A TRIBUTE TO GARY BUCKLIN2015-06-09

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise today to recognize Mr. Gary Bucklin for a wonderful career as KSIB radio's sports director in Creston, Iowa. For the past 30 years, Gary has been the man on the microphone for all local sports coverage on KSIB radio. He received his first job in broadcasting announcing the fourth grade talent show in his hometown of Bayard, Iowa, and by driving the streets of Bayard in a speaker car announcing the grand opening for a local gas station. Since that time, Bucklin served in the Air Force during the Vietnam War, worked in retail, but always retained the radio ``bug''. He came to work for KSIB in 1985, becoming a part of not only the Creston community, but of every community in the area where he would broadcast their ballgames. He will be remembered for his deep commitment to the communities, the coaches and the students he so passionately spoke about. I know that my colleagues in the U.S. House of Representatives join me in congratulating Mr. Gary Bucklin on his well-deserved retirement and wish him the best in his future endeavors. I consider it an honor to represent him in Congress.

TRANSPORTATION, HOUSING AND URBAN DEVELOPMENT, AND RELATED AGENCIES APPROPRIATIONS ACT, 20162015-06-03

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. I yield to the gentleman from Pennsylvania.

Mr. YOUNG of Iowa. I yield myself such time as I may consume. Madam Chair, I oppose this amendment. As is frequently the case in Washington, D.C., the proposed rules requiring truckers to increase their liability insurance is a solution in search of a problem. The provision currently included in the bill must remain. It must remain because it protects job creators so they can stay in business. When you consider that 99.9 percent of crashes are already covered by existing insurance requirements, you can see that increasing insurance and, thus, costs at the expense of jobs is just not a credible solution. Safety is important. We all know that. We all want to make sure that our roadways are safe. But the Department of Transportation readily admits that raising the cost does not necessarily improve safety. The DOT's own study expresses a crippling revelation to proponents of a cost increase on our job creators. There may be more effective ways that reduce crashes at a lower cost. Bottom line, we need to strike a balance. If the proposed regulations went into effect, our smaller trucking companies in Iowa and other rural areas in States around the country would be unable to absorb the increased costs, and it could threaten their ability to stay in business. Too frequently in this town we are working to fix the mistakes that were made by so-called Washington solutions. I strongly encourage the rejection of this amendment tonight.

Mr. YOUNG of Iowa. I urge my colleagues to oppose this amendment. I yield back the balance of my time.

Mr. YOUNG of Iowa. Madam Chair, I claim time in opposition.

Mr. YOUNG of Iowa. Reclaiming my time, I yield the balance of my time to the gentleman from Pennsylvania (Mr. Perry).

WATERS OF THE U.S. RULE2015-06-03

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise today to speak in opposition to the recently finalized waters of the U.S. rule. Documents show that the EPA crafted the waters of the U.S. rule behind closed doors, leaving no seat at the table for farmers, business leaders, county and State officials, homebuilders, livestock producers, ranchers, and many others who are concerned by this Federal overreach, and it affects their lives. Everybody wants clean water--let's all be on the record for that--but we need to respect this process. Stakeholders should have been consulted. The people whose lives are affected by this rule should have been consulted. The EPA's final rule is flawed, and despite attempts by Congress, it is not an improvement over the proposed rule. The rule still requires farmers and ranchers to get permits for activities on their own land. On their own land. The rule still expands the waters under the EPA's jurisdiction. The rule still hurts manufacturers and States and counties looking to expand economic development projects and looking to expand opportunity. This rule remains flawed and should be thrown out. I urge Members of Congress to support efforts to stop this job-killing, farm-killing rule that invites lawsuits instead of real solutions. I urge my colleagues in the House and Senate to support efforts to create a new rule that will truly improve water quality for all Americans and put stakeholders in the process and respect private property.

