INDIA-U.S. DEAL SIGNALS ENERGY SOVEREIGNTY2025-04-30

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, last week, Vice President J.D. Vance with his Indian-American wife Usha, achieved a global recalibration for energy independence meeting with America's appreciated ally Prime Minister Narendra Modi. It is an extraordinary recognition of the positive impact of Indian- Americans that the Second Lady of America is an Indian-American herself. American partnership has never been more important with the world's oldest democracy allied with the world's largest democracy. An excellent analysis of this energy achievement was provided in the daily Threat Status newsletter from The Washington Times on April 28, 2025, by Vijay Jayaraj of the CO2 Coalition in Fairfax, Virginia: opinion In a landmark move that may well redefine the future of U.S.-India trade relations and global energy geopolitics, Vice President J.D. Vance announced a new trade deal with India. The day after he met with Indian Prime Minister Narendra Modi on April 21, Mr. Vance said the two countries had ``officially finalized the terms of reference for the trade negotiation.'' The deal, initiated against the backdrop of President Trump's tariff threats, could be a masterstroke of economic diplomacy. Mr. Trump's announcement of a 90-day pause on reciprocal tariffs, which could have raised duties on Indian exports, gave India a window to negotiate. The energy economics of this deal and its potential to reshape the global market for fossil fuels are fascinating. In his announcement, Mr. Vance declared, ``We want to sell more energy to India and also help it explore its resources, including offshore natural gas reserves and critical mineral supplies.'' The arrangement could propel India toward its long-standing goal of energy surplus. This feat appeared daunting, perhaps impossible, against the nation's projections for a massive increase in demand, the fastest-growing among major economies for the next two decades. Let's get it straight: India has a long way to go before it even contemplates reducing its consumption of hydrocarbons. Even a middle-class Indian like me residing in a major city experiences power blackouts regularly, which is precisely why the nation has postponed net-zero ambitions to a distant 2070. Even the documents for the country's participation in the nutty United Nations Paris Agreement prioritize domestic energy security over international climate diplomacy. India's reliance on imported energy, which includes more than 85% of its crude oil and roughly 50% of its natural gas, poses a strategic vulnerability. The government aims to more than double natural gas' share of the energy mix to 15% by 2030. U.S. liquefied natural gas suppliers have surpassed the United Arab Emirates to become India's second-largest LNG supplier, trailing only Qatar. A key player in this unfolding saga is GAIL Ltd., India's state-owned natural gas company. On April 11, GAIL issued a tender to procure 1 million metric tons per annum of LNG from an existing or new U.S. LNG liquefaction project, with operations commencing by 2030. The agreement, potentially extendable by five to 10 years, signals India's commitment to U.S. supplies. GAIL had to stall a similar process in 2023 to buy a stake in a U.S. LNG plant after President Biden banned export permits for LNG projects. The ban was lifted only after the Trump administration returned to the White House. The timing of the upcoming deal is notable, strengthening India's position as a counterweight to China. The Quad alliance--comprising the U.S., India, Japan and Australia-- gains heft as India bolsters its energy security and economic clout. As Mr. Vance emphasized, the U.S. willingness to share technology and expertise could enhance Indian autonomy, reducing reliance on adversarial suppliers. This alignment is particularly crucial as China intensifies its trade outreach in Southeast Asia and seeks to blunt the effect of U.S. tariffs. The Western media will decry the expansion of fossil fuel trading as a climate catastrophe, as though that would resonate with a serious person. The U.S.-India deal wisely eschews climate moralizing and embraces a symbiotic truth: America's shale boom and India's hunger for energy perfectly match. This deal reaffirms energy sovereignty. Perhaps it marks the beginning of a global recalibration, in which nations rediscover the courage to assert their right to energy abundance and economic self-determination without apologizing to the corrupt and decrepit climate cartel of Brussels, Davos and U.N. corridors. May the new world order feature developing nations standing for their futures and rejecting the false campaign of planetary salvation.

SOUTH CAROLINA MANUFACTURING EXTENSION PARTNERSHIP2025-04-30

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, led by CEO Andy Carr, I am grateful for the South Carolina Manufacturing Extension Partnership, a vital public-private partnership that is essential for manufacturing in the Palmetto State. It provides strategies to improve profitability for job creation and bolstering national security. The partnership generated more than $7 billion for South Carolina over the last 3 years, working with over 550 companies. Over 80 percent of the manufacturers have fewer than 20 employees, and these manufacturers are the size that the South Carolina Manufacturing Extension Partnership is uniquely serving. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators puts all Americans at risk of more 9/11 attacks, imminent as warned by the FBI. Trump is reinstituting existing laws to protect American families with peace through strength, revealing war criminal Putin's lies, rigging the election in the Republic of Georgia against legitimate President Salome Zourabichvili. The fake Georgian regime has falsely smeared President Donald Trump as ``a tool of the deep state.''

