Afghanistan so that we do not have to face them on the streets of America. As the Co-Chair of the Congressional Bulgaria Caucus, along with Congresswoman Ellen Tauscher, I sincerely appreciate our strong partnership with Bulgaria as a valued member of NATO which hosts today the NATO foreign ministers in Sofia including Secretary of State Condoleezza Rice. In conclusion, God bless our troops and we will never forget September 11th.

GEORGIA: AMERICA'S PROVEN ALLY2006-04-26

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Speaker, this week the House Democracy Assistance Commission, led by Chairman David Dreier, is hosting parliamentarians and staff from five emerging democracies. Last week, I welcomed the delegation from the Republic of Georgia, led by M.P. Nino Nakashidze, vice chairman of the Foreign Relations Committee. The delegation toured the Midlands of South Carolina, visiting the State House, the University of South Carolina, top international businesses, Fort Jackson, the Lexington Rotary Club and the Batesburg-Leesville Chamber of Commerce, coordinated by special assistants Walt Cartin and Jonathan Black. It is inspiring to meet fellow colleagues such as Georgia's, whose country has evolved from a repressed Soviet Republic to a vibrant democracy, promoting freedom with troops in Iraq and Afghanistan. The Republic of Georgia is an appreciated new ally of America, participating in the greatest spread of democracy in the history of the world. In conclusion, God bless our troops, and we will never forget September 11.

SALUTING THE LEADERSHIP OF SECRETARY OF DEFENSE DONALD RUMSFELD2006-04-25

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Speaker, as a 31-year veteran of the Army National Guard and the father of three serving in the military today, I greatly appreciate the military successes that have been achieved under the leadership of Secretary Donald Rumsfeld. Secretary Rumsfeld has worked tirelessly in the global war on terrorism and led our troops to liberate 25 million people in Afghanistan, defeat Saddam Hussein's enormous Army in 18 days, train over 250,000 Iraqi security forces, capture countless terrorists, and further the greatest spread of freedom in the history of the world. House and Senate Democrats promised a substantive national security policy over a month ago, but they continue to practice the strategy of retreat and defeat, which does not protect our country. Fortunately, Secretary Rumsfeld and the U.S. military remain committed to fighting terrorists in Iraq, Afghanistan and worldwide so that we do not have to face them on the streets of America. In conclusion, God bless our troops, and we will never forget September 11.

REPUBLICANS CREATE A RESPONSIBLE BUDGET FOR AMERICA2006-04-06

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, Congress is currently evaluating America's needs and trying to decide upon a budget that will responsibly provide for our Nation in 2007. We should approach this process with the same wisdom and self- restraint used by American families when they decide upon their budget. While we must provide for our needs, we must eliminate unnecessary government programs and prepare for emergencies. House Republicans are focused on strengthening our Nation's most critical programs, reforming the government, and spending taxpayers' dollars wisely. The Lexington County Chronicle is correct, that the money belongs to the people, not to the government. I am particularly proud of Chairman Jim Nussle's efforts to save $6.8 billion in spending and reduce the deficit by implementing commonsense reforms. Most importantly, we are taking immediate steps to ensure that the American economy continues to create jobs for American workers. In conclusion, God bless our troops, and we will never forget September 11.

SECURITY SUCCESS IN IRAQ2006-04-05

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Speaker, the American Forces Press Service reported on Monday that Iraqi and coalition forces have scored several successes against insurgent fighters, seizing weapons caches and capturing suspected enemies during missions over the past several days. From Karabilah to Ramadi, Iraqi troops and coalition forces have captured terrorists during raids and discovered weapons including hand grenades, rocket propelled grenade launch motors, sticks of plastic explosives, and AK-47 rifles. The Victory in Iraq Caucus is grateful to recognize their successes to protect American families in the central front of the global war on terrorism. With every terrorist they detain and each weapon they discover, Iraqi troops and American forces save lives and improve our security. The events over the past several days are commendable, but they are not unique. By facing the terrorists overseas, we are confronting mass murderers before they strike American families again at home. In conclusion, God bless our troops, and we will never forget September 11.
