Mr. YOUNG of Iowa
Mr. YOUNG of Iowa. Mr. Speaker, I rise today to recognize and congratulate Kimberly Baeth and her team at small business, Golden Openings, Inc.--located in Urbandale, Iowa, for receiving the U.S. Chamber of Commerce's 2017 Dream Big Small Business of the Year Award and the Community Excellence Award presented last evening here in Washington, D.C. Golden Openings, Inc. provides area businesses with the tools necessary to make their grand openings memorable. From ribbon cutting to groundbreaking, they have over 20 years of experience that has helped them earn these prestigious honors. Their unique capabilities and products give new businesses a foundation upon which they can build a successful future. Winners of the Dream Big Small Business of the Year Award must display a commitment to innovation, entrepreneurship, and individual initiative. Golden Openings, Inc. is the epitome of these qualities as they focus on engaging their community, providing unparalleled customer service, and constantly finding new ways to grow their business. It was quite the evening for Kimberly and her team as they were also awarded the Community Excellence Award. Recipients of this award must show leadership within their community and display a willingness and commitment to improving the quality of life for all of its residents. These qualities were on full display in 2016 after two police officers were tragically killed in the Des Moines metro area. Golden Openings, Inc. was able to bring together over 35,000 yards of blue ribbon that residents and businesses alike hung in memory of the two officers. As you drove through the metro area you could see how the entire community was embracing the friends and families of the two officers. It is because of businesses like Golden Openings, Inc. and community leaders like Kimberly that I'm proud to represent our great state. Mr. Speaker, it is an honor to serve leaders like Kimberly and her entire team in the United States Congress, and it is with great pride that I recognize them all today for receiving these esteemed designations. I ask that my colleagues in the United States House of Representatives join me in congratulating them on receiving these awards, and in wishing them nothing but continued success.
DEPARTMENT OF THE INTERIOR, ENVIRONMENT, AND RELATED AGENCIES APPROPRIATIONS ACT, 20182017-09-06
Mr. YOUNG of Iowa
Mr. YOUNG of Iowa. Mr. Chairman, I rise today to express my support for REAP, the Rural Energy for America Program; the Biomass Crop Assistance Program; the Biorefinery Assistance Program as well; and for improving the changes in mandatory spending for these energy programs when this bill is conferenced with the Senate. These programs are very important to my State, other States as well. They have been used to help farmers reduce their overall operating costs and make their farming businesses more competitive. These programs have also enabled rural businesses to obtain financing assistance, ensuring rural Iowa has similar opportunities to thrive and develop. Now, I know that we have budget constraints, we are facing them, and I know the chairman had to make some tough decisions. I believe he took a very thoughtful approach to the overall agriculture appropriations bill, and I am very thankful to be on that subcommittee. During the full committee markup, I was pleased that the subcommittee chairman committed to working with me to find alternative offsets to reduce these spending changes. Mr. Chair, I appreciate Chairman Aderholt's attention, and I appreciate Chairman Frelinghuysen's attention to this matter, too.

DEPARTMENT OF DEFENSE APPROPRIATIONS ACT, 20182017-07-26
Mr. YOUNG of Iowa
Mr. YOUNG of Iowa. Mr. Chair, I wanted to briefly discuss eating disorders and how it affects our servicemembers and their families. Eating disorders affects over 30 million Americans during their lifetimes, and have the highest mortality rate of any psychiatric illness. Studies show that eating disorders affect our servicemembers and their families at a higher rate than the civilian population, with 34 percent of female active duty servicemembers and 20 percent of children of sevicemembers scoring at risk for an eating disorder. Additionally, a Military Medicine study of female military members and veterans found significant relationships between eating disorders, PTSD and sexual trauma. As we have much to learn on how eating disorders affect our military members and their families, I would encourage the House to start considering how we can address this issue within our military.

NO SANCTUARY FOR CRIMINALS ACT2017-06-29
Mr. YOUNG of Iowa
Mr. YOUNG of Iowa. Mr. Speaker, yesterday, I was at the White House with President Trump and the parents and relatives of those daughters and sons who were killed by those who are here illegally. The stories were very heavy. They should weigh on all of us. One story that was shared was given by Michelle Root about her beautiful daughter who was struck down and killed in a senseless way by someone here illegally. Michelle is in the gallery here today, and she is a great advocate. In late January 2016, Sarah's parents, Michelle and Scott Root, started their day with joy. On that day, their beautiful daughter, Sarah, graduated. She had the whole world ahead of her. But for Michelle and Scott, the day ended with loss and tragedy. It was the unimaginable loss of their daughter. Sarah was killed by a drunk driver here illegally. It is so senseless. Sarah had her whole life in front of her. Through incompetence and uncertainty about the law or the policy, or both--but for sure, a lack of common sense--Sarah's killer was released. Today, Sarah's killer is free. Today, Sarah's parents, Michelle and Scott, and Sarah's brother, Scotty, fight for Sarah's justice. They fight for her honor. They fight to make sure no other parent or loved one has to go through the tragic ordeal they had to go through. My vote today is about policy, but it is in honor of Sarah Root. It is hard to find a love stronger than a parent has for their child. Sarah will always be loved and certainly not forgotten by her family and friends and those who never even met her. She has touched their hearts. They continue to advocate, and so must we. Mr. Speaker, I want to thank the chairman, my colleagues in Iowa and across the border in Nebraska who support this legislation and fought for it to be incorporated into this bill. God is taking care of Sarah now. Her memory lives on. I urge the passage of this legislation.