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, since President Donald Trump was overwhelmingly reelected by mandate, he has been winning on behalf of American families. Today marks 100 days since the President took back the White House, and along with the Republican-led House with the leadership of Speaker Mike Johnson and the Senate, immediately began promises made, promises kept, delivering for American families. In just 100 days, the Trump administration has secured the borders, restored energy independence, begun peace through strength, and brought massive investments and jobs, making America competitive again. President Trump is keeping his promises to families, making the country strong, safe, and secure. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators puts all Americans at risk of more 9/11 attacks imminent, as warned by the FBI. Trump is reinstituting existing laws to protect American families with peace through strength, revealing war criminal Putin's lies with the fake cease-fire of May 8-10 for a military parade, insulting President Trump's good faith efforts for a real cease-fire.

PRESIDENT TRUMP'S ACCOMPLISHMENTS2025-04-28

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Madam Speaker, since President Donald Trump earned a mandate, he has been winning on behalf of American families. Among his achievements, President Trump announced illegal alien crossings hit a new record low, which is now 98 percent over last year. The latest inflation report showed consumer prices declined for the first time in nearly 3 years, including the largest monthly decline of prescription drug prices on record and plummeting gas prices. Inflation dropped for the first time in 17 months, and Trump deregulations are saving nearly $11,000 per family of four. A national emergency has been declared to protect American workers and to level the playing field for American businesses. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators put all Americans at risk of more 9/11 attacks imminent, as warned by the FBI. Trump is reinstituting existing laws to protect American families with peace through strength, exposing war criminal Putin's lies.

APPRECIATING THE UNITED WAY OF THE MIDLANDS2025-04-21

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, I am grateful to recognize the United Way of the Midlands on their 100th birthday. Founded in 1925 and now serving six counties in central South Carolina, the United Way of the Midlands continues to unite people and resources to improve the quality of life in the community. The United Way of the Midlands is a branch of the 135 year-old United Way which works to improve lives by mobilizing the caring power of communities to advance the common good. In the Midlands, this purpose is seen through tackling problems like homelessness, children's literacy, and lack of access to healthcare. In support of these initiatives, Ms. MacKenzie Scott donated a bountiful ten million dollars in 2020, and due to her generosity, the organization decided to make it their goal to match her donation. Proudly, United Way of the Midlands announced that upon reaching their 100th birthday, they have achieved that goal and matched her donation. Donations are distributed in the community to tackle issues such as affordable housing, improve workforce development, and encourage improvements in child literacy and Science, Technology, Engineering, and Math (STEM) studies. I am grateful for the commitment of the United Way of the Midlands to serve and better the people of South Carolina.

JUDICIAL ACTIVISM2025-04-09

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, since President Donald Trump achieved a mandate from the American people, leftist judges have imposed multiple nationwide injunctions against his administration exceeding their realm of power. Judges should not have the authority to unilaterally issue warnings that affect the entire Nation. Today, House Republicans will vote on the No Rogue Rulings Act introduced by Congressman Darrell Issa. This will put a stop to the dangerous judicial activism that is prohibiting President Trump from implementing his agenda for American families and for national security. This act will prevent partisan judges from abusing the Constitution and will uphold the system of checks and balances as stated in their granted authority. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators put all Americans at risk of more 9/11 attacks imminent, as warned by the FBI. PRESIDENT TRUMP'S RESPONSIBLE BUDGET2025-04-08

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, under the Biden-Harris administration, America experienced wasteful spending harming families and destroying jobs. This week House Republicans will consider the Senate version of the budget and set forth budgetary levels for 2026. Originally introduced by House Budget Chairman Jodey Arrington, this is essential for a single bill to enact the agenda of President Donald Trump. The budget resolution provides for Congress to secure the border, unleash American energy, prevent the largest tax hike in history, create jobs, and bring common sense back to government. Wasteful spending will be eliminated, putting the American people first. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators put all Americans at risk of more 9/11 attacks imminent, as warned by the FBI. STOPPING IRANIAN PUPPET HOUTHIS2025-04-07