A TRIBUTE TO DOLL DISTRIBUTING BEVERAGE COMPANY2015-06-01

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise today to recognize and congratulate a great Iowa company, Doll Distributing Beverage Company of Council Bluffs, Iowa. Doll Distributing is celebrating its 50th anniversary in business. Their motto is: ``Building Brands. Building Relationships.'' Doll Distributing is a distributor of Anheuser-Busch and other products. Merlin Doll's sales and wholesaling career spanned over 60 years starting with the Storz Brewery in Omaha as a territory sales manager. Mr. Doll wanted to purchase a distributorship and when none were available he was approached by Anheuser-Busch and was given an opportunity to purchase one. In 1965 Mr. Doll, with his wife Edith, sold their distributorship in order to purchase a distributing operation in Council Bluffs, Iowa, the Doll Distributing of today. The second generation, which includes: Jeff Doll, Mark Doll, Tami Doll, Scott Doll and Jay Doll, purchased the company from their parents. Since 1988 they have expanded the business from distributing in 3 counties to 11 counties, and after several additional purchases of distributing operations, the Doll Family distributes their products to over 40 counties, amounting to 3,569 accounts in Iowa. Andrew Doll and Lauren Doll are continuing the Doll family tradition as the third generation currently involved in the business. The Doll Distributing Beverage Company has made a positive impact on the Council Bluffs community and the State of Iowa. For the past 50 years the Doll Family has accomplished a number of milestones and are a true testament to the meaning of hard work and dedication to success. I commend Doll Distributing and their employees for a job well done. I know that my colleagues in the House join me in honoring this company and family for their commitment to business and their community. Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise today to recognize and congratulate Mason Jeffries of Boy Scout Troop 208 in Clive, Iowa, for achieving the rank of Eagle Scout. The Eagle Scout rank is the highest advancement rank in scouting. Only about five percent of Boy Scouts earn the Eagle Scout Award. The award is a performance-based achievement with high standards that have been well-maintained for more than a century. Mason joined Cub Scout Pack 181 in 2007 as a first grader at Walnut Hills Elementary School in Urbandale. He became the Pack's Top Popcorn Salesman for four consecutive years--reaching sales records above $3,000 a year--and even earning a college scholarship. He earned Cub Scout's highest award, the Arrow of Light, as a Webelos Scout before crossing over to Boy Scout Troop 208 in Clive, where his parents, Pete and Kristin Jeffries, are active in Troop Leadership. As a Boy Scout, Mason has volunteered in the community with the Variety Telethon, Waukee Food Pantry, Clive Greenbelt Park, Meals for the Heartland, Vacation Bible School, and various other Eagle Scout projects. Due to his dedication to the community, he was honored by his fellow Scouts in Troop 208 who elected him to serve in the Order of the Arrow, where he became a Brotherhood Member with the Mitigwa Lodge. Mason has held a number of leadership roles in Troop 208, including Senior Patrol Leader, Assistant Senior Patrol Leader, Librarian, Scribe, and twice as Patrol Leader. To earn the Eagle Scout rank, a Boy Scout must pass specific tests organized by requirements and merit badges, and complete an Eagle Project to benefit the community. For his Eagle Scout Service Project, Mason refurbished the front of the Waukee Public Library after the construction of the facility's new addition in 2014. He led a group of Scouts and adults in pulling up all the existing shrubs, bushes and plants, adding metal edging, planting over 30 grasses, shrubs and plants, and finishing the landscaping with new mulch and decorative rocks. REGULATORY INTEGRITY PROTECTION ACT OF 20152015-05-12

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. I thank the chairman for his leadership on this issue. Mr. Chairman, I rise today to speak in favor of H.R. 1732, the Regulatory Integrity Protection Act of 2015. We hear that this is all about clean water. This is about clean water, and we all want clean water. It is an issue that should not be demagogued in this debate. We all want clean water. We have kids, and we have mothers and fathers and grandparents. This is about a process. It is about a process that needs to be transparent, and it is about where stakeholders are at the table. Who are these stakeholders? They are Americans. They are our farmers, our ranchers, the folks who put food on our tables; they are developers and construction workers who build our homes. This has amazing implications if we don't get this rule right, Mr. Chairman. Can you imagine the EPA's requiring farmers to have to get a permit to tile during a season? Can you imagine how long that could take? Your season could be too late to plant. What would that do to land value? to commodity prices? We have to get this right. I rise in support of this bill as it is a commonsense, smart bill. We can do it together. We can get it right. The American people must be heard.

A TRIBUTE TO THE ROTARY CLUB OF COUNCIL BLUFFS, IOWA2015-04-30

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise today to recognize the 100th anniversary of the Rotary Club of Council Bluffs, Iowa. The Club was chartered by Rotary International on April 1, 1915. The members of this Club exemplify the Rotary Motto: ``Service Above Self and One Profits Most Who Serves Best.'' The Club Members convey this philosophy of unselfish volunteer service at every opportunity. In 1913, a young Council Bluffs businessman, while on a business trip to New York City, came upon a Rotary International convention and asked, ``What is Rotary?'' He was told, ``It is an organization for the prevention of what is harmful to business and society; and the promotion of that which is helpful.'' That same spirit is alive and well within the Rotary Club of Council Bluffs today. The Club members actively participate in community activities, promote a college scholarship fund, hold an annual food drive, sponsor a 5th grade career fair, and hold fundraisers throughout the year to support their activities. This Club is a reflection of the mission of Rotary International, ``to promote service to others, promote integrity, and advance world understanding, goodwill, and peace through its fellowship of business, professional, and community leaders.'' The Rotary Club of Council Bluffs has made a difference in serving the Council Bluffs community. The members of the past 100 years have been dedicated to helping and serving others and it is a great honor to recognize them today. I know my colleagues in the House join me in honoring their accomplishments. I thank them for their service and wish them all the very best moving forward.

TRIBUTE TO SYDNEY PEARL2015-04-29

Mr. YOUNG of Iowa

Mr. YOUNG of Iowa. Mr. Speaker, I rise to recognize Sydney Pearl, a twelve year old author from West Des Moines, Iowa. Sydney, a student at Stilwell Junior High School recently completed a book about holocaust survivor David Wolnerman. Mr. Wolnerman and his wife Mrs. Jennie Wolnerman are the last known living holocaust survivors in Central Iowa. I applaud Sydney's effort to preserve their story in her book A Lucky Lie. This book is an oral history of Mr. Wolnerman during his time in Nazi concentration camps and his life afterwards. The title comes from the lie Mr. Wolnerman told long ago in 1940, about his age as he was entering the concentration camp. By claiming he was 18, when he was only 13, he narrowly avoided being sent to the gas chamber. Mr. Wolnerman believes God allowed him to make that choice and ultimately it helped him survive. Sydney, through her words, was able to pass along his message for others to hear. The tragedy of the holocaust must never be forgotten. Sydney was encouraged to write the book by the Jewish Federation and A Book by Me, an Illinois company that taps children to tell stories of Jewish survivors. Her book passes down the oral history of David Wolnerman for other children nationwide. I congratulate Sydney Pearl for writing this book and for preserving the history of those that survived the horrors of the Holocaust during the Second World War. I am proud to represent them in the United States Congress. I know that my colleagues join me in congratulating Sydney Pearl and wishing her many successes in the future.
