The House took no legislative floor votes. Instead, the brief session moved oversight and bill-processing work forward without passing any of the newly introduced measures.
The Speaker pro tempore announced that, under H. Res. 1543, the Speaker had certified to the U.S. attorney for the District of Columbia that Leon D. Black refused to provide documents and appear for a deposition before the House Committee on Oversight and Government Reform as directed by subpoena. The announcement was a formal House action concerning the subpoena; the Record did not show a new vote on it Monday. ANNOUNCEMENT BY THE SPEAKER PRO TEMPOREHouse · 2026-09-21View source
The House also received and referred bills to committees. The proposals included an artificial-intelligence framework for education and workforce development; an AI cyberdefense pilot for critical infrastructure; airline-fee limits and refunds for canceled, significantly delayed or changed flights; affordable-housing development on land owned by faith-based organizations; limits on Department of Health and Human Services funding for biomedical research using live dogs and cats; and an Environmental Protection Agency program for tropospheric ozone research. A committee referral starts review of a proposal; it does not pass the bill. PUBLIC BILLS AND RESOLUTIONSHouse · 2026-09-21View source
The Speaker pro tempore also announced that the Speaker had signed seven enrolled bills on Sept. 17. The measures concerned hydropower relicensing reporting, sanctions and other measures concerning Russia, Montana rural water systems, an Indian land-dispute settlement, recreation data for federal waterways, and historic-site designations. An enrolled bill is a version of legislation that has cleared Congress in final form. ANNOUNCEMENT BY THE SPEAKER PRO TEMPOREHouse · 2026-09-21View source
The House was scheduled to return Thursday at 2:30 p.m. The Senate was scheduled to return Tuesday. The newly introduced House bills remained at the committee-referral stage, with no final action or House legislative vote Monday. ADJOURNMENTHouse · 2026-09-21View source