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, the Houthi rebels are still a murderous puppet of Iran, the foremost state sponsor of terrorism in the world. After the December collapse of the murderous Assad regime in Syria, when he fled to Moscow, the Tehran regime retains two conspirators, Yemen and Iraq, both supported by terrorist militias armed by war criminal Putin. Sadly, Houthi terrorists have been gaining ground in Yemen and are possibly taking over oilfields which would provide them resources to support terrorism. The Houthi rebels are armed by war criminal Putin and will be stopped. Mr. Speaker, I am grateful that just days after President Donald Trump took office, he designated the Houthis as a foreign terrorist organization, as Houthis have attacked American ships. I am encouraged that the Trump administration is working with our regional partners, Saudi Arabia, the United Arab Emirates, and Oman, to stop Houthi aggression. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators put all Americans at risk of more 9/11 attacks imminent as warned by the FBI. Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, I am grateful that, last week, President Donald Trump signed an executive order that only American citizens vote in Federal elections with ballots counted on election day. This week, House Republicans will vote on the SAVE Act introduced by Congressman Chip Roy. This bill requires proof of citizenship for registration and removing noncitizens from the voter rolls. Under the leadership of President Trump, House Republicans can restore faith in elections. It is crucial for democracy that Americans trust the results. In conclusion, God bless our troops as the global war on terrorism continues. Open borders for dictators put all Americans at risk of more 9/11 attacks imminent, as warned by the FBI. Trump is reinstituting existing laws to protect American families with peace through strength. PROTECTING EDUCATION FOR AMERICAN FAMILIES2025-03-27

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, I am grateful that President Donald Trump, Secretary of Education Linda McMahon, and Congress are working together to return education to the proper original jurisdiction of the States. I support President Donald Trump's plan to eliminate the Department of Education, ensuring that education decisions are made by local elected school boards, putting students and teachers first. Additionally, South Carolina has the visionary leadership of the State Superintendent Ellen Weaver in the tradition of Dr. Barbara Nielsen. Additionally, House Republicans are protecting institutions of higher education by voting for the DETERRENT Act introduced by Congressman Michael Baumgartner. Foreign adversaries are targeting students by stealing research, limiting free speech, and pushing propaganda. As a cosponsor, I am grateful the act will reduce the foreign gift reporting threshold, close reporting loopholes, require disclosure of foreign gifts and contracts at research institutions, and hold private institutions accountable for their financial partnerships. EXPOSING BIDEN LAWFARE PERSECUTION2025-03-18

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, I am grateful to former Congressman Bob Livingston for courageously exposing the shocking mistakes and abusive lawfare of former Attorney General, Merrick Garland. Innocent Americans have been persecuted by the subversion of the Justice Department under the Biden Administration, beginning with the deranged, maniacal persecution of President Donald Trump. Under the Republican trifecta of the House, Senate, and Presidency, the Department of Justice and the Federal Bureau of Investigation will work on behalf of the people, not against them. American families can trust Attorney General Pam Bondi and FBI Director Kash Patel, both with proven records of professional competence. I include in the Record the following letter below, written by Bob Livingston to the Wall Street Journal, regarding his own experiences with former Attorney General, Merrick Garland and the Justice Department: ``Dear Mr. Attorney General, Your time in office won't run out a moment too soon. You will be remembered as a tool in the Democratic Party's strategy of misusing the Justice Department to visit injustice on innocent people with differing political views. I am a victim of your dysfunctional leadership, but unlike many of your targets, I have survived unscathed. I am 81. At the outset of my career, I enlisted in the U.S. Navy and sewed on active duty for two years, followed by an additional four in the reserves. When I returned to civilian life, I completed my undergraduate studies and law school. After some years of private practice, I successfully served as a prosecutor in three separate government offices. I was then elected to Congress, where I served for 22 years. Shortly thereafter I created and ran the Livingston Group, a lobbying firm. For 25 years we represented defense, education, energy, health and corporate clients of all kinds. We also represented international clients, private and sovereign, but only if we were assured their interests coincided with those of the U.S. In 2022 two Federal Bureau of Investigation agents came to my home in New Orleans and questioned me about incidents involving our representation of an international client in 2018. Having nothing to hide, I spoke with them for 2\1/2\ hours. I told them everything I could remember. I told them the truth. They quibbled with me about facts and reminded me of incidents that for whatever reason I couldn't recall. I have been interviewed by FBI agents in the past about varying matters under investigation, never about me, and I thought this no different. I was given to believe that they were looking only for background information. At the end of the interview, the agents presented me with a search warrant for all my company's records related to their questions. As the lead agent left, she thanked me for my service to the country. But as I read the search warrant, I realized that this meeting was neither benign nor simply for background. The next day, with my wife listening, I called the agent and asked directly: ``Am I a target?'' To my great shock, the agent said yes. In all my years as a lobbyist, I have bent over backward to comply with the Foreign Agents Registration Act. My company has always filed reports pursuant to the law when we thought they were due. I have repeatedly told my clients that we must comply with FARA to avoid any possibility of transgressing the law. The company has employed a full-time officer to assure compliance. Yet Justice Department prosecutors said on several occasions that I was the target of felony charges. Every day and night for 20 months, I lived with the possibility that the hammer could drop at any moment. Everything I worked for would be tarnished. My firm would collapse, my employees would lose their jobs, all of us would be ruined in the press, and I could go to prison. The conduct of law enforcement was torturous. In January 2024, a prosecutor interviewed a member of my staff, using curse words and accusing her of lying. In December 2023 an FBI agent harassed our FARA compliance officer, David Lonie, who had been a congressional staffer on the House Rules Committee before working with us for many years. Lonie was an honorable and decent man, the epitome of integrity and honor. The agent nevertheless told him that if he knew what was good for him, he would talk. Dave was scared to death. He went to bed on Dec. 31, 2023, and didn't wake the next day. His family is devastated. My company and I were innocent of all charges, and while I am pleased this Kafkaesque harassment is over, I am not content to simply shrug my shoulders and move on. We spent incredible amounts of money on legal counsel, more than three times what we earned by representing the client at issue. Our attorneys prepared an 88-page brief rebutting all charges. They succeeded in backing prosecutors down, but I am convinced the department's actions were political and malicious, targeting me as a lobbyist who has supported Donald Trump and been critical of President Biden. Under your leadership, Mr. Garland, the Justice Department has been guilty of lopsided enforcement. Hunter Biden was nearly given a sweetheart immunity deal following receipt of millions of dollars from foreign sources for which he didn't file income tax returns or acknowledge his probable obligations under FARA. He was subsequently convicted for only a few of his crimes but has now been given a blanket pardon by his father. Members of the Trump administration and Mr. Trump himself have been hounded and arrested. They've had their lives ruined for minor white-collar infractions. Mr. Trump has prevailed over attempts to destroy him, but others have been less fortunate. As for our case, as we detailed in our brief, a Democratic firm wasn't as compliant regarding similar facts over a much longer period and to my knowledge was never investigated. If we had been charged and tried for six-year-old incidents despite our constant efforts to comply with the law, our case would have become additional evidence that you have led a department that has overtly ignored its obligation to provide justice. The statute of limitations expired on our case in November, and prosecutors have said they are no longer interested in pursuing charges. That's nice but hardly satisfactory. As a matter of justice, Mr. Garland, you owe us and the American people a profuse apology.''

APPRECIATING MIA LOVE2025-03-11

Mr. WILSON of South Carolina

Mr. WILSON of South Carolina. Mr. Speaker, Mia Love served her country with honor and distinction and to those that know her, she is a trusted friend and loving person. I had the honor of calling Mia a colleague when she served Congress in 2015 through 2019, as the Congresswoman representing the 4th Congressional District of Utah. Notably, she was the first black female Republican to serve in the U.S. Congress. Among her distinctions in Congress, Mia served on the Financial Services Committee, as well as the Terrorism and Illicit Finance, Financial Institutions and Monetary Policy and Trade subcommittees. She was also appointed as the only freshman to serve on the Select Panel for Infant Lives, to investigate the selling of organs. Additionally, she was a champion for reducing burdensome regulations and was also a leader in the push for immigration reform. Mia's commitment to the citizens of Utah began prior to her time in Congress as she served on the city council and mayor in her home of Saratoga Springs, Utah. After Congress, Mia became a contributor to CNN and was appointed a fellow of the institute of politics and public service at the McCourt School of Public Policy at Georgetown University. Born in New York City to Haitian immigrant parents, Mia is married and a mother of three. Our thoughts and prayers are with Congresswoman Love and her family.

It supports veterans and ensures full funding for their healthcare services and benefits. It enhances defense investments and includes the largest pay raise for junior enlisted troops in over 40 years. Reversing the rule on national emission standards, which imposes limits on tire manufacturers, led by Congressman Morgan Griffith. This legislation supports tire manufacturers, such as Michelin and Bridgestone, in South Carolina, which now is the leading State manufacturer and exporter of tires in America, creating jobs.
